HomeMy WebLinkAbout1984-035 Council Resolution• • • RESOLUTION #35 - 84 RESOLUTION ESTABLISHING STREET LIGHTING POLICY WHEREAS, The LEAA Street Lighting Projects Report states: "Well lit streets may reduce the fear of crime, but there is no statistically significant evidence that street light - ing reduces crime itself," and WHEREAS, the majority of vehicular accidents occur during the daylight hours, and WHEREAS, accident rates show only a modest decrease with inter- section lighting; NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Lino Lakes, Anoka County, Minnesota, that the following policy be adopted, recognizing that unusual conditions or circumstances may require :!ex(:.eptions: 1. Street lighting will not be provided at City expense for crime prevention in residential areas since it is of no proven usefulness. 2. Street lighting at intersections may be provided if the follow- ing criteria are generally met: a) A Lino Lakes street or private road that intersects a county or state road. b) An intersection of two Lino Lakes streets, or a private road with a daily usage of over 35 cars per day. c) Intersections and crosswalks of distinctly unusual visual vehicular problems. 3. Street lighting may also be used where there are distinctly unusual safety problems, such as sharp curves, difficult to anticipate topographical consideration or other particularly dangerous physical problems which would be clearly mitigated by lighting. 4. Cul -de -sacs and dead -end streets over 300 feet in length should be provided a street light at the end of such cul -de -sac or street. 5. Applications are to be reviewed by the Superintendent of Public Works and the City Engineer. Passed by the Lino Lakes City Council this , 1984.
