NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: that said plans be in all things approved and the City Engineer is hereby authorized to sign the construction plans on behalf of the City. Adopted by the Lino Lakes City Council this 22th day of June, 2009. The motion for the adoption of the foregoing resolution was duly seconded by Council MemberGa 11 up and upon vote being taken thereon, the following voted in favor thereof: Reinert, Gallup, O'Donnell, Bergeson The following voted against same: none (Absent - Stoltz)O Whereupon said resolution was declared duly passed and adopted. 2 • • STAFF ORIGINATOR: CITY COUNCIL MEETING DATE: TOPIC: ACTION REQUIRED: BACKGROUND AGENDA ITEM 6A Michael Grochala June 22, 2009 Consideration of Resolution No. 09 -38 Approving County Project within Municipal Corporate Limits (CSAH 14/1 -35E Interchange) Simple Majority City staff has been working with Anoka County for the past two years, to complete the design of the CSAH 14 (Main Street)/ I -35E Interchange. The proposed project includes total reconstruction of the interchange into a partial cloverleaf. (Attachment 2). The project also includes the widening of CSAH 14 from two lanes to four lanes, between 950 feet west of the west ramps and 800 feet east of the east ramps of the interchange, and the replacement of the CSAH 14 bridge over I -35E,. The proposed new bridge will follow urban design standards and be 250 feet long with a 6 -foot median. Westbound, there will be 8 -foot and 4 -foot shoulders, two 12 -foot through lanes, and a 12 -foot right turn lane. Eastbound, there will be a 14 -foot left turn lane, two 12 -foot through lanes, an 8 -foot shoulder, and a 10 -foot pedestrian /bicycle trail. The total estimated cost of the project is approximately $23,000,000. The project has been the recipient of nearly $11,580,000 in federal funding and it is anticipated that the State of Minnesota will contribute construction engineering in the amount of $1,200,000. However, that leaves approximately $10,200,000 to be split locally by Anoka County and the City of Lino Lakes. Discussion with Anoka County regarding the local funding component are ongoing. At this time staff is requesting council approval of the interchange plans. Approval of the plans does not commit the City to any funding obligation. The funding component of the project will be subject to approval of a subsequent Joint Powers Agreement. RECOMMENDATION Staff is recommending approval of Resolution No. 09 -38. ATTACHMENTS • 1.
