Special Council Meeting
January 3, 1983
The Special Meeting of the Lino Lakes City Council was called to order at 7:05 P.M.,
January 3, 1983 by Mayor Benson with all members present.
ANNUAL CITY APPOINTMENTS
Planning and Zoning Board Mr. Richard Juleen and Mr. Richard Goldade have terms
that expired. Mr. Juleen had indicated to Mayor Benson that he felt that he did not
have the time to continue and would ask not to be reappointed. Mr. Goldade would
continue. Three names have been suggested as candidates for this Board -
Mr. Harvey Karth, Mr. Paul Howard and Mr. Wally Ostlie. Mayor Benson appointed
Mr. Charles Prokop as Chairman of the Planning and Zoning Board. Mr. Marier moved
to appoint Mr. Wally Ostlie to the Planning and Zoning Board for a three year term.
Seconded by Mr. Kulaszewicz. Motion carried unanimously.
Mr. Marier moved to reappoint Mr. Richard Goldade to a three year term. Seconded
by Mr. Reinert. Motion carried unanimously.
Park Board - Mayor Benson reported that all members on the Park Board whose terms
are expiring wish to remain on that Board. Mr. Marier moved to reappoint Mr. Peter
Scherer, Mrs. Julie LaBlond, and Mr. Jim Arntzen to three year terms. Seconded by
Mr. Kulaszewicz. Motion carried unanimously. Mayor Benson appointed Mr. Ken Johnson
as Chairman of the Park Board.
City Attorney - Mr. Marier moved to reappoint Mr. William Hawkins as City Attorney.
Seconded by Mr. Kulaszewicz. Motion carried unanimously.
City Engineer - Mr. Kulaszewicz moved to table this consideration. Seconded by
Mr. Marier. Motion carried with Mrs. Elsenpeter and Mayor Benson voting, No.
City Planner - Mr. Marier moved to appoint Barton- Aschman with Mr. William Short
as City Representative. Seconded by Mr. Kulaszewicz. Motion carried unanimously.
City Engineer - Mr. Kulaszewicz moved to table this consideration. Seconded by
Mr. Marier. Motion carried with Mrs. Elsenpeter and Mayor Benson voting, No.
City Planner - Mr. Marier moved to appoint Barton - Aschman with Mr. William Short as
City Representative. Seconded by Mr. Kulaszewicz. Motion carried unanimously.
Weed Inspector - Mr. Marier moved to reappoint Mr. Allan Robinson. Seconded by
Mr. Kulaszewicz. Motion carried unanimously.
Fire Marshall - Mr. Kulaszewicz moved to reappoint Mr. Bruce Macdonald. Seconded
by Mr. Marier. Motion carried unanimously.
Civil Defense Director - Mrs. Elsenpeter moved to reappoint Mr. Charles Cape. Seconded
by Mr. Marier. Motion carried unanimously.
Health Official - Anoka County - Mr. Kulaszewicz moved to designate the Anoka County
Health Department as the Health Official. Seconded by Mr. Marier. Motion carried
unanimously.
Legal Newspaper - Mayor Benson noted that three letters had been received from the
local papers. Mr. Kulaszewicz moved to designate the Circulating Pines as the
legal paper. The motion died for lack of a second.

Mr. Marier moved to designate the Forest Lake Times as the Legal newspaper. The
motion died for lack of a second.
Mr. Reinert moved to designate the White Bear Free Press as the legal newspaper.
Seconded by Mrs. Elsenpeter. Motion carried with Mr. Marier and Mr. Kulaszewicz
voting, No.
Official Depository - Mr. Marier moved to designate the Lino Lakes Branch of the
Hugo State Bank. Seconded by Mr. Kulaszewicz. Motion carried unanimously.
Fiscal Agent - Mr. Kulaszewicz moved to reappoint Springsted, Inc. Seconded by
Mr. Marier. Motion carried unanimously.

Mayor Benson made the following appoints:

Mayor Benson and Mr. Marier
Mayor Benson, Mr. Marier, & Mrs. Elsenpeter
Mr. Reinert
Mr. Kulaszewicz & Mr. Reinert
Mr. Marier moved to approve the appointments. Seconded by Mr. Reinert. There was
some discussion on these appointments with the appointments for this time. Motion
carried unanimously.
Mr. Marier moved to adjourn. Seconded by Mr. Kulaszewicz.
I Mr. Ross from the audience asked to speak. Mr. Marier withdrew his motion and
Mr. Kulaszewicz withdrew his second.
Mr. Ross expressed his disagreement with the designation of the legal newspaper
with Mayor Benson answering his questions.
Mr. Duane Rasmenssen of the Forest Lake Times added his comments.
Mr. Marier moved to adjourn at 7:30 P.M. Seconded by Mr. Kulaszewicz. Aye.

The regular meeting of the Lino Lakes City Council was called to order at 7:00 P.M.,
January 10, 1983 by Mayor Benson with all members present. Mr. Hawkins, Mr. Davidson,
Mr. Schumacher, Mr. Kluegel and the Clerk.
MINUTES - DECEMBER 28, 1982
Mr. Marier moved to approve the minutes as presented. Seconded by Mr. Kulaszewicz.
Motion carried unanimously.
