CITY OF LINO LAKES
RESOLUTION NO. 07 -07
RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT WITH LMC TO
PARTICIPATE IN THE MINNESOTA CITIES STORMWATER COALITION (MCSC).
WHEREAS, The City of Lino Lakes operates a Municipal Separate Storm Sewer
System and is regulated by the National Pollutant Discharge Elimination System Phase
II program; and
WHEREAS, the City has previously participated with other municipalities, under the
direction of the League of Minnesota Cities (LMC), to formulate a NPDES Guide Plan;
and
WHEREAS, the LMC, on behalf of participating cities, has agreed to sponsor a new fee
based Minnesota Cities Stormwater Coalition (MCSC) to support cities and their
stormwater professional in program implementation, and in continuing to have a clear
unified, and effective voice with the MPCA an other regulatory agencies.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
1. that the agreement with the League of Minnesota Cities to participate in the
Minnesota Cities Stormwater Coalition is hereby approved.
2. that the Council authorizes staff to execute the necessary agreements on behalf of
the City.

The motion for the adoption of the foregoing resolution was duly seconded by Council
Membero'Donnelland upon vote being taken thereon, the following voted in favor
thereof:
Carlson, O'Donnell, Stoltz, Reinert, Bergeson

none
Whereupon said resolution was declared duly passed and adopted.

Consideration of Resolution No. 07 -07, Authorizing
Execution of agreement with LMC to participate in the
Minnesota Cities Stormwater Coalition (MCSC).
Four years ago the League of Minnesota Cities (LMC) formed the NPDES Guide Plan
Steering Committee to assist local governments in complying with the requirements of
the National Pollution Discharge Elimination System (NPDES) Phase II program. The
City of Lino Lakes was one of 117 cities that joined in this collaborative effort.
As implementation of NPDES Phase II begins, the LMC has agreed to sponsor a new
II fee -based Minnesota Cities Stormwater Coalition (MCSC) to support cities and their
stormwater professionals in program implantation, and in continuing to have a clear,
unified, and effective voice with the MPCA and other regulatory agencies.
The estimated annual budget for this project is $75,000 and will be supported by fees
paid by participating cities. The cost for the City to participate in the project is $695
annually. The annual fee is proposed to be paid from the City's Surface Water
Management Fund.
RECOMMENDATION:
Staff is recommending approval of Resolution No. 07 -07.
