Joint Meeting
May 3, 1983
The Task Force felt this property was too far from the GB area
to carry that type of zoning.
Mr. Jim Schaffer - representing the Chamber of Commerce - just a
general statement supporting the businesses of the area.
Lyle Carpenter - Auto salvage on Lake Drive - wanted to retain
his LI zoning. This operation is a conditional use in GI zoning.
The type of zoning would depent on whether this operation is to be
expanded or remain as is.
Bill Flannigan - Auto repair adjacent tothe Tire Shop on Orange -
this was to be zoned GB.
The general consensus of the Council was that if the residents pre-
sent definite plans at the continued Public Hearing, then it could
be considered at that time.
Mr. Reinert moved to set the continued Public Hearing for May 24, 1983
at 7:00 P.M. Notices to be forwarded to all residents concerned and
publication of the notice to be in the 'legal paper for two weeks.
Seconded by Mr. Marier. Motion carried unanimously.
Meeting was adjourned.
These minutes were considered and approved at a regular Council
meeting held on June 13, 1983.

The Board of Review was called to order at 7:00 P.M., May 17, 1983
by Acting Mayor Marier with Council Members Elsenpeter and Reinert
present. Mayor Benson and Kulaszewicz were absent.
Margie Roisum, City Assessor, intorduced herself and Mr. Bob Wiseberg,
from the County Assessor's Office.
Mrs. Roisum noted the purpose of this meeting is to discuss the
valuations placed on the property for 1983. She asked anyone who
had questions on the taxes payable 1983 to wait until the end of the
meeting and she will try to answer their questions.
Mr. Darrell Phillips of 158 Marvy Street had a question as to how the
value of the property is computed. Mrs. Roisum explained. Mr. Phillips
asked how much of the value is land and how much is structure? Mrs.
Roisum gve him the figures. Mr. Phillips felt that either he was
over valused or some frineds of his are under valued - he gave the
particulars of the two homes noting that the valuations are only
about $2000.00 apart. Mrs. Roisum said she would be glad to check
the other home.

Mr. Tom Olson had a question on his value. Mrs. Roisum pointed out
the figures for the land and for the building. Mr. Olson said he only
had a chimney - no fireplace. Mrs. Roisum said this would take $1000.00
market value from the home.
Mr. Olson asked how the assessed value was computed and Mrs. Roisum
gave him the formula.
Mrs. Barb Niemczyk had a question on why her mortgage company had in-
creased the payments by $60.00 per month. Mrs. Roisum said she would
send her figures to the bank for clarification.
Mr. Harold Lehman, 509 Birch street, had some questions on Green Acres.
Mrs. Roisume pointed out that one figure is for market value without
Green Acres and the other is the market value for the land under Green
Acres.
Mr. Pete Nadeau from 20th Avenue, stated that he was here to take up
where he left off last year. Mr. Nadeau had three parcels taht he
felt was over valued. He said he had gone through the County and the
State last year without any results.
Mrs. Roisum said all the property in the area is valued the same per
acre, the difference could be in the make up of the land - whether it
is low, high, wooded, tillable, etc.
Mrs. Roisum pointed out that the value on this land is the same as
last year and the figures on Mr. Nadeau's land value was established
by the County and once this is done, it is out of her hands.
Mr. Marier pointed out that Mr. Madeau is talking about last year's
value and this Board of Review is to discuss 1983 values. The value
of the land is based on the makeup of the land.
Mr. Marier asked Mrs. Roisum if she would mind goint out and reviewing
that land and Mrs. Roisum said, No, she would be glad to. However,
she pointed out this had been reviewed by herself and the County
last year.
Mr. Marier said he would meet with Mr. Madeau and review this property.
Mr. Nadeau said he had four parcels that he did not get yards for.
Mrs. Elsenpeter said cards had arrived at the post office with no
address. She had forwarded them to him.
Mr. Madeau complained about a back 40 with no possibility of develop-
ment - the value is $20,000.00. Mr. Marier asked if the value had
changed? Mr. Nadeau said, No, but the taxes are different. This
value had been put on this land by the County.
Mr. Marier pointed out that he had gone to the State on this last
year and the value had remained the same.
Mrs. Roisum noted that the County Assessor had walked the land last
year and had placed this value on the land.
Mr. Reinert pointed out the Council is here to certify the actions
of the Assessor - not to question her values.

Mr. Nadeau asked about a private appraisal and there was some
discussion on this.
Mr. Marier asked when Mr. Nadeau would be available for a meeting?
After some discussion, it was decided to meet on May 18, 1983 at
11:00 A.M. This matter will be discussed here at the office and
then they will inspect the land. Mr. Marier will report back to
the Council on May 23, 1983.
Mr. Harold Hansen - 6420 Otter Lake Road - Mr. Marlin Hansen asked
if gave a PIN can a parcel number be found and Mrs. Roisum said, Yes.
(Mr. Hansen talked to the Council - Mr. Marlin Hansen talked to Mrs.
Roisum and nothing could be understood from the tapes).
Mr. Roger Danielson, 7811 Knoll Drive, had some questions on his
taxes and he asked how they were computed. Mrs. Roisum checked the
field card and agreed to revalue this home dropping it from Class 5
to Class 6. This would bring the value in line with the other
existing homes in the area.
Mr. Marier had received property valuation cards for lands that he
felt did not belong to him. He discussed this with Mrs. Roisum. Mrs.
Roisum checked the field on this property and said she would check
inot this matter further. and report back to Mr. Marier.
Mr. Reinert moved to adjourn. Seconded by Mrs. Elsenpeter. Motion
carried unanimously.
Mrs. Roisum presented the forms for Council signature indicating that
the assessment had been reviewed and approved.
These minutes were considered and approved at a regular Council
meeting held on June 13, 1983.

May 23, 1983
The regular meeting of the Lino Lakes City Council was called to order
at &;00 P.M., May 23, 1983 by Mayor Benson with all Council members
present. Mr. Hawkins, Mr. Schumacher, Mr. Kluegel and Mr. Volk were
also present. Mrs. Sarner was absent.
