its adoption:
CITY OF LINO LAKES
RESOLUTION NO. 06 -100
ADOPTING PROPOSED ASSESSMENT ROLL -
LOIS LANE UTILITY IMPROVEMENTS
WHEREAS, pursuant to proper notice duly given as required by law, the City Council
met and heard and passed upon all objections to the proposed assessment for the Lois
Lane Utility Improvement Project,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LINO LAKES,
MINNESOTA:
1. Such proposed assessment, a copy of which is attached hereto and made a part
thereof, is hereby accepted and shall constitute the special assessment against
the lands named therein, and each tract of land therein included is hereby found
to be benefited by the proposed improvement in the amount of the assessment
levied against it.
2. Such assessment shall be payable in equal annual installments extending over a
period of fifteen years, the first installment to be payable on or before the first
Monday in January 2007, and shall bear interest at the rate of seven percent
(7 %) per annum from the date of the adoption of this assessment resolution. To
the first installment shall be added interest on the entire assessment from the
date of this resolution until December 31, 2006. To each subsequent installment
when due shall be added interest for one year on all unpaid installments.
3. The owner of any property so assessed may, at any time prior to certification of
the assessment to the County Auditor, pay the whole of the assessment on such
property, with interest accrued to the date of payment, to the City Treasurer,
except that no interest shall be charged if the entire assessment is paid by
November 27, 2006. The owner may, at any time thereafter, pay to the City
Treasurer the entire amount of the assessment remaining unpaid, with interest
accrued to December 31 of the year in which such payment is made. Such
payment must be made before November 15 or interest will be charged through
December 31 of the next succeeding year.
4. The clerk shall forthwith transmit a certified duplicate of this assessment to the
County Auditor to be extended on the property tax lists of e County. Such
assessments shall be collected and paid over i t anner as4•ther
municipal taxes.

Adopted by the Lino Lakes City Council this 26th day of June, 2006.
The motion for the adoption of the foregoing resolution was duly seconded by Council
Member Carlson and upon vote being taken thereon, the following voted in favor
thereof: Stoltz, Carlson, Reinert, O'Donnell
The following voted against same:
Whereupon said resolution was declared duly passed and adopted.

TOPIC: PUBLIC HEARING - Resolution No. 06 -100, Adopting Proposed
Assessment Roll, Lois Lane Utility Improvements
VOTE REQUIRED: 3/5 Vote Required
BACKGROUND:
On May 22, 2006, the City Council set the Public Hearing for the proposed
assessments for the Lois Lane Utility Extension project. An ad was placed in the
Quad Press for two weeks and the necessary notices have been mailed to
property owners indicating the amount of the assessment and the date of the
hearing. An affidavit of mailing is on file at City Hall.
The project is 100% assessed to the benefited property owners. The City will be
0 assessing $186,571.70 at this time. The remaining $209,190.80 has been
deferred and will be assessed at the time of the future connection. Summaries
of the project costs and assessments are attached. Project costs are as
projected in the feasibility report at a total cost of $395,762.50.
OPTIONS:
1. Adopt Resolution 06 -100, Adopting Proposed Assessment Roll for the ,
Adopting Proposed Assessment Roll, Lois Lane Utility Improvements.
2. Return to staff for further review.
RECOMMENDATION:
Option No. 1 - Staff recommends that Resolution No. 06 -100 be adopted.
