CITY OF LINO LAKES
RESOLUTION NO. 06 -18
RESOLUTION ACCEPTING THE PLANS AND SPECIFICATIONS AND
AUTHORIZING ADVERTISEMENT FOR BIDS
(Legacy at Woods Edge Phase III Street Lighting Improvements)
WHEREAS, pursuant to a resolution passed by the council on October 24, 2004, SEH
Inc., has prepared plans and specifications for the improvement of the Legacy at
Woods Edge project, by street, sanitary sewer, water main, storm sewer, streetscaping,
street lighting and sidewalks within the development area and to make street and storm
sewer and Traffic Signal improvements to Lake Drive adjacent to the site; and
WHEREAS, SEH Inc., has presented plans and specifications for Phase III
improvements consisting of street lighting improvements to the council for approval;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
• 3. Such plans and specifications, a copy of which is attached hereto and made part
hereof, are hereby approved.
4. The City clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids for the making of such improvement
under such approved plans and specifications. The advertisement shall be
published for 3 weeks, shall specify the work to be done, shall state that bids will be
received by the Clerk until 10:00 a.m. on Thursday, March 16, 2006, at which time
they will be publicly opened in the City Hall by the City Clerk and Engineer, will then
be tabulated, and will be considered by the Council at 6:30 p.m. on Monday, March
27, 2006, in the Council Chambers of the City Hall. Any bidder whose responsibility
is questioned during consideration of the bid will be given an opportunity to address
the Council on the issue of responsibility. No bids will be considered unless sealed
and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid
bond or certified check payable to the Clerk for five (5) percent of the amount of
such bid.

Simple Majority
• The City Council authorized the preparation of plans and specifications for the Legacy
at Woods Edge public improvements on October 25, 2004 (Resolution No. 04 -164).
The first phase contract awarded in August of 2005 included the street and utility
portions of the development. The second and third phases include the installation of
streetscaping, including the community green, and street lighting respectively.

Plans for Phase II and Phase III where prepared by SEH Inc., the city's consulting
engineer for the project, and are substantially complete. Staff is requesting council
action to approve the plans and authorize advertisement for bids.
The project schedule is as follows:

Substantial Completion of Construction
Funding for the project is provided by the issuance of G.O. Improvement Bonds repaid
by special assessments to the Legacy at Woods Edge development and park
dedication fees generated by the development.

RECOMMENDATION
Staff is recommending adoption of Resolution No. 06 -17 and No. 06 -18 approving plans
and specifications and authorizing advertisement for bids for Phase II and Phase III of
the Legacy at Woods Edge improvements.
