HomeMy WebLinkAbout2005-004 Council Resolution• • CITY OF LINO LAKES RESOLUTION NO 05 -04 A RESOLUTION EXPRESSING SUPPORT FOR THE 2005 BLUE HERON DAYS PARADE & FESTIVAL AND AUTHORIZING STAFF TO WORK WITH THE COMMUNITY FESTIVAL ORGANIZERS TO FACILITATE SAFETY OF THE EVENT WHEREAS, the Blue Heron Days Community Festival Committee has approached the City Council of Lino Lakes and requested approval to conduct the 2005 Blue Heron Days Parade & Festival within the City; and WHEREAS, the Blue Heron Days community festival includes a parade, which is a ceremonial display of community involvement and pride and various businesses in the City have indicated a willingness to support and sponsor such an event; and WHEREAS, the Blue Heron Days community festival includes various other community events such as a 5K run, a bike rodeo, a car show, a street dance and other activities; and WHEREAS, most of these activities are free events for the families of Lino Lakes; and WHEREAS, the Blue Heron Days Community Festival Committee has begun meeting for the purpose of organizing this event for 2005, and has selected Friday and Saturday, August 19 -20, 2005 as the weekend for this festival, and is in the process submitting the necessary paperwork to the City of Lino Lakes and the County of Anoka for these activities; and WHEREAS, the proposal again calls for a parade which has a staging area in the SuperTarget parking lot and travels northeasterly along Lake Drive, ending at James Street and which would require a temporary road closure of a portion of Lake Drive, which is subject to approval by Anoka County and its Board of Commissioners, and; WHEREAS, the City Council wants to ensure the safety and convenience of its residents and ensure that proper safety, signage, and related issues are addressed to the satisfaction of Anoka County; WHEREAS, the festival organizers, in the spirit of responsible advance planning, have a need to identify that the (Friday and Saturday) August 19 -20, 2005 weekend which has been selected is a viable choice before proceeding; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lino Lakes hereby expresses support for the 2005 Blue Heron Days Parade & Festival and authorizes staff to work with the festival committee members to facilitate this event, subject to approvals by the Anoka County Highway Department, Parks Depai Intent, and the Anoka County Board of Commissioners. Blair, City Clerk January 24, 2005 Consider Adoption of Resolution No. 05 -04, Expressing Support for the 2005 Blue Heron Days Parade & Community Festival and Authorizing Staff to Work with Festival Organizers to Facilitate Safety of Event VOTE REQUIRED: (3 / 5) Simple Majority BACKGROUND: Local business persons / organizations which participated in the 2004 Blue Heron Days Parade & Community Festival have begun meeting for the purpose of organizing the 2005 Blue Heron Days Event. The group has expressed interest -in. once again selecting the third weekend in August -- Friday and Saturday ugust 19- 20,2)005 -- for the festival date. Many of the activities from August, 2004 are planned for the 2005 event, including the parade, the 5K run, the car show, the street dance, the pageant, the bike rodeo, and other events. It is expected that some of these events will draw greater participation this coming year, and some new activities (golf or softball tournament) are also being considered. Staff members attended the organization's meeting on Tuesday, January 11, 2005 at 10 a.m. in the Community Room at City Hall to discuss preparations for this year's festival. The organizers felt selecting an appropriate weekend was an important first step in this process. As soon as the weekend is selected, the Blue Heron Days committee may begin seeking the necessary approvals from the City and Anoka County to facilitate the parade and related events, and lining up sponsors, participants and entertainment. The proposed 2005 Blue Heron Days, while not a City- sponsored festival, requires City and Anoka County approvals in order to take place. The intention of the festival committee is to seek approvals for a parade which would take place along the same route and in the same manner as the 2004 event, traveling northeasterly along Lake Drive to James Street, with its initial staging area occurring in the SuperTarget parking lot. This would again require temporary closure of a portion of Lake Drive, which is a County road. In 2004, the City of Lino Lakes provided a resolution in support of this parade route to the Anoka County Board prior to their consideration of this request, and approval was received. Staff recommends that if approved, Resolution No. 05 -04 be forwarded to the Anoka County Board in support of the committee's request for 2005. • • Subject to working with applicants on ongoing safety, signage, and related concerns, and subject to the approval of the Anoka County Board of Commissioners, staff recommends moving forward with the 2005 parade and festival concept as requested. The attached Resolution No. 05 -04 accomplishes this. OPTIONS: 1. Approve Resolution No. 05 -04 Expressing Support for the2005 Blue Heron Days Parade & Community Festival and Authorizing Staff to Work with Community Festival Organizers to Facilitate the Safety of this Event. 2. Deny Resolution No. 05 -04. 3. Return to staff for further consideration. RECOMMENDATION: Option 1.
