Council Meeting
January 9, 1984
Mayor Benson reminded the Council of the openings on the Charter
Commission and there must be a new Chairman appointed for that
Commission.
Mr. Marier moved to adjourn at 9:50 P.M. Seconded by Mr. Kulaszewicz.

These minutes were considered and approved at a regular Council
meeting held on January 23, 1984.

Special Council Meeting
January 14, 1984
The Special Meeting of the Lino Lakes City Council was called to
order at 9:10 A.M., January 14, 1984 by Mayor Benson with all
Council members present. Mr. Schumacher was also present.
1984 -1986 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
Mr. Schumacher re- capped the previous discu ssion on the use of these
funds, noting some additional allowable uses he had included on the
memo, and reminded the Council that any areas where this money is
used must benefit low and moderate income persons.
He had also included the suggestion of hiring a coordinator to assist
in the organization of the Seniors. Mr. Schumacher reported that he
had &iscussed this idea with other Senior Centers and they had felt
the suggested 20 hours per week would be sufficient. The general
consensus of these Centeres was that assistance is needed by the
Seniors to get the programs established.
Mr. Schumacher pointed out the request from Alexandra House for
$3000.00 for 1984. Also, the parking lot, lighting, landscaping,
kitchen, for the Senior Center - these items would cost approximately
$20,000/$25,000.
There was discussion as to the time a coordinator would be needed,
the tasks that would be performed by that position.
The Council felt the completion of the Center was the most impocrtant
item, the programs, coordinator and other items could be worked in
as needed and funds allow.
Mayor Benson suggested approximately $32,000 for the SEnior Center
over the next three (3) years and use the remaining amount of the
funds in conjunction with the proposed trunk sewer for the Rice Lake
Estates.

Mr. Schumacher noted that he had discussed the funding with Spring
Lake Park and they would like the majority of the funds in the first
year. The remaining communities have agreed to take their amounts in
the third year. If this method of splitting the funds is used, this
would allow approximately $20,000 to Lino Lakes in the first year and
the remaining amount in the second year.
After much discussion on the various aspects of this, Mr. Marier moved
that the 1984 allotment of $32,000 be applied for and $3000 of these
funds be allocated to the Alexandra House, the remaining amount to be
used for parking lot, lighting, landscaping, kitchen, etc., for com-
pletion as far as the money will go on the Senior Center. The remaining
years allotment to be used in conjunction with the trunk sewer line
for Rice Lake Estates. Seconded by Mr. Reinert.
Mr. Reinert asked how this would be implemented and Mr. Schumacher
said he would write a grant application to Anoka County setting
forth the items as specified in the motion. Mr. Schumacher asked if
this was to include the coordinator? He pointed out this could be
deleted, but not added. The Council agreed this should be included
in the grant application.
Motion carried uannimously.
Mr. Marier had a question on the $30,000.00 that had been included
in the budget for this building. Mayor Benson felt the $30,000.00 in
the budget had been allocated for the completion of the Council Chambers.
He suggested this be discussed at the next Council meeting.
SQUAD CAR BIDS
Mr. Reinert asked if accepting a bid in this manner was legal and Mr.
Schumacher said that it was.
Mayor Benson asked how soon this car would have to be paid for? He felt
this is a very good bid and thought this City should order two cars
under this bid.
There was discussion on the time frame in which another car would be
needed. Mayor Benson suggested ordering the two cars and put one on
hold for usage until needed. There was also discussion of staggering
the delivery date and the payment date.
Mr. Marier volunteered to discuss these points with the dealer.
Mr. Bohjanen moved to order one squad car and to authorize Mr. Marier
to negoti. ate with the dealer for the purchase of the second car under
this same bid— Seconded by Mr. Kulaszewicz. Motion carried
unanimously.
EAW - RICE LAKE ESTATES
Mr. Schumacher explained, that by State Law, when there is a plat of
over fifty (50) units, and EAW must be prepared, submitted to the City
for approval and then forwarded to approximately eighteen (18) agencies

for their review and comment. There is a thirty day waiting period
before any further action can be taken by this Council. If there
are major areas of concern, then an EIS must be done by the developer.
There was discussion of historical sites - is there any problems
in this area?
Mr. Schumacher said, on private property, the preservation of these
sites can be requested, but there is no law to enforce this requirement.
Mr. Marier moved to approve the EAW for Rice Lake Estates and forward
to the appropriate agencies. Seconded by Mr. Kulaszewicz. Motion
carried unanimously.
Mayor Benson noted the Fire Study meeting scheduled for 10:00 A.M.
this morning and felt that if the members have time, this is a very
important meeting to attend.
Mr. Reinert moved to adjourn. Seconded by Mr. Kulaszewicz. Aye.

The regular meeting of the Lino Lakes City Council was called to
order at 7:15 P.M., January 23, 1984 by Mayor Benson with Council
Members Bohjanen, Marier, Reinert present, Kulaszewicz, Absent. Mr.
Hawkins, Mr. Schumacher, Mr. Davidson, Mr. Wetzler, Mr. Kluegel, Mrs
Anderson, Mr. Volk and Mrs. Sarner were also present.
MINUTES - January 9, 1984
Mr. Marier moved to approve the minutes of January 9, 1984 as presented.
Seconded by Mr. Bohjanen. Motion carried unanimously.
Minutes - January 14, 1984 - Mr. Reinert moved to approve the minutes
of January 14, 1984 as presented. Seconded by Mr. Marier. Motion
carried unanimously.
DISBURSEMENTS
Mr• Marier questioned the Anoka Job Training check - what is that for?
Mr. Schumacher said this is persons working under the M.E.E.D. program.
It was pointed out the amounts differ in the departments due to the
number of persons in that department and the hours they work. This
City pays one dollar per hour plus worker's comp.
