HomeMy WebLinkAbout2011-007 Council Resolution• Council Member Roeser introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 11 -07 RESOLUTION AUTHORIZING PREPARATION OF PLANS AND SPECIFICATIONS BIRCH STREET/WARE ROAD INTERSECTION IMPROVEMENTS WHEREAS, the intersection of Birch Street and Ware Road is currently experiencing growing congestion and safety problems; and WHEREAS, it is in the best interest of the health, welfare, and safety of the City and its residents that the City construct improvements to the intersection of Birch Street and Ware Road including installation of traffic signals, widening, median placement and resurfacing; and WHEREAS, City residents approved a ballot question in the November 2010 general election authorizing the issuance of General Obligation Bonds to finance said improvements. ATTEST: u i. ne Bartell, C)ty Cler The motion for the adoption of the foregoing resolution was duly seconded by Council Member O' Donnell and upon vote being taken thereon, the following voted in favor thereof: Roeser, O'Donnell, Rafferty, Gallup, Reinert The following voted against same: none • • CITY OF LINO LAKES, MINNESOTA AUTHORIZATION FOR PROFESSIONAL SERVICES TO: Toltz, King, Duvall, Anderson and Associates, Incorporated 444 Cedar Street, Suite 1500 St. Paul, Minnesota 55101 Pursuant to our Agreement dated , you are hereby authorized to proceed with the Professional Services described as follows: BIRCH STREET AND WARE ROAD INTERSECTION TRAFFIC SIGNAL IMPROVEMENTS Includes signalizing the intersection and associated roadway work to revise the approach lanes to the intersection, provide for pedestrian crossings around the intersection, and accommodate drainage through the project limits. This project also includes completion of the Sioux Lane connector roadway to Hokah Drive and reduction of the Hokah Drive intersection with Birch Street to right in/right out only. This project includes the preparation of Contract Documents, including Plans, Specifications and Bidding Phase Services, in connection with the Lake Drive and Main Street Intersection Traffic Signal Improvements. The project includes the improvements recommended for construction in the Concept Layout completed by TKDA dated August 2010. II. SERVICES TO BE PROVIDED BY TKDA TKDA is requested to provide the following services for the Project: A. PROJECT MANAGEMENT 1. Provide administration of the Project as follows: a. Perform day -to -day management so that project tasks are completed on time, within budget, and in accordance with state and federal laws, rules, and regulations. b. Prepare monthly invoices and progress reports. The progress reports will show the progress for the month and the progress to date. c. Prepare a detailed project schedule and update the schedule monthly. • 2. Provide general coordination including: a. Scheduling meetings. b. Securing location for public open house meetings if requested by OWNER. 3. Perform Quality Assurance and Quality Control Functions (QA/QC) including: a. Performing independent technical reviews and discipline coordination reviews of preliminary layout (30 %), 60% plans, 95% plans, and cost estimates. b. Perform QA oversight to see that the QC process has been followed. c. Prepare and submit responses to review comments. B. PUBLIC AND AGENCY INVOLVEMENT 1. Assist OWNER in updating and involving the public, outside agencies, and others in preparation of the Project as follows: a. Provide agendas for, prepare for, lead, and provide minutes for a kick -off meeting and monthly Project Management Team meetings (ten meetings are included). b. Prepare, print, and mail notices for public open house meetings (two mailings of up to 500 are included). c. Arrange for meeting location, prepare written and display materials, conduct Public Open House Meetings, and summarize comments and prepare responses (two meetings are included). d. Prepare written and display materials and attend meetings to inform council members and obtain input (two City Council Meetings are included). e. Provide agendas for, prepare for, lead, and provide minutes for Utility Coordination meetings (two meetings are included and will be held at key milestones: 30% and 95% completion). f. Prepare project information for use on a project web site that can be viewed and downloaded by the public. Provide information for Web site updates as needed (four updates are included). 2 • C. DESIGN PHASE SERVICES 1. In consultation with the OWNER and on the basis of the previously prepared concept drawings for the intersection, confirm the general scope, extent and character of the Project. 2. Prepare topographic field survey as appropriate for preliminary design purposes. 3. Prepare preliminary design documents consisting of final design criteria, preliminary drawings, outline specifications, opinion of probable construction costs, and findings and recommendations; and review with the OWNER. 4. Coordinate with utility companies in the project areas to determine conflicts, coordinate relocations and adjustments of public and private utilities, account for utilities in the project plans. 5. Complete drainage design for project areas as necessary, including coordinating with approval agencies, as needed. 6. Prepare for incorporation in the Contract Documents final drawings and specifications setting forth in detail the requirements for the construction of the Project. 60% and 95% plans shall be prepare for review by OWNER with appropriate comments incorporated. 7. Identify for the OWNER, his legal counsel and other advisors the necessary Easements and Right -of -Way to construct the Project, based upon Property, Easement and Right -of -Way Surveys provided by the OWNER. Provide OWNER acquisition exhibits. 