RESOLUTION NO. 05 -206
RESOLUTION APPROVING DESIGNATION OF COUNTY STATE AID HIGHWAY
CSAH 54 (20TH AVENUE S)
WHEREAS, the County Board of the County of Anoka did adopt a resolution on
November 22, 2005 locating, establishing, designating and numbering the County State
Aid Highway system of Anoka County; and
WHEREAS, said resolution locates and establishes certain County State Aid Highways
within the corporate limits of the City of Lino Lakes, Minnesota
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA that the resolution adopted by the County Board, a copy of
which is attached hereto and made a part thereof, locating or establishing the County
State Aid Highway system with the City limits is in all things approved.
Adopted by the Lino Lakes City Council this 19th day of December, 2005.

RESOLUTION REVISING THE COUNTY STATE AID
HIGHWAY SYSTEM
WHEREAS, the Anoka County Board of Commissioners has requested revisions to its State Aid
system through the County State Aid Highway (CSAH) Screening Board under the provisions of Minnesota
Law; and,
WHEREAS, the CSAH Screening Board has recommended revisions to the Anoka County State Aid
system and the addition of 22.13 miles of CSAH in the County of Anoka:
NOW, THEREFORE, BE IT RESOLVED by the Anoka County Board of Commissioners that the
following change to the Anoka County highway system be made:
1. That County Road 54 (20th Avenue S) from I -35E to CSAH 14 (Main Street) within the cities of
Centerville and Lino Lakes be designated as CSAH 54. The length of this segment is 2.89 miles.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the above listed CSAH be established,
located, and designated as a CSAH of said Anoka County, subject to concurrence from the Cities of
Centerville and Lino Lakes and approval by the Commissioner of Transportation, State of Minnesota.
BE IT FINALLY RESOLVED that the county engineer is hereby authorized and directed to forward
one certified copy of this resolution to the Cities of Centerville and Lino Lakes for their consideration and
forward two certified copies of this resolution to the Minnesota Commissioner of Transportation for their
consideration, and that upon approval of the designation of said routes or portions thereof, that the same be
constructed, improved, and maintained as CSAHs of the County of Anoka to be numbered as indicated above.

Consideration of Resolutions No. 05 -206 and
No. 207 Establishing the CSAH Within the City
Simple Majority
Anoka County has requested revisions to its State Aid system through the County State
Aid Highway (CSAH) Screening Board. The screening board recommended the
addition of 22.13 miles of CSAH in Anoka County. This results in the addition of 3.64
miles of County State Aid Highway in Lino Lakes. The new CSAH designation is
proposed on the following existing County Roads within Lino Lakes:
• CR 54 (20th Avenue S.) From I -35E to CSAH 14 (Main Street) newly designated
as CSAH 54. The length of this segment is 2.89 miles.
• CR 154 (Birch Street) from CSAH 21 (Centerville Road) to CR 54 (20th Avenue
S) newly designated as CSAH 154. The length of this segment is 0.75 miles.
To make the designation change official for CSAH 54 and CSAH 154 the county needs
concurrence from the City of Lino Lakes. The proposed changes essentially fill in gaps
in the existing CSAH system within Lino Lakes. Similar to then City's Municipal State
Aid System the additional CSAH mileage increases the County's share of the gas tax
apportionment made annually by the state. The designation also enhances
opportunities for special local road funding programs offered by the State. The
designation does not change the function class of the roadway segments and /or the
design of the roadway.
RECOMMENDATION
Staff is recommending approval of Resolutions No. 206 and 207.
