SPECIAL COUNCIL MEETING
February 28, 1985
A special meeting of the Lino Lakes City Council was called to
order by Mayor Benson at 6:38 P.M. Council members present:
Bohjanen, Reinert, Marier, Kulaszewicz. City Administrator,
Randy Schumacher and City Clerk - Treasurer were also present.
Mayor Benson explained the purpose of this meeting was to conduct
the final interviews with the three Chief of Police candidates
and make a selection of Chief.
Mr. Schumacher outlined for the Council the process he has followed
until this point: Establish criteria and advertise for applicants,
received 22 applications, narrowed down to 12 people and conducted
preliminary interviews; requested additional informational materials
from the 12 people; narrowed to 6 people, conducted lengthy inter-
view with the committee (Chief of Police from White Bear, Phil
Major; Captain Hoogestraat from Anoka County MCIU; Councilman
Marier and Randy Schumacher); conducted in- basket testing and
psychological evaluation, intellectual tests, graded and ranked;
committee met two additional times and reviewed the information
along with exchanging information on the interview and narrowed
it down to the three (3) final candidates. It was the goal of
the committee to make a final recommendation to the Council and
this recommendation was contained in a memo to the Council.
Mr. Reinert asked if any of the original candidates have been noti-
fied they were not among the final candidates. Mr. Schumacher
said no, the reason being that if any of the final candidates were
dropped the City would not have to go back and start of the process
just outlined.
Mr. Schumacher suggested the outline for tonight should be: request
each applicant to come before Council, give a brief past personal
history of themselves, explanation of their past job experience
why they wanted the position in the first place and what the candi-
date thought of the interview process. The City Council can then
question the applicant.
Mr. Craig Angerson, who is currently a supervisor with South
Minnetonka police department (four city joint powers agreement
department - Excelsior, Shorewood, Greenwood, Tonka Bay) explained
his background in police protection. He feels he would be comfortable
in this area and is interested in the community. He indicated
there is a lot of potential for police growth in this area. Mr.
Anderson indicated that the interview process was quite lengthy
but felt it was the only way to insure the best candidate be
selected for the position. The Council asked him several questions
and thanked him for coming this evening.

Mr. Norman Schaible, who is currently a captain with the Mankato
police department explained his background in police protection.
He has looked over the community and feels he would enjoy working
here. He explained he would have no difficulty in being a working
chief wherein he sometimes would be wearing a uniform and perform-
ing patrol duty.
Mr. Dean Campbell who is currently Chief of Police in Winsted,
Minnesota appeared before the Council. He explained he has been
in law enforcement for approximately 17 years, the first eight
years in the metropolitan area, 15 years of the 17 years in super-
visory positions; six years as a sergeant in Mound, six years in
St. Cloud as Under Sheriff, last two years as Chief of Police.
He is interested in returning to the metropolitan area especially
Anoka County. Mr. Campbell felt the interview process was very
interesting and comprehensive.
Mr. Campbell said he would have no problem being a working Chief,
his first concern is law enforcement. He also said he has no
problem with the administrative portion of the position.
Mayor Benson noted that Mr. Campbell has held several positions
in the last several years and asked Mr. Campbell if selected would
he plan to stay here for any length of time. Mr. Campbell said
it is his desire to return to the metropolitan area and he feels
this department will grow and he will be quite satisfied here.
The Council recessed until 8:32 P.M.
Mr. Marier asked that the selection committee be sent a thank you
from the City Council and Mayor.
Mayor Benson asked that these letters be signed by each Council -
member individually. Mayor Benson thanked Mr. Marier for his time
and effort in this selection process.
Mr. Bohjanen asked that each applicant be notified that a selection
has been made and be thanked for considering working for the City
of Lino Lakes.
Mayor Benson thanked Officer Zerwas for stepping in as Officer
in Charge.
Mr. Bohjanen moved to hire Dean Campbell as Chief of Police. Mr.
Kulaszewicz seconded the motion.
Mr. Reinert said this City was extremely fortunate in having three
good candidates who were interested in coming to Lino Lakes.
Voting on the motion, motion carried unanimously.

Mayor Benson asked that Mr. Schumacher have letters typed to Mr.
Anderson and Mr. Schaible and a personal phone call to each of
them thanking them for their time and consideration and tell them
this decision was not easy. Mayor Benson and all Councilmembers
will sign this letter.
Mr. Reinert moved to adjourn. Mr. Bohjanen seconded the motion.

These minutes were considered, corrected and approval by regular
meeting of the City Council on March 11, 1985.
