CITY OF LINO LAKES
RESOLUTION NO. 13 -37
RESOLUTION AUTHORIZING CONSTRUCTION SERVICES CONTRACT
WITH WSB & ASSOCIATES
OTTER LAKE ROAD EXTENSION
WHEREAS, the City of Lino Lakes has awarded the contract for the Otter Lake Road Extension
project; and
WHEREAS, WSB & Associates, City Engineer, has submitted a proposal to provide
construction engineering services for the project;
NOW, THEREFORE, BE IT RESOLVED by The City Council of The City of Lino Lakes,
Minnesota:
1. the construction services agreement with WSB & Associates in the amount not to exceed
$42,490 is hereby approved.
Adopted by the Council of the City of Lino Lakes this 25th day of March, 2013.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Roeser and was duly seconded by Council Member O' Donnell and upon vote
being taken thereon, the following voted in favor thereof:

Construction Services Agreement with WSB &
Associates, Otter Lake Road Extension

INTRODUCTION
Staff is requesting City Council approval to enter into a construction services agreement with the
City Engineer, WSB & Associates.
BACKGROUND
The City Council awarded the construction contract for the Otter Lake Road Extension project
on March 11, 2013 to Arnt Construction of Lino Lakes, Minnesota. Construction is proposed to
begin in May of 2013. WSB and Associates will be providing contract administration,
construction surveying, inspection and testing during the project. The proposed not to exceed
fee for these services is $42,490.
RECOMMENDATION
Staff is recommending approval of Resolution No. 13 -37.

Re: Proposal for Otter Lake Road Extension Construction Services
Dear Mr. Grochala:
The original proposal for the Otter Lake Road Extension project included data collection, design,
plans and specifications, right -of -way acquisition and bidding. This project has now been bid
and the City Council awarded a contract on March 11, 2013
As requested by the City of Lino Lakes, the following proposal details tasks that reflect our
understanding of the City's needs for the coordination of the construction phase of the Otter
Lake Road Extension project.
Based on our understanding of the City's needs, WSB would perform the following tasks:
Construction Administration
WSB & Associates, Inc. will process the contract documents for signature by the
City and the contractor. We will also facilitate a preconstruction conference prior
to the start of the projects and prepare and distribute minutes for the meeting. We
will process all pay vouchers and change orders.
IL Construction Inspection
WSB & Associates, Inc. will provide a construction observer during the
construction of the project to monitor the work and ensure City specifications are
met.
III. Construction Surveying
WSB & Associates, Inc. will provide the necessary staking to assist the contract
with the construction of the utilities, streets, and pond grading.
IV. Testing Services
WSB will contract with a City approved testing firm to provide testing services as
needed for the materials supplied and placed within the projects.

VII. Closeout Procedures
At the conclusion of the project, WSB will obtain all contractor documentation to close
out the project, prepare a punch list and final inspection, and prepare record drawings.
The engineering fee to perform the construction services for the Otter Lake Road Extension is
$42,490 (not to exceed).
This letter represents our complete understanding of the Otter Lake Road Extension Project and
the proposed scope of services. If you are in agreement with the scope of services and proposed
fee, please sign in the appropriate space below and return one copy to us.
