HomeMy WebLinkAbout2012-005 Council Resolution• Council Member O'Donnell introduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO. 12 -05 RESOLUTION ACCEPTING FEASIBILITY REPORT ON IMPROVEMENT AND CALLING FOR HEARING ON IMPROVEMENT OTTER LAKE ROAD WHEREAS, pursuant to Resolution NO. 11 -52 adopted by the council on May 23, 2011, a report has been prepared by TKDA, Inc., with reference to Otter Lake Road, to make improvements by the extension of street, sanitary sewer, water main, storm sewer, traffic control signals, and pedestrian improvements, and WHEREAS, this report was received by the council on January 9, 2012, and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost effective, and feasible. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. The council hereby accepts the feasibility report, prepared by TKDA, Inc., dated December 30, 2012 and amended January 9, 2012. 2. The council will consider such improvements in accordance with the report and the assessment of abutting property for a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $895,000. 3. A public hearing shall be held on such proposed improvement on the 13th day of February, 2012 in the council chambers of the city hall at 6:30 p.m. and the clerk shall give mailed and published notice of such hearing and improvement . - 'red 411 ATTEST: Julie Bart 11, City Cl k Jeff ' e r M. yor Adopted by the Lino Lakes City Council this 9th day of January, 2012. The motion for the adoption of the foregoing resolution was duly seconded by Council Member Roeser and upon vote being taken thereon, the following voted in favor thereof: O'Donnell, Roeser, Rafferty, Stoesz, Reinert The following voted against same: none Whereupon said resolution was declared duly passed and adopted. • • CITY COUNCIL AGENDA ITEM 6C STAFF ORIGINATOR: Michael Grochala MEETING DATE: January 9, 2012 TOPIC: Consideration of Resolution No. 12 -05 Accepting Feasibility Report on Improvements, and Calling for Hearing on Improvements, Otter Lake Road Extension VOTE REQUIRED: Simple Majority INTRODUCTION TKDA, the City's engineering consultant, has completed the feasibility study for the northerly extension of Otter Lake Road. Mr. Jim Studenski of TKDA will be presenting a review of the proposed improvements and estimated costs. BACKGROUND Over the past three years city staff has been working with property owners along the northeast quadrant of I -35E and Main Street to facilitate the northerly extension of Otter Lake Road. In March of 2011 MFC Properties presented a development concept to the City Council for property located northeast of the Otter Lake Road/Main Street intersection. MFC Properties subsequently submitted a petition, dated April 2, 2011, requesting the preparation of a feasibility study and installation of roadway, water main and sanitary sewer improvements to service pending development. On May 23, 2011 the City Council authorized preparation of a feasibility study for the proposed improvements. A copy of the study was distributed at the January 3, 2012 work session. The estimated cost of the proposed Phase 1 improvements is $895,000 including land acquisition, engineering, and construction. Approximately $872,150 is proposed to be assessed to benefiting property owners. RECOMMENDATION Staff is recommending approval of Resolution No. 12 -05 which accepts the feasibility study and calls for a hearing on improvements. The hearing will be scheduled for February 13, 2012. In accordance with Minnesota Statutes and the City Charter notice of the hearing will be published in the official newspaper and mailed notice will be sent to all affected property owners.
