The regular meeting of the Lino Lakes City Council was called to
order at 7:00 P.M., March 28, 1983, by Mayor Benson with all
members present. Mr. Hawkins, Mr. Schumacher, Mr. Kluegel and Mr.
Volk were also present.
MINUTES - March 14, 1983
Mr. Marier moved to approve the minutes as presented. Seconded by
Mr. Kulaszewicz.
Mayor Benson moved to amend the minutes by inserting his summary of
the facts on the Special Use Permit discussion. Mr. Marier accepted
as did Mr. Kulaszewicz. The amendment carried unanimously.
The motion on the minutes as corrected carried unanimously.
DISBURSEMENTS - March 2g, 1983
Mr. Reinert moved to approve the disbursements as presented. Second -
ed by Mr. Marier.
Mrs. Elsenpeter questioned the allocation of the postage for the bulk
mailing which was explained.
The motion to approve the disbursements carried unanimously.
OPEN MIKE
There was no one to speak under this portion of the agenda.
SPECUAL USE PERMITS AND REZONINGS
Mr. Schumacher reported that all Special Use Permits are being used
with the exception of the one to Jan Kutzner, which has not been out
of operation for a year.
The rezonigs have many that are not being used for what they were re-
zoned for. There was some discsssion of the effect the new zoning
ordinance and district map will have on these. Alist of 16 that will
be directly affected had been prepared.
After some discussion on this matter. it was the consensus of the
Council not to discuss these rezonings until after the zoning map and
ordinance has been adopted.
Mayor Benson suggested discussing Agenda Item #7 - the setting of a
Public Hearing on these documents - at this time.
Mr. Marier moved to set a Public Hearing for consideration of the
Zoning Ordinance and Zoning District Map for April 19, 1983 at 7:00
P.M., also that all persons on the list of affected properties be
notified by mail of the meeting, stating that their present class-
ification could be changed. Seconded by Mr. Kulaszewciz. Motion
carried unanimously.
ATTORENY's REPORT
Mr. Hawkins had no report other than the concilation Court claim.
Mr. Schumacher will apprea to represent the City.

PUBLICATION OF COUNCIL MINUTES

The Forest Lake Times and the Citculating Pines had responded to the
requests of cost figures for the publication of the minutes of February
28, 1983. The Forest Lake Times offered to publish the minutes as just
a news item for $60.00 per month. The Circulating Pines computed the
cost of publshing the minutes at $89.22 and half that coast if also
published in the Centennial Shopper.
The various aspects of this was discussed by the Council. Mrs.
Elsenpeter felt that it was unnecessary to publish the minutes since
the meetings are covered by three papers and she felt that ther is
sufficient coverage of the happenings without the publication of the
minutes. She also felt this is an expense that the City cannot afford
at this time.
Mr. Marier asked Mr. Hawkins if there is a legal requirement to publish
the minutes and Mr. Hawkins said it is not required.
Mrs. Elsenpeter moved to abolish the publishing of the minutes. Second-
ed by Mr. Marier. Motion carried with Mr. Reinert voting, No.
POLICE CONTRACT - LOCAL 320.
Mr. Schumacher presented the contract that had been negotiated with
this Union. The Police will receive a 2% salary increase as of January
1, 1983, a 5.4% increase on July 1, 1983 and a 5% salary increase on
January 1, 1984. This is a two year contract.
Mr. Schumacher reported there will be a cap on insurance benefits as
of December 31, 1984. The amount the City is paying toward the insurance
at that date is the top amount to be paid by the City.
The Police officers will receive theri Holiday pay in a lump sum as
of December 1, of each year. Mr. Schumacher noted that the longevity
had been negotiated around. He felt this is a very costly item and
once in a contract is virtually impossible to negotiate out.
Mr. Marier moved to accept the contract as presented. Seconded by Mr.
Kulaszewicz.
There was questions on how th o uniform allowance is used and how it
is handled. At the present time, the money is given to the officers
to spend as needed on uniforms. Mrs. Elsenpeter suggested that the
officers purchase the required uniforms, present the bill to the City,
this amount would be deducted from the overall allownace leaving the
unexpended balance for their use.
Mayor Benson reviewed the stipulations of the contrace, noting that
this is the first time there has been a two year contract. This was
done to better give the Council the cost of the Police Department at
budget time for next year.
On voting, the motion carried unanimously.

