RESOLUTION NO. 05-28
RESOLUTION APPROVING THE FINAL PLAT FOR
HIGHLAND MEADOWS EAST 2ND ADDITION
WHEREAS, a request has been submitted to the City for the approval of a final plat, and
WHEREAS, review and approvals of plats are governed by state statutes and City
ordinances, and
WHEREAS, the preliminary plat for Highland Meadows East 2' Addition was approved
with Resolution 04 -57 by the City Council on July 26th, 2004 with conditions, and
WHEREAS, the final plat for Highland Meadows East 2' Addition complies with City
requirements and the conditions of Resolution 04 -57 have been satisfied.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino
Lakes hereby approves the final plat for Highland Meadows East 2' Addition.
Adopted by the Lino Lakes City Council this 14th day of March, 2005.

Final Plat
Highland Meadows East 2nd Addition
ACTION REQUIRED: 3/5 vote
BACKGROUND
TSM Development has requested approval of a single - family residential development called
Highland Meadows East 2 "d Addition. The subject property is currently Outlot A of Higl'land
Meadows East. This plat will create a total of 19 lots. 18 residential lots, and 1 outlot.
The final plat substantially conforms to the approved preliminary plat layout as approved by the
City Council on July 26, 2004. Some minor adjustments to the widths of the middle units have
been done but the minimum setbacks discussed in the Preliminary Plat report are still being met.
The title commitment, final plat, and association by -laws have been forwarded to the City
Attorney for review, and are acceptable. As required under the conditions of preliminary plat
approval, the applicant has obtained a Rice Creek Watershed permit. All other conditions of
approval will be met during the building permit review process, or with the agreement between
the applicant and the city.
OPTIONS
1. Approve Resolution Number 05 -28 for the final plat of Highland Meadows East 2nd
Addition.
2. Deny Resolution Number 05 -28 for the final plat of Highland Meadows East 2nd
Addition.
3. Return to staff with direction.

Highland Meadows East 2nd Addition is a residential, multi - family 17 unit development proposed by TSM
Development, Inc. The proposed development is located to the south of the intersection of 79th Street and
Nancy Drive in the northwestern part of the City of Lino Lakes, Minnesota.
There is a permanent Drainage and Utility Easement over all of Lot 19, Block 1 of the proposed plat of
Highland Meadows East 2nd Addition as part of a previous plat, Highland Meadows East and Outlot A. This
•designated easement will allow City of Lino Lakes staff access to maintain and improve the proposed utility
infrastructure such as sanitary sewer, watermain and stormwater management systems into the future.
A private street will be part of the development and the City will not provide maintenance and/or
snowplowing for the street.

The Engineering Review below is based on the following submittals and previous reviews for the above -
referenced development:
1. Construction Plans for "Highland Meadows East 2nd Addition - Final Grading and Utility Plan" for
TSM Development, Inc. as submitted by James R. Hill, Inc. (Developer's Engineer - Troy D.
Livgard) and dated September 8, 2004. Stamped received in Lino Lakes City offices on January 27,
2005. There are ten (10) full size plan sheets.
2 "Highland Meadows East 2nd Addition - Landscape Plan" for TSM Development, Inc. as submitted
by James R. Hill, Inc. (Developer's Engineer - James Sturm, ASLA) and dated June 30, 2004.
Stamped received in Lino Lakes City offices on January 27, 2005. There is one (1) plan sheet.
3. Final Plat for "Highland Meadows East 2nd Addition" as submitted by James R. Hill, Inc. and
undated/unsigned. Stamped received in Lino Lakes City offices on January 25, 2005. There are two
(2) plat sheets on full and reduced sizes.
4. Area Map for "Highland Meadows East 2nd Addition" for TSM Development as submitted. by James
R. Hill, Inc. and dated revised January 24, 2005. Stamped received in Lino Lakes City offices on

5. Previous Engineering Reviews with the latest by Patrick M. Windier, P.E., on January 10, 2005.
Engineering Review Comments:
1. Landscape Plan: There are two (2) proposed Pin Oak (PO) Trees located within the stormwater
ponding area to the north of Unit/Lot 15 that need to be moved to outside the 904 contour. The 904
contour locates the high water design flood elevation for the 100 year storm event.
2. Miscellaneous Issue: It is recommended that the Developer's Agreement include language that
defines the City's role in restoring or replacing the various items such as curb and gutter, pavement,
turf establishment, tree and shrub replacement and/or sprinkler systems if utility infrastructure
repair /maintenance is necessary in the future.
Previous Engineering Review Comments:
3. Private Street: Reminder that the proposed private street width is 26 feet B -B, while City public
requirement is 32 feet B -B (minimum). Also, the cul -de -sac is proposed at 90 feet B -B diameter,
while the City requirement is 92 feet B -B (minimum). This private street does not meet public street
City requirements.

Since the City will be requiring utility systems maintenance responsibilities, it is recommended that
the City Engineer provide field observation and final acceptance of all utility systems that the City
acquires as infrastructure.
5. Storm Sewer System Item: (FYI) Ess Bothers manufactures an equivalent R- 3250 -A catch basin with
a reduced height (11" vs. 7 "). This will provide more adjustment factor for your proposed catch basin
bury depth.
6. Testing: The City of Lino Lakes reserves the opportunity to increase (or decrease) compliance
testing for materials and construction methods at its sole discretion.
7. Permits: Provide the City with preliminary and final approval documents from all permitting
governmental agencies such as, but is not limited to, MPCA/MCES (sanitary), MDH (watermain
Mn/DNR (dewatering), and other permits as are required.
8. Plans and Specifications for Construction must be approved by the City of Lino Lakes Engineer prior
to construction commencement.
