HomeMy WebLinkAbout2006-002 Council ResolutionCity Council Storm Water Utility January 9, 2006 Council Member &baue(I introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 06 -02 RESOLUTION AUTHORIZING STORM WATER UTILITY FEASIBILITY STUDY WHEREAS, the City has identified the need for a dedicated funding source for storm water related projects and activities including storm water improvements related to street reconstruction; and WHEREAS, Short, Elliott, Hendrickson, Inc., has submitted a proposal and contract to provide services to assist the City of Lino Lakes in determining the feasibility of establishing a Storm Water Utility NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: • 1. That the proposal and contract with Short, Elliott, Hendrickson, Inc., to prepare a Storm Water Utility Feasibility Study is hereby approved. • Bartell, Cit Cler John - . The motion for the adoption of the foregoing resolution was duly seconded by Council Member Reinter -E and upon vote being taken thereon, the following voted in favor thereof: The following voted against same: Whereupon said resolution was declared duly passed and adopted. 2 • STAFF ORIGINATOR: CITY COUNCIL MEETING DATE: TOPIC: AGENDA ITEM 6D Michael Grochala January 9, 2006 Consideration of Resolution No. 06 -02, Authorizing Storm Water Utility Feasibility Study ACTION REQUIRED: Simple Majority BACKGROUND Incorporated into the Pavement Management Policies, adopted by the City Council in 2005, was the provision to pursue the establishment of a Storm Water Utility. The intent of the Storm Utility is to create a dedicated funding source for storm water related components of the street reconstruction program. The utility can also be used to fund water quality improvement projects and to maintain compliance with mandatory programs such as the National Pollutant Discharge Elimination System (NPDES) program. Short, Elliott, Hedrickson (SEH), Inc., has submitted a proposal to complete the • feasibility study for a not to exceed cost of $18,000. The report will review the basis behind a Storm Water Utility and its advantages, review of existing storm water utility rates in communities of similar size and propose a utility system methodology and rate structure to meet the City's anticipated storm water program costs. n addition to the written report the proposal also includes a two Public Education /Awareness meetings as well as preparation of an information brochure. Funding for the report will be provided from the City's Surface Water Management Fund (SWMF). RECOMMENDATION SEH has an extensive background in working with municipalities to create storm water utilities. Additionally, one of the key components of developing the utility is the use of the City's existing Geographic Information System (GIS) data. SEH has worked extensively with our GIS data and this familiarity will stream line the evaluation process and result in a cost savings for the City. Staff is recommending approval of Resolution No. 06 -02. ATTACHMENTS 1. Resolution No. 06 -02
