CITY OF LINO LAKES
RESOLUTION NO. 05-90
RESOLUTION APPROVING AN EXTENSION OF THE PROJECT INITIATION TIME
FOR THE RUSSIAN BAPTIST CHURCH PROJECT
WHEREAS, the City Council approved Resolution 02 -82 on September 23, 2002, which
approved a site and building plan and CUP for a church; and
WHEREAS, Section 2, Subdivision 2 and Subdivision 6 of the zoning ordinance establish times
within which a project must be started after approval; and
WHEREAS, the City Council approved Resolution 03 -148 on September 8, 2003, which
extended the project initiation time for the project until June 30, 2004; and
WHEREAS, the applicant has requested a further extension to the project initiation time.
• NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino Lakes
hereby approves an extension of the initiation time for the project. The project shall be initiated
by September 23, 2005.
Adopted by the Lino Lakes City Council this 1 lth day of July, 2005.

Extension of Project Initiation Time
Russian Baptist Church

The City Council approved Resolution 02 -82 on September 23, 2002. This action approved a
site and building plan and a Conditional Use Permit for a church at 5 Ash Street (Co. Rd. J).
Section 2, Subd. 2.B.11 of the zoning ordinance states: "If construction has not begun within one
(1) year after the date of the conditional use permit, or if substantial construction has not taken
place within three (3) years after the date of issuance of the conditional use permit, the permit is
void."
Section 2, Subd. 6.E.2 states: "Activities authorized by site and building plan approval shall be
initiated within six (6) months. The time limits established in this paragraph may be extended by
the Zoning Administrator."
The City Council previously approved Resolution 03 -148 that extended the project initiation
time for the project to June 30, 2004. The applicant has now requested another extension of the
project initiation period. The conditions of approval from Resolution 02 -82 will still apply.
OPTIONS
1. Approve Resolution 05 -90 granting an extension of the project initiation period until
September 23, 2005.
2. Deny the extension and require a new application.
3. Return to staff with direction.
RECOMMENDATION
Option 1
