HomeMy WebLinkAbout2010-032 Council ResolutionCouncil Member C. a. t (u o introduced the following resolution and moved • its adoption: • • CITY OF LINO LAKES RESOLUTION NO. 10 -32 RESOLUTION AUTHORIZING PREPARATION OF SIGNAL JUSTIFICATION REPORTS FOR THE BIRCH ST/WARE ROAD INTERSECTION AND THE LAKE DRIVE /MAIN STREET INTERSECTION WHEREAS, the intersections of Lake Drive and Main Street; and Birch Street and Ware Road are currently experiencing growing congestion and safety problems; and WHEREAS, the City has previously received requests from residents to consider the signalization of both intersections; and WHEREAS, the city is proposing to prepare Signal Justification Reports to determine if traffic signal improvements are warranted to improve safety and relieve congestion at each intersection. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. That preparation of Signal Justification Reports for the Lake Drive /Main Street intersection and the Birch StreetNVare Road intersection is hereby authorized. 2. That the staff is hereby authorized to enter into a professional services agreement with TKDA, the city e - , for tr= - •aration of said reports, in the not to exceed amount of ', 1,000 total •oth reports. Both intersections are experiencing growing congestion and safety problems. The preparation of a Signal Justification Report (SJR) is required when considering the installation of a new signal system. The purpose of the report is to evaluate the existing and proposed traffic conditions of the intersection and insure that the traffic signal will improve the traffic flows and safety of the intersection. TKDA, the city's consulting engineer, has estimated the cost of completing the two reports at $6,800 to $10,000. The cost range reflects additional steps in the process that may need to be undertaken based on the initial analysis. No funding was programmed in the 2010 budget for the preparation of these reports. Staff would recommend that the council appropriate funding for the studies from the contingency fund at this time. If the projects proceed to construction and a permanent funding source is determined the costs can then be reimbursed. Once the SJR's are completed and a determination has been made on the whether the signal systems should be installed, a separate feasibility study will need to be commenced to determined the scope and costs of the improvement. Staff will coordinate and work with Anoka County on the possible intersection improvements throughout the process.
