SPECIAL COUNCIL MEETING
September 30, 1985
A Special Council Meeting of the Lino Lakes City Council was
called to order by Mayor Benson at 7:00 P.M., Monday, September
30, 1985. Council members present: Bohjanen, Reinert. Mem-
bers absent: Kulaszewicz, Marier. Public Works Director, Don
Volk; Building Inspector, Pete Kluegel; Police Chief, Dean Camp-
bell; Administrator, Randy Schumacher; Engineers, Bob Toddie and
John Davidson; and Clerk- Treasurer, Marilyn Anderson were also
present. The Shoreview Assistant City Manager, Planner, and
entire City Council and Mayor Wedell were present. Bob Doocy
and Jan Klaus, Lino Lakes Planning and Zoning Board were also
present.
The purpose of the Special Meeting was to exchange information
and ideas especially regarding land development and future plan-
ning for growth. Mayor Benson welcomed the Shoreview represen-
tatives and asked Mayor Wedell to update the Lino Lakes City Coun-
cil as to where Shoreview presently stands.
Mayor Wedell explained that his Council tries to meet with their
surrounding communities on a regular basis to exchange informa-
tion about the communities. He described the recent growth in
his community and expects the City to be completely filled up in
two to three years. Shoreview has recently completed the north
end water system and there is currently surplus capacity in this
system. The sewer system is basically completed and the Council
is now working on road issues. Some roads are showing stress and
overloading. He felt that tonight Lino Lakes development and
sewer needs should be discussed as well as upgrading County Road
J, (Ash Street) from Lexington Avenue to Highway #49 (Hodgson Road).
Mr. Davidson explained the proposed sewer and water extension from
Shoreview to Lino Lakes. He had prepared a Sanitary Sewer and Wa-
ter Main extension and Service Agreement, Shoreview - Lino Lakes
Baldwin Lake Area for both Councils to review and act on at some
future date. Public Hearings had been held with the affected
Lino Lakes residents and the cost of the utilities was high enough
that many of the residents did not pursue the installation. How -
ever for those still interested a service agreement will have to
be completed by Lino Lakes and Shoreview. Mr. Davidson also ex-
plained a proposed water service district area and said it would
be redundant for Lino Lakes to construct a water supply system
when Shoreview has adequate capacity. Also, he felt it was bene-
ficial to both communities to be connected to each others services
for emergency purposes.
Mayor Wedell explained that the water system in Shoreview was in-
stalled for Shoreview use and it was not intended to force it on
Lino Lakes. He felt the Lino Lakes residents should .. pay the same
assessments as Shoreview residents paid for the service.

Mayor Benson explained some problems Lino Lakes is experiencing
regarding splitting Lots and areas of marginal development. Mayor
Wedel explained there are some difficult choices to make. There
were undevelopable areas that the City had to "eat up" some assess-
ment. He also explained how two lots were divided to create a
third lot so that each lot owner could sell a portion of his lot
to recoup some of the costs of installing utilities. Shoreview
also created a Source and Supply Fund to help pay for the water
system by charging a water availability charge.
Mayor Wedell noted that Lino Lakes will not have much develop-
ment in the Baldwin Lake area until sewer is available. He also
felt neither Ramsey or Anoka Counties would do much to improve
County Road J (Ash Street) until all sewer and water lines were
installed. In addition Metro would not consider installing a
trunk sewer line until a need is demonstrated. Therefore, a
development plan for this area should be completed and forwarded
to Metro to let them know when a larger facility will be needed.
Mayor Wedell explained a concern Shoreview has regarding next
years construction projects. Three railroad overpasses will be
under construction next summer. This could cause traffic prob-
lems for both Shoreview and Lino Lakes. He said there is an
overhead light scheduled for County Road J (Ash Street) and
Hodgson Road for 1986.
Mayor Benson asked what Shoreview's policy is regarding accepting
streets in new developments. Mayor Wedell explained Shoreview re-
quires a seven ton road, 32' width roadway and an escrow deposit
that will cover such things as seal coating.
Mayor Benson asked when does Shoreview require the developer to
install the blacktop on a new road, when the majority of new homes
are constructed or before any homes are constructed? It was ex-
plained from a public safety viewpoint, when the base is completed,
sewer and water lines are in place, curb, gutter installed and the
first lift of blacktop is in place, new home construction can be-
gin. The final lift of blacktop can wait for about a year.
Mr. Reinert asked if Shoreview requires a developers agreement and
what percent is required. It was explained that there is a develop-
ers agreement with the requirement of 125% on all phases of con-
struction (street lights, street signs, boulevards, etc.). Mr.
Davidson asked what is required where improvements are put in un-
der Chapter 429, assessment projects. Mayor Wedell explained
Shoreview finances the project 100% with no letter of credit by
bonding the project.
Mayor Benson asked if the City had problems getting developers to
comply with the 125% requirement. Mayor Wedell said no, he believes
if the City requirements are large enough it will keep marginal de-
velopers out of the City.

