CITY OF LINO LAKES
RESOLUTION NO. 05-27
RESOLUTION APPROVING THE FINAL PLAT FOR
CENTURY FARM NORTH 3RD ADDITION
WHEREAS, a request has been submitted to the City for the approval of a final plat, and
WHEREAS, review and approvals of plats are governed by state statutes and City
ordinances, and
WHEREAS, the preliminary plat for Century Farm North 3rd Addition was approved with
Resolution 04 -58 by the City Council on April 28, 2003 with conditions, and
WHEREAS, the final plat for Century Farm North 3rd Addition complies with City
requirements and the conditions of Resolution 04 -58 have been satisfied.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino
Lakes hereby approves the final plat for Century Farm North 3rd Addition.
Adopted by the Lino Lakes City Council this 14th day of March, 2005.

Final Plat
Century Farm North 3rd Addition
ACTION REQUIRED: 3/5 vote
BACKGROUND
The Century Farm North Development Company has requested approval of a residential
development called Century Farm North 3rd Addition. The subject property consists of several
outlots platted as part of Century Farm North and Century Farm North 2nd Addition. This plat
will create a total of 59 lots consisting of 18 single - family residential lots, 34 attached single -
family residential lots, and 7 outlots. The 52 residential lots are in line with the phasing plan
approved with the preliminary plat.
The final plat conforms to the approved preliminary plat layout as approved by the City Council
on April 28, 2003. The title commitment and by -laws have been forwarded to the City Attorney
for review and are acceptable. The conditions of the preliminary plat have mostly been
addressed through the platting process of the 1st and 2nd Additions, and will be enforced in a
similar fashion for this addition. Specifically, the townhouse elevations will be held to the same
standard developed for the 2nd addition, the height restrictions to protect air space for the air park
are in place, and the trails for this portion of the development have already been platted by the
2nd addition. The phasing plan was modified during Phase 2 when an existing home was saved
and an additional lot was platted for that home. This modification pushed one of the lots
originally shown as a part of the 2nd addition into this plat, and subsequent phases will be
adjusted accordingly.

Century Farms North 3rd Addition is the third phase of the Century Farms North residential development
that was started in 2003. This development site is located in the northwestern part of Lino Lakes, Minnesota
(Anoka County) and to the east of Sunset Road and to the south of Main Street. Century Farms North 3rd
Addition includes seven (7) multi - family units, nine (9) single family lots and nine (9) single family lots with
a small airplane system of hangars, pads and taxiways.
The proposed project work includes site grading, installation of public utilities including stormwater system,
•public and private roadway system, and future traillsidewalk system. The private streets will not be
maintained or snowplowed by the City.
The following Engineering Review is based on these submittals and previous engineering review comments
for other Century Farm North developments:
1. "Construction Plans for Century Farm North 3rd Addition - Utility and Street Improvements" as
submitted by Metro Land Surveying & Engineering, Inc. (Developer's Engineer - John C. Johnson)
and signed on January 10, 2005. Stamped received in Lino Lakes City Offices on January 10, 2005.
Full and reduced size plan sheets: Cl, U1 through U14, D1 through D3, and Ll and L2.
2. "Grading Plan for Century Farm North 3rd Addition" as submitted by Metro Land Surveying &
Engineering, Inc. (Developer's Engineer - John C. Johnson) and signed January 10, 2005. Stamped
received in Lino Lakes City Offices on January 10, 2005. Full and reduced size plan sheet: Gl.

Engineering Review Comments:
1. Grading Plan:
• a.) Show on the `Grading Plan (G1)' the Emergency Overflow Arrows (EOF) and flood design

d.) Sanitary and Storm manhole frame and ring casting shall be Neenah R -1642 with two
concealed pick holes.
e.) The Developer /Contractor shall provide to the City Engineer two (2) copies of a
televised/videotaped sanitary sewer inspection with a written report of all sanitary sewer
mainline piping.
4. Watermain System Items:
a.) Provide to the City a copy of the Minnesota Department of Health (MDH) approval permit
prior to construction commencement.
b.) On the construction plans, state the following:
• Fire Hydrant: Waterous Pacer WB -67
• Gate Valve: RSGV - Mueller A237 -20
• Corporation Stop: Mueller H -15154 Mark II Oraseal
• Curb Box: Mueller H -1300 with Minneapolis - top 1.5 MPT
c.) Gate Valve Locations:
• At the intersection of Robinson Drive and Century Trail, reconfigure the two (2)
proposed gate valves as follows: (1) move to and along the 12" DIP on Robinson
Drive (Sta. ±24 +10) and the P/L extended on Century Trail. (2) move to and along the
12" DIP on Century Trail (Sta. ±38+20) and the P/L extended of Robinson Drive.
(Plan Sheet U4 and U5)
• At the intersection of Robinson Drive and Shetland Lane (Private), reconfigure the
two (2) proposed gate valves as follows: (1) move to and along the 12" DIP to
approximately Station 20 +55 on Robinson Drive. (2) move to and along the 8" DIP so
that it is between the concrete swale and the R/W on Robinson Drive or approximately
Station 0 +25 on Shetland Lane. (Plan Sheet U6)
• Add gate valve at connection to existing 8" DIP watermain on Clydesdale Circle at
approximately Station 3 +25. (Plan Sheet U8)
• At the intersection of Century Trail and Morgan Lane (Private), reconfigure the two
(2) proposed gate valves as follows: (1) move to and along the 12" DIP to
approximately Station 32 +90 along Century Trail. (2) move to and along the 8" DIP
so that it is between the concrete swale and the R/W for Century Trail or

