Council Member Stoltz introduced the following resolution and moved its adoption:
CITY OF LINO LAKES
RESOLUTION NO. 07 -23
RESOLUTION APPROVING THE BLAINE WATER INTERCONNECTION JOINT
POWERS AGREEMENT
WHEREAS, an emergency interconnection with the City of Blaine was constructed
during the Elm Street Reconstruction Project.
WHEREAS, Resolution 04 -169 approved the Final Payment for the Elm Street
Reconstruction Project, which included the emergency water interconnection
construction costs.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
Blaine Water Interconnection Joint Powers Agreement, which includes an
equal division of construction costs 50% to the city of Lino Lakes and 50% to
the City of Blaine totaling to $17,338.69 for each City.

Adopted by the Lino Lakes City Council this 12th day of February, 2007.
The motion for the adoption of the foregoing resolution was duly seconded by Council
Member Reinert and upon vote being taken thereon, the following voted in favor
thereof:
Stoltz, Reinert, O'Donnell, Carlson, Bergeson
The following voted against same:
none
Whereupon said resolution was declared duly passed and adopted.

TOPIC: Resolution No. 07 -23, Approving the Blaine Water Interconnection Joint
Powers Agreement.
VOTE REQUIRED: Simple Majority
BACKGROUND:
Watermain installed during the Elm Street Reconstruction project established an
emergency interconnection between the City of Lino Lakes and the City of Blaine. The
attached Joint Powers Agreement states that the City of Lino Lakes shall pay 50% of
the Elm Street Reconstruction Project construction costs for the emergency
interconnection and the City of Blaine shall pay the remaining 50% of those costs.
Based on the Final Payment made by the City of Lino Lakes for the Elm Street
Reconstruction Project the City of Blaine's portion is $17,338.69, which includes 15% of
the construction costs for Administration, Legal and Engineering Services.
The attached Joint Powers Agreement also defines billing, maintenance, and metering
responsibilities of both the City of Lino Lakes and the City of Blaine.
The City of Blaine has signed and fully executed the Joint Powers Agreement.
RECOMMENDATION:
Staff recommends approval of Resolution 07 -23, Blaine Water Interconnection Joint
Powers Agreement.
