The regular meeting of the Lino Lakes City Council was called to order
at 7:30 P.M., August 10, 1981 by Mayor Gourley. Members present; McLean,
lirElsenpeter, Kulaszewicz. Members absent; Jaworski. Mr. Locher, Mr. Kluegel
and Mr. Schumacher were also present.
Mayor Gourley noted that Mr. Jaworski is ill and that there are a number of
items on the agenda that should be discussed by the full Council. In light
of this the Chair moved that the Council should handle items 1,2,3,4,6, and
7 and the balance of the agenda be laid over until Thursday night at 7:30
P.M. Seconded by Mr. McLean. Motion carried unanimously.
Mr. Kulaszewicz moved to approve the minutes of the July 27, 1981 Council
meeting as presented. Seconded by Mrs. Elsenpeter. Motion carried
unanimously.
Mr. Kulaszewicz moved to approve the disbursements as presented. Seconded
by Mr. McLean. Motion carried unanimoully.
OPEN MIKE
Mayor Gourley said he had a note saying that someone wanted to discuss
concerns on LaMOtte Drive. There was no one in the audience to address
this concern.
Mr. Robert Doocy, representing the Circle Lex Lions Club presented the
Council a request to use Sunrise Park for Sandburr Days, September 12th
and 13th, 1981. He gave each Council member a copy of the Lions News
Release that gives further information on the planned Sandburr Days. Mr.
Doocy noted that the festival will remain pretty much the same as the past
two years with teh addition of hot air balloon rides and a 28 unit carnival
as well at St. Josehp bringing ina bingo tent. There will be a 10 kilometer
road race on Saturday morning and a kiddies parade at 1:30 on Saturday.
Everything else will be the same as the past two years.
Mr. Doocy said he was here to request a 3.2% beer permit for September 12th
and 13th and he also gave the Clerk a Certificate of Insurance showing the
Club's coverage. Mr. McLean asked if the hot air balloon rides would
originate out of the park and Mr. Doocy said, Yes. Mr. Doocy said the
JC's are handling this and will provide a rider on their insurance for this
coverage. Mr. McLean asked if there was a permit to be issued for this
occassion and he was told, No, but a deposit of $50.00 is required for
each occassion.
Mr. McLean asked about the 28 unit carnival and Mr. Doocy explained those
will be games for children, ring toss, etc.
Mayor Gourley noted that the Church will have to apply for a bingo license.
This specific date is probably not noted on their present license. This
can be handled by the Council on Thursday evening if the Chruch applies
this week. The insurance rider for the balloon rides can come any time
before the event.
Mr. McLean moved ti issue a 3.2% beer permit to the Circle Lex Lions Club
for September 12th and 13th for Sandburr Days contingent upon Mr. Locher
approving the insurance. Seconded by Mr. Kulaszewicz. Motion carried
unanimously.
Mr. McLean moved to authorize the Circle Lex Lions Club of use Sunrise
46.
August 10, 1981
Park September 12thzand 13th for the purpose of holding their Sandburr
Days operation. The normal deposit will be provided. Seconded by Mr.
Kulaszewicz. Motion carried unanimously/
PLANNING AND ZONING BOARD REPORT

SPECIAL USE PERMIT - LAROCQUE
Mr. Schumacher presented the information regarding this request. Mr.
Jerry Winiecki appeared representing the LaR ocques. This request is
to construct a metal building for commercial purposes on property that
does not have municipal sewer. Mr. Schumacher noted that the present
zoning is correct and is consistent with our present Land Use Plan. A
planting design has also been included with the rquest. The Council
reviewed the drawing and Mr. Winiecki pointed out the driveway and the
area to be fenced. He said there will be no parking or business activities,
just storage. The only exterior storage will be during the day when
articles will be displayed for sale. At night these items will be
placed in the building. The existing building will be removed when the
new building is completed.
Mr. McLean moved to approve issuance of a Special Use Permit to Chester
LaR ocque at 7920 Lake Drive for the construction of a pole building as
per the sketch plan with no exterior storage also contingent on the pre -
wood building being removed within 90 days after the new building
is completed, that no advertising signs be posted and parking is planned
for outside display diring daylight hours. Seconded by Mr. Kulaszewicz.
Motion carried unanimously.
SPECIAL USE PERMIT - SCHERER
Mr. Kluegel, Building Official, explained that the SpecialUse Permit for
furniture stripping was never formally issued. He has researched the
minutes and found that the Council approved the Special Use Permit based
on receving an engineers report of the content of the stripping compound.
The report was never received and the Clerk had not poled the Council
for their final vote.
Mr. McLean moved that the Special Use Permit application for furniture
stripping for Peter Scherer be stricked from the record since the
chemical report was never received and the Council does not know what
the process contained and cannot determine if it could be a pollutant.
Mr. Kulaszewicz seconded the motion. Motion carried unanimously.
Mayor G ourley asked the Council to a closed session in Mr. Schumachers
office to discuss some litagation that is coming up tomorrow.

Mrs. Elsenpeter moved to adjourn at 8:02 P.M. Seconded by Mr. Kulaszewicz.