OPTIONS FOR SENIOR CENTER CONSTRUCTION
Mr. Schumacher reported on the issues discussed at the last meeting
as to using the CDBG funds for the construction of roads. Mr. Marier
suggested the options be discussed. Mr. Schumacher noted the income
ranges for qualifying persons. He felt taht it would be very difficult
to find enough persons to qualify for these funds. The portion of
the road not qualifiying for these funds would have to be assessed
to the residents.
Mr. Reinert felt that in order ti find these persons would be an
administrative nightmare - would cost more to wade through this
exercise that it would be worth.
Mr. Schumacher noted that a notice had been put in the paper asking
for comments from the Senior Citizens and only one letter had been
received in support of the center.
Mayor Benson said that Mr. Al Ross had attended the Congregate Dining
and the general consensus of the persons there had been against the
Center because they did not want their dining to be disturbed. Mayor
Benson said he had had several calls supporting the Center.
Mrs. Elsenpeter reported that she had received a call fro a Lino Lakes
resident who works at the new Blaine Senior Center and she had indicat-
ed that many residents of Lino Lakes use that facility. She had en-
couraged this Council to proceed with the Center. Mrs. Elsenpeter
reported that, from the 1980 census figures, there are 225 females,
and 211 males over the age of 55.
Mr. Marier said he had talked with several persons on this subject.
He did not feel the time is right of do this Center, there are other
costs involved other than just the building.
Mayor Benson asked if this building could be used by the teens and
Mr. Schumacher said this would be possible only with the approval of
the Senior Citizens.
There was discussion on the possibility of the Center not being : used -
what then: Could the City then use the building? It was suggested
that perhaps the City could then but the building and use for City
purposes. There were no answers to these questions.
Mr. Reinert felt that the City has.to start somewhere - even if it
is only a shell - at least it's a start.
There was discussion on the lack of a kitchen. Mrs. Elsenpeter pointed
out this building is for social purposes and not dining. Mr. Karth
suggested that since our Senior Citizens are scattered to the wind,
perhaps this is a means to give some identity to this City.
Mayor Benson felt this subject had been discussed at length, perhaps
the only way to make a decision is to get a set of plans and find out
what it's going to cost.
Mrs. Elsenpeter moved to authorize the City Administrator to have
plans and specifications drawn up for the two options; 1) just the
Senior Center and 2) the Senior Center with the shell for City Hall

and to obtain bids on both proposals. Seconded by MR. Marier.
Motion carried unanimously.
PROCLAMATION - CENTENNIAL PRIDE WEEK

Mayor Benson noted that all members had received in their packets a
note from Mrs. Holmberg asking the Council to approve this proclamation
declaring the week of April 18th through the 22nd as Centennial Pride
Week. This is to be done by all surrounding communities.
Mr. Reinert moved to approve this proclamation. Seconded by Mr. Marier.
Motion carried unanimously.
STREET IMPROVEMENT PROGRAM
Mr. Volk presented his suggested program for the maintenance of the
streets with the priorities and estimated cost figures. Each Council
member has a copy of his report and this was discussed. The streets
that will be maintained under the State Aid program and the Streets
that work is planned for this year.
There was some discussion of percentage of overall costs to be assessed.
There was also discussion of a second option of doing all the seal -
coating in 1983 and some of the overlays. A question of 74th street,
can the C ity obtain some assistance from the State on this Street?
Mr. Schumacher will chekc this out.
Mr. Marier moved to approve the seal- coating program and overlay on
the first four streets on the list with a question on 74th. Seconded
by Mrs. Elsenpeter. Motion carried unanimously.
Mayor Benson suggested examining the program and to consider the
possibility of some assessing.
Mr. Reinert moved to express their compliments on the manner in which
this report had been presented. Seconded by Mr. Kulaszewicz. Motion
carried unanimously.

Mr. Marier moved to adjourn at 8:55 P.M. Seconded by Mr. Kulaszewicz.

These minutes were considered, corrected and approved at a regular
Council meeting held on April 11, 1983.
