HomeMy WebLinkAbout2007-026 Council Resolution• Council Member° °Donnellintroduced the following resolution and moved its adoption: CITY OF LINO LAKES RESOLUTION NO.07 -26 RESOLUTION APPROVING COMPREHENSIVE PLAN UPDATE PROCESS AND ESTABLISHING THE COMPREHENSIVE PLAN ADVISORY PANEL WHEREAS, The City is preparing its 2008 Comprehensive Plan Update for review by the Metropolitan Council in accordance with MN Statute 473.175; and WHEREAS, The Planning and Zoning Board serves as the "Planning Agency" of the City and is responsible for preparation of the Comprehensive Plan in accordance MN Statute 463.555; and WHEREAS, the goal of the City Council is to foster a citizen - driven planning process that implements the city's long range vision; and III WHEREAS, the citizen advisory boards and the citizens who participated in 2030 Visioning provide a broad spectrum of ideas that have the common goal of maintaining and improving the quality of the City and the lives of its citizens; and WHEREAS, it is the intent of the Council to maximize public involvement in the process while establishing a process to complete the plan update in accordance with MN Statute 473.864 NOW, THEREFORE, BE IT RESOLVED, the Lino Lakes City Council hereby approves the Comprehensive Plan Update Process as outlined on Exhibit A, attached hereto. BE IT FURTHER RESOLVED, the Lino Lakes City Council hereby establishes the Comprehensive Plan Advisory Panel which shall consist of the following membership: 1. All members of the Planning and Zoning Board 2. 3 members each from the Environmental Board, Park Board and Economic Development Advisory Committee. 3. 9 members of the 2030 Visioning Committee 4. 5 city residents selected by the City Council • • e Bartell, Cit Cler Joh J. The motion for the adoption of the foregoing resolution was duly seconded by Council Member RP; nprt and upon vote being taken thereon, the following voted in favor thereof: O'Donnell, Reinert, Carlson, Stoltz, Bergeson The following voted against same: none Whereupon said resolution was declared duly passed and adopted. • • • • STAFF ORIGINATOR: CITY COUNCIL MEETING DATE: TOPIC: BACKGROUND: AGENDA ITEM 8B Michael Grochala February 12, 2007 Consideration of Resolution 07 -26 Approving Comprehensive Plan Update Process and Establishing the Comprehensive Plan Advisory Panel With the completion of the Spotlight on 2030 Community Visioning Process the City is preparing to commence with the 2008 Comprehensive Plan Update. DSU, Inc. was previously retained by the City to facilitate this process. The process is proposed to commence in March and result in the completion of a draft plan by May of 2008. Following a required 6 month adjacent jurisdiction review period the plan would be submitted for Metropolitan Council review in November of 2008. The entire process is broken down into 6 phases as follows: Phase 1 Phase 2 Phase 3 Phase 4 Phase 5 Phase 6 Information Gathering and Project Initiation Goals & Policies Alternatives Analysis Draft Plan Preparation Agency and Adjacent Jurisdiction Review Metropolitan Council Review and City Adoption of Final Plan Public open houses are proposed during Phase 3 and 4. The required public hearing on the draft plan will be held at the end of Phase 4. In addition to the public open houses information will be available on the City's web site. We are anticipating all work to be posted on the website as it is completed. Staff is also proposing to supplement this with newsletter articles and press releases. Approximately 1 year has been added to the process from what was originally anticipated. This is due in part to the timing of the completed visioning process and increasing public participation in the process. A core component of the public participation process is the establishment of a Comprehensive Plan Advisory Panel. Staff is proposing a 30 member advisory panel consisting of the following: • • • 1. Planning and Zoning Board (7) 2. 3 members from Environmental Board, EDAC, and Parks Board (9) 3. 9 representatives from the 2030 Visioning Committee 4. 5 residents to be selected by the City Council The advisory panel will be supplemented by our consultant team and the technical review committee consisting of City staff and representation from other governmental agencies as necessary. The Comprehensive Plan Update process is proposed to commence with a Kick- off meeting on March 7, 2007. This meeting will include the City Council, all advisory board members, and the advisory panel. Representatives from other governmental agencies will also be invited. The purpose of the meeting is to review the planning process, schedule, and an executive summary of existing conditions /background report. The Rice Creek Watershed District will also be presenting an overview of the Resource Management Plan component of the process.
