RESOLUTION NO. 12-02
RESOLUTION AUTHORIZING PREPARATION OF PLANS AND SPECIFICATIONS
FOR THE 2012 OVERLAY PROJECT
WHEREAS, it is proposed it patch the existing street, and place a bituminous wearing course over
the entire surface on recommended segments, and
WHEREAS, it is proposed to finance the project using the 2012 budget of $123,649.44 Allocated
for street repair and the $300,000 in County turn back funds allocated for Lilac Street.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO
LAKES, MINNESOTA:
The City Engineer is designated as the engineer for this improvement and he is directed to prepare
plans and specifications for the 2012 Overlay project and shall be paid by the hour in an amount not
to exceed $24,000
Adoption by the Lino Lakes City Council this 9th day of January, 2012
The motion for the adoption of the foregoing resolution was duly seconded by Council Member
Roeser and upon vote being taken thereon, the following voted in favor thereof:
Stoesz, Roeser, Rafferty, O'Donnell, Reinert
The following voted against same:
none
Whereupon said resolution was declared duly passed and adopted.

TOPIC: Consider Resolution No. 12 -02 Authorizing the Preparation of Plans
and Specifications, 2012 Overlay Project

BACKGROUND
In accordance with the City's Pavement Management Policy that was adopted by the City Council
on May 10, 2005, streets are selected annually for an overlay project. Overlaying is a maintenance
activity that includes patching of the existing street, milling the pavement adjacent to the curb,
followed by the placement of a bituminous wearing course over the entire surface.
The City currently utilizes Cartegraph software to annually analyze the conditions of the City's
streets and recommend segments that meet the overlaying requirements. Streets were selected for
overlays based on pavement management criteria, input from Public Works, and feasibility of
locations. The selected streets are Leonard Avenue, Bradley Street, and Lilac Street.
The maintenance of Lilac Street was previously Anoka County's responsibility. However, the road
has now been turned back to the City for maintenance. The City has allocated a budget for the 2012
Overlay Project of $123,649.44, which will fund the improvements on Leonard Avenue and
Bradley Street. The County allocated $300,000 towards the maintenance of Lilac Street as part of
the turn back agreement so those funds will be utilized for this project.
The engineering cost to be paid by the hour shall not exceed $24,000.