8. Assist the OWNER in connection with the OWNER'S responsibility for filing documents required for the approval of governmental authorities having jurisdiction over the Project. 9. Advise the OWNER of any adjustments to the latest opinion of probable construction cost caused by changes in extent or design requirements of the Project and furnish a revised opinion of probable construction cost based on the drawings and specifications. 10. Submit two copies of the above documents and of the drawings and specifications to the OWNER. Make minor revisions and adjustments following the OWNER'S review. D. BIDDING PHASE SERVICES 1. Reproduce final Bidding Documents and related contract forms for bidding and construction purposes. At OWNER'S request, advertise for bids, distribute 3 • Contract Documents, maintain a planholder list, and issue Addenda, as appropriate. 2. Attend bid opening and assist OWNER in obtaining bids for one prime contract. 3. Prepare bid tabulation. 4. Assist the OWNER in evaluating bids and in assembling and awarding contract. III. ADDITIONAL SERVICES If the need for Additional Services is determined, and the fee for the additional work is agreeable and the OWNER authorizes such services in writing, TKDA shall furnish or obtain from others services of the types listed below which are not considered as normal or customary services. These Additional Services shall be compensated for on an Hourly Rate basis and such compensation shall be over and above any maximums or lump sum amounts set forth in this Authorization. A. Construction Services B. Registered land or right -of -way surveys, right -of -way mapping; plats; legal descriptions; land appraisals, negotiations and /or related services. C. Investigations of existing conditions or facilities or to make measured drawings thereof, or to verify the accuracy of drawings or other information furnished by the OWNER. D. Soil borings and laboratory tests for design purposes; field and/or laboratory tests taken during construction to determine compliance with the Contract Documents. E. Wetland delineation including on -site analysis for wetlands, delineation of wetlands if necessary, and preparation of a report documenting findings. F. Services resulting from significant changes in extent of the Project or its design including, but not limited to, changes in size, complexity, the OWNER'S schedule, or character of construction or methods of financing; and revising previously accepted studies, reports, design documents or Contract Documents when such revisions are due to causes beyond TKDA'S control. G. Furnishing the services of special consultants for other than the normal civil, structural, mechanical and electrical engineering, and normal architectural design incidental thereto; providing renderings or models for the OWNER'S use; and providing other specialized data or services when the OWNER authorizes TKDA to provide such data or services. H. Services in connection with change orders provided such change orders are required by causes not solely within the control of TKDA; services after the award of each contract in • • evaluating substitutions proposed by the Contractor(s); and in making revisions to drawings and specifications occasioned thereby, and services resulting from significant delays, changes or price increases occurring as a direct or indirect result of material, equipment or energy shortages. Preparing for OWNER, on request, a set of reproducible record prints of drawings showing those changes made during the construction process, based on the marked -up prints, drawings and other data furnished by the Contractor(s) to TKDA and which TKDA considers significant. J. Preparation of operating and maintenance manuals; protracted or extensive assistance in the utilization of any equipment or system (such as initial startup, testing, adjusting and balancing); and training personnel for operation and maintenance. K. Preparing to serve or serving as expert witness in connection with any legal or arbitration proceeding. L. Additional services in connection with the Project, including services not normally furnished by the OWNER and services not otherwise provided for in this Authorization and the Basic Agreement, a part hereof. IV. Consider Resolution No. 11 -07, Authorizing Preparation of Plans & Specifications, Birch St./Ware Road. Intersection Improvement Project ACTION REQUIRED: 3/5 BACKGROUND The City has previously received requests from residents to consider the signalization of the Birch StreetNVare Road intersection and the Lake Drive /Main Street intersection. Both intersections are experiencing growing congestion and safety problems. In 2010 the City Council initiated a process to improve both intersections by the installation of traffic signals and other lane improvements. Local funding for the project is proposed to be provided by the issuance of General Obligation Bonds payable from the collection of property taxes. In November of 2010 City residents approved the ballot question supporting these improvements. Anoka County has included the proposed projects in their 5 year CIP for construction in 2012. We are anticipating that the project design would be completed in 2011. Right -of -Way acquisition would commence in 2011 and be completed in time for a spring 2012 bid letting. At this time staff is requesting authorization to proceed with the preparation of plans and specification for the proposed improvements. TKDA, the City's engineer, has submitted proposals for the design of both intersections in the amount of $99,700 for the Lake /Main intersection and $88,800 for the Birch/Ware Intersection.
