HomeMy WebLinkAbout2012-128 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 12 -128 • APPROVING LABOR AGREEMENT BETWEEN THE CITY OF LINO LAKES AND LAW ENFORCEMENT LABOR SERVICES, LOCAL NO. 299 FOR YEARS 2012 AND 2013 WHEREAS, the City of Lino Lakes and Law Enforcement Labor Services (LELS) Local 299, representing the police officers, negotiated to replace the existing collective bargaining agreement, which expired on December 31, 2011; and WHEREAS, the parties were unable to resolve all the issues; and WHEREAS, eight issues were certified to the Minnesota Bureau of Mediation Services for interest arbitration pursuant to Minn. Stat. 179A.16, subd. 2; and WHEREAS, the hearing in this matter was conducted by a neutral arbitrator on October 17, 2012; and WHEREAS, the arbitrator, Richard J. Dunn, rendered his decision on November 27, 2012. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino Lakes approve the following terms of the labor agreement: • 1. Wages: 2012 - 1% July 1, 2012; 2013 - 1.5% January 1, 2013 2. Health Insurance Contribution: 2012 family -- $855.66/mo., single -- $333.99; 2013 family -- $869.72/mo. (1/2 of 3% premium increase), single -- $344.01 3. Annual HSA Contribution: 2012 family -- $3,000, single -- $1,500; 2013 family -- $2,500, single - $1,000 4. Opt Out Provision: 2012 -- $333.99/mo.; 2013 -- $300 /mo. Adopted by the Council of the City of Lino Lakes thisl 0th day of Dec . , 2012. BACKGROUND The police officers existing collective bargaining agreement expired December 31, 2011. The two parties were unable to resolve all the issues, which included a mediation session on May 30, 2012. Subsequently, eight issues were certified to the Minnesota Bureau of Mediation Services on July 25, 2012 for interest arbitration. Two issues were resolved prior to arbitration, which left the arbitrator with the following six issues to decide: (1) & (2) wages for 2012 & 2013; (3) HSA contribution for 2013; (4) & (5) City's contribution to health insurance premium in 2012 & 2013; (6) opt out provision for 2013. The hearing was conducted by the arbitrator, Richard J. Dunn, on October 17, 2012. The arbitrator rendered his decision on November 27, as follows: (1) & (2) Wages: 1% July 1, 2012; 1.5% January 1, 2013; (3) 2013 Annual HSA Contribution: 2013 family - $2,500, single - $1,000; (4) & (5) Health Insurance Contributions: 2012 family - $855.66/mo., single - $333.99; 2013 family - $869.72/mo.