At the intersection of Century Trail and Shetland Lane (Private), reconfigure the
two(2) proposed gate valves as follows: (1) move to and along the 12" DIP to
approximately Station 35 +60 along Century Trail. (2) move to and along 8" DIP so
that it is between the concrete swale and the R/W for Century Trail or approximately
Station 4 +32 on Shetland Lane. (Plan Sheets U4 and U10)
d.) Fire Hydrant Locations:
e.)
• For proposed fire hydrants at the intersections of Century Trail with Shetland Lane
and Morgan Lane: Move the 6" DIP watermain lead to Century Trail 12" DIP
watermain with 12" x 6" Tee at both locations. (Plan Sheets U3, U4,119, and U10)
• Add fire hydrant (flushing) at the end of the proposed 12" DIP on Robinson Drive and
to the east of Century Trail.
Extend Watennain: On Carl Street, extend the proposed 8" DIP watermain so that is passes
under the private utility sleeves and over the sanitary sewer service. Approximately 20'
extension beyond hydrant tee. (Plan Sheet U7)
5. Street System Items:
a.) Label on the plan sheets the private streets such as Shetland Lane and Morgan Lane.
b.) Show on the street plan sheets the horizontal curve data along with labeled PC/PT stationing.
c.)
City of Lino Lakes along with Mn/DOT guidelines require a minimum of a 300 foot
centerline radius for 30 mph rated horizontal curves with a normal crown typical street
section. Thus, the proposed curve on Century Trail at approximately Station 31 +00 to 32 +00
must be adjusted to meet the 30 mph criteria. (Plan Sheet U3) This assumes the plat will also
need to be modified.
d.) On the plan sheets label and distinguish between street existing profiles and proposed street
profiles such as:

• Century Trail at begin project at approximately Station 31 +00. (Plan Sheet U3)
• Carl Street to the east of Clydesdale Circle at approximately Station 2 +50.
(Plan Sheet U7)
• Clydesdale Circle to the south of Carl Street at approximately Station 0 +50. (Plan
Sheet U8)
The City of Lino Lakes does not allow concrete swales (valley gutters) to cross public
intersections. The proposed concrete swale in the north curbline of Robinson Drive and where
the future Century Trail is proposed must be eliminated. (Plan Sheet U5)

f.) Catch basin locations at the end/beginning of street curbline radii are to be set at five (5) feet
beyond the radius points on the tangent. Catch basins 172, 173, 174, 175, and 180 appear to
need to be moved to attain this requirement.
g.) Add a set of Type II Barricades on Robinson Drive and to the west of Shetland Lane. (Plan
Sheet U6)
h.) The proposed temporary cul -de -sac at the east end of Carl Street has a radius of 35 feet. The
City of Lino Lakes requires a minimum of a 46 foot radius for cul -de- sac(s). Adjust the radius
of the cul -de -sac and show clearly how the storm runoff from the cul -de -sac will flow.
i.) Make sure all the proposed profile street centerline grades are shown on the plan sheets.
j.) There shall be a minimum five (5) foot separation between the proposed driveway and the
existing catch basin 132 on Clydesdale Circle. (Plan Sheet U8)
k.) The following street vertical curves shall be modified:
• Century Trail at approximately Station 34 +30 - change from 50 -foot length to 90 -foot
length vertical crest curve for 30 mph rating.
• Delete vertical curve and have low point at approximately Station 36 +78 on Century
Trail.
• On Clydesdale Circle at approximately Station 2 +00 - change from 50 -foot length to
90 -foot length vertical crest curve for 30 mph rating.
1.) Typical Section Details:
• Change the bituminous mixture designation from Type B (PG 58 - 28) to Type C
(PG 58 -34).
• 24" Granular Materials shall be "Select Granular Borrow" matching the requirements
for Mn/DOT 3149.232.
6. Storm Sewer System Items:
a.) Provide the City Engineer with copies of the Rice Creek Watershed District permit along with
NPDES /SWPPP permits for review /approval prior to construction commencement.
b.) Provide the City Engineer with a statement of compliance that the storm sewer system
proposed for Century Farms North 3rd Addition adheres to the overall storm sewer system
previously approved for the Century Farms North total development site. If there are changes,
revised storm system calculations are necessary to submit for review.
c.) Provide to the City Engineer a copy of the storm sewer piping system calculations for review
and approval (pipe capacity for 5 -year Storm Design Event).

d.) As has been noted in the street section, catch basins shall be set five (5) feet beyond on the
radius point and along the tangent at street intersections.
e.) Catch basin 170 on Century Trail shall be changed to a Type 402. Catch basin 175 on
Robinson Drive shall be changed to a Type 402. (See Plan Sheet U11)
f.) Backyard catch basins 184, 185, and 186 all have the same invert. Also, the inlet structure
castings shall be Type 402A. (See Plan Sheet U12)
g.) Standard Details (Plan Sheet D1):
• Outlet Structure 166: This structure is not labeled in the plans. Thus, either delete the
detail if not to be used on this project or identify/label its location in the plan set.
• Outlet Structure 142: The shown 4" orifice to Pond K will not be allowed due to
potential clogging with debris. A recommended alternative would be a submerged
reverse flow 15" RCP with a 4" orifice plate attached to the inside of the pipe /manhole
interface.
7. Miscellaneous Items:
110 a.) The City Engineer reserves the authority to increase and add testing methods to protect and
verify compliance of construction materials and installation methods to protect its interests.
b.) Provide the City Engineer with a copy of the project `Engineer's Estimate' or actual
construction costs.
c.) Provide a copy of the project specifications for review.
d.) Final construction plans and specifications must be approved by the City Engineer prior to
construction commencement.