Ponds were addressed. Shoreview said the lots extend into the
pond and are part of the homeowners property. They also have
some ponds that are maintained by an homeowners association.
Mayor Wedell explained that the ponds were usually drainage
areas and under the Rice Creek Watershed District jurisdiction.
Mr. Volk asked about Shoreview's policy regarding old roads that
need to be brought up to current city standards. Shoreview hired
a consultant who put together a multi -year plan to restore or re-
construct the old streets. This was accomplished by creating a
construction revolving fund from bond defeasance. However, an
old street is not reconstructed until water, sewer, concrete
curb and storm sewer is also constructed.
Shoreview also controlled the areas of development by placing a
moratorium on the north end until the southern portion was filled.
Also area assessments were used for sewer installations. Mr. Da-
vidson said the Lino Lakes City Charters does limit the use of area
assessments in Lino Lakes.
Chief Campbell told about his concern regarding County Road J (Ash
Street) and in particular the Hodgson Road intersection.
Mayor Wedell explained the proposed development for the southeast
corner of Hodgson Road and Ash Street. It will be a small shopping
center.
Mr. Kluegel said it seems that there is real quality development
in Shoreview, has there been a time when there were problems. Ma-
yor Wedell said yes, but the City has become more stringent in
their requirements and this has brought quality development. Once
there is one quality developer, others follow because their in-
vestment will have a measure of protection. Every potential de-
veloper has to meet with the City Planner, receives a packet of
information explaining the development process, and go through the
zoning codes so he understands the process and what is required at
each step. Shoreview does not believe in giving variances to stan-
dards or minimum requirements.
Mayor Benson asked for an explanation of what is in the packet.
The Shoreview Planner said he would give Mr. Kluegel a sample and
said he also walks them through the sketch plan process, the pre-
liminary plat approval process and final plat plan approval to be
sure that the developer understands the requirements. It has been
their experience that if you let the developer know what all the
rules are up front they will go along with you. Also Shoreview
will not accept an application for a plat until all requirements
are fullfilled. However, their process is in stages so that the
developer does not have to put his money up front.
Park dedication was discussed. Shoreview requires from 5 -10% of
the fair market value depending on density. This usually ends up
to be approximately $180.00 per lot. It is based on the value of

the land at the time of the final plat. They also require parks
to be at least 10 acres in size so that several types of activi-
ties can take place that will appeal to all age groups. They do
not like the concept of four year old tots walking up the street
to a tot lot.
Storm water drainage was discussed. Fire coverage was also dis-
cussed. Shoreview gets its protection from the Vadnais Volunteer
Fire Department.
Mayor Wedell explained their Civil Defense Siren Plan. Many
years ago sirens were installed in areas of greater population
concentration. Several years ago Shoreview hired a consultant
to come in and prepare a civil defense warning plan. Since then
sirens have been installed according to this plan. Revenue Shar-
ing moneys were used for the purchase of stationary horn sirens.
It was their opinion that Revenue Sharing funds should not be
used as part of the operating budget because Revenue Sharing is
unpredictable.
Mayor Benson thanked the Shoreview Council and staff for coming
this evening. Each City will review the Sanitary Sewer and Water
Main Extension and Service Agreement presented this evening by Mr.
Davidson and will make comments on it.
The meeting adjourned about 8:45 P.M.
