HomeMy WebLinkAbout2011-023 Council Resolution• • • O'Donnell Council Member introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 11 -23 RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS - 2011 SEALCOAT PROJECT WHEREAS, the City Engineer has prepared plans and specifications for the 2011 Sealcoat Project and has presented such plans and specifications to the Council for approval; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. Such plans and specifications, a copy of which is on file at City Hall, are hereby approved. The City Engineer is directed to advertise for bids, provide construction observation, final out the project and to be paid by the hour in an amount not to exceed $9,850. 2. The City clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of such improvement under such approved plans and specifications. The advertisement shall be published for 3 weeks, shall specify the work to be done, shall state that bids will be received by the Clerk, at which time they will be publicly opened in the City Hall by the City Clerk and Engineer, will then be tabulated, and will be considered by the Council at 6:30 p.m. on April 11, 2011, in the Council Chambers of the City Hall. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the Clerk for five (5) percent of the amount of such bid. nne Bartell) Citv'Elerk Rob , Acting Mayor Adopted by the Lino Lakes City Council this 28th day of February, 2011. Studenski, City Engineer COUNCIL MEETING DATE: February 28, 2011 TOPIC: Resolution No. 11 -23, Approving Plans and Specifications and Authorizing Advertisement for Bids, 2011 Sealcoat Projects Vote Required: Simple Majority BACKGROUND: In accordance with the Pavement Management Program, City staff has selected streets to be sealcoated in 2011. Candidate streets were selected based on recommendations from the Pavement Management Report, Public Works input, preparation for the 2011 projects and feasibility of locations. Sealcoating places a thin layer of oil and rock on the street to enhance the surface and prolong the useful life of the street. This year, approximately 4.7 miles of streets will be sealcoated at an estimated total construction cost of $108,550. The engineering cost to be paid by the hour shall not exceed $9,850 for bidding, construction inspection and final out project. City staff has prepared the plans and specifications for this work and is requesting Council approval and authorization of advertisement for bids. Attached is the 2011 Sealcoat Project Location Map. The schedule for this project is as follows: Open Bids March 30, 2011 City Council Awards Contract April 11, 2011 Construction Begins June, 2011 RECOMMENDATION: Staff recommends the adoption of Resolution No. 11 -23, Approving Plans and Specifications and Authorizing Advertisement for Bids, 2011 Sealcoat Project.
