RESOLUTION NO. 05 -165
RESOLUTION ACCEPTING BIDS AND AWARDING A CONSTRUCTION CONTRACT —
CONSTRUCTION OF WELL NO. 5 PUMPHOUSE.
WHEREAS, pursuant to an advertisement for bids for the Construction of Well No. 5
Pumphouse project, bids were received, opened and tabulated according to law, and the
following bids were received complying with the advertisement:

Rice Lake Construction Group $480,000.00
Meisinger Construction, Inc. $482,000.00
Magney Construction, Inc. $495,800.00

AND WHEREAS, it appears that Encomm Midwest, Inc. is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO
LAKES, MINNESOTA:
1. The Mayor and Clerk are hereby authorized and directed to enter into a contract with
EnComm Midwest, Inc. in the name of the City of Lino Lakes for the Construction of Well
No. 5 Pumphouse according to the plans and specifications approved by the City Council
and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
lowest bidder shall be retained until a contract has been signed.
Adopted by the Lino Lakes City Council this 24th day of October, 2005.

TOPIC: Resolution No. 05 -165, Accepting Bids and Awarding Construction
Contract, Construction of Well No. 5 Pumphouse.
VOTE REQUIRED: 3/5 Vote Required
BACKGROUND:
Sealed bids were received and publicly opened at 10:00 a.m. on October 18, 2005.
The results of the bid opening are presented below. City Council action is required to
award a construction contract to the lowest responsible bidder.

The low bid is approximately 5% below the Engineer's Estimate for this project. A copy
of the complete bid tabulation is attached.
The final completion date for this project is June 9, 2006.
OPTIONS:
1. Return to staff for further review.
2. Adopt Resolution Number 05 -165, Accepting Bids and Awarding a Construction
Contract to EnComm Midwest, Inc. for Construction of Well No. 5 Pumphouse.
3. Not adopt Resolution No. 05 -165.
RECOMMENDATION:
Option No. 2 - Staff recommends adoption of Resolution Number 05 -165.
