HomeMy WebLinkAbout1981-035 Council Resolution• • RESOLUTION 81 -35 RESOLUTION ESTABLISHING THE LINO LAKES CITY COUNCIL POSITION CONCERNING LOCAL LAW ENFORCEMENT RESPONSIBILITIES IN ANOKA COUNTY CHAIN OF LAKES REGIONAL PARK. WHEREAS, in 1974 the Anoka County Board of Commissioners created the Chain of Lakes Regional Park located within the corporate boundaries of the City of Lino Lakes, and WHEREAS, WHEREAS, WHEREAS, since the establishment of this Open Space, Anoka County has received funding from the Metropolitan Council for the develop- ment of such facilities, and todate a road system has been established for the purpose of providing access to most areas of the Park, and, with the completion of the above mentioned development, a high influx of illegal activities have taken place within the Regional Park pursuant to Ordinance No. 70 -2 as adopted and amended by the Anoka County Board on July 13, 1970, and WHEREAS, the onus lies with the Anoka County Sheriff's /AnokaR_ange.rs program (established by Resolution #7933, Anoka County) for the enforcement of Park Regulations and the apprehension of any such violators, and WHEREAS, the agreement entered into on March 26, 1974, and recertified by the existing County Board, states that "the local municipality should not be required to bear additional costs created by the presence of a County facility". NOW THEREFORE BE IT RESOLVED THAT: 1. It has been established that any violations of the Statutory Law or County Ordinances regulating activities in a County facility shall be the responsibility of the Anoka County Sheriff's Department /Park Rangers. 2. It should be understood that the Lino Lakes' Police Department should not be considered the first response vehicle but should be used only for "back -up" purposes. 3. Any public calls received by Lino Lakes in reference to Anoka County Chain of Lakes Park shall be dispatched directly to the Sheriff's Department for appropriate action. Sarner, Clerk - Treasurer ,1981. nneth Go 'rley, iayor August 26, 1981 NOTICE OF HEARING ON PROPOSED ASSESSMENT TO WHOM IT MAY CONCERN: Notice is hereby given that the Lino Lakes City Council will meet at 8:15 P.M. on September 14, 1981, at the Lino Lakes City Hall to pass upon the proposed assessment spread of existing assessments from Otlot H, Lakes Add. #2 to Lots 1 through 16, Block 1, and Lots 1 through 28, Block 3, Lakes Add. #7. The proposed assessment is on file for public inspection at my office. Written or oral objections will be considered at the meeting, but the Council may consider any objection to the amount of a proposed individual assessment at an adjourned meeting upon such further notice to the affected property owners as it deems advisable. An owner may appeal an assessment to District Court pursuant to Minnesota Statutes Section 429.081 by serving notice of the appeal upon the Mayor or Clerk of the City within thirty (30) days after the adoption of the assessment and filing such notice with the District Court within ten (10) days after service upon the Mayor or Clerk; however, no appeal may be taken as to the amount of any individual assessment unless a written objection signed by the affected property owner is filed with the City Clerk prior to the Assessment hearing or persented to the presiding officer at the hearing.
