RESOLUTION NO. 06-107
AUTHORIZING THE AUTOMARK
IN ALL VOTING PRECINCTS
WHEREAS, the federal government passed the Help America Vote Act (HAVA) in
2002 that requires the voting method in every polling place to include a voting system
that is accessible for individuals with disabilities in a manner that provides the same
opportunity for access and participation and to vote privately and independently; and
WHEREAS, one voting system, the ES &S Automark has been identified and certified by
the Minnesota Secretary of State's office to meet the requirements of the Help America
Vote Act; and
WHEREAS, The ES &S Automark will be used in addition to our existing optical scan
voting system; and
WHEREAS, federal grant funds were available to cover the capital purchase of the
Automark and will not require additional funds in 2006 for precincts established prior to
2004.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino
Lakes, Anoka County, State of Minnesota hereby authorizes the use of the ES &S
Automark in each polling place for elections held after this date

The motion for the adoption of the foregoing resolution was duly seconded by Council
Member Carlson and upon vote being taken thereon, the following voted in
favor thereof:
Reinert, Carlson, Stoltz, O'Donnell
The following voted against same:

TOPIC: Authorize Automark in All Precincts
VOTE REQUIRED: Simple Majority (3/5 Vote)
BACKGROUND:
In 2002 the federal government passed the Help America Vote Act that requires the
voting method in every polling place to include a voting system that is accessible for
individuals with disabilities in a manner that provides the same opportunity for access
and participation and to vote privately and independently. The ES &S Automark has been
identified and certified by the Secretary of State's office to meet the requirements of the
Help America Vote Act. The governing body of each municipality is required to
authorize the use of the Automark prior to July 1, 2006 and must have the Automark
available for demonstration beginning August 1, 2006. The Automark is not a tabulator
and will be used together with our existing precinct counters, the Diebold Accuvotes.
Federal grant funds were available to cover the capital purchase of the Automark for each
precinct in existence in 2004. Lino Lakes added Precinct No. 7 in 2006 and is
responsible for the cost of the Automark for Precinct No. 7. The price of the Automark,
with table, is $5925.
