HomeMy WebLinkAbout02/24/1986 Council Minutes298 COUNCIL WORK SESSION February 24, 1986` A work session of the Lino Lakes City Council was called to order by Mayor Benson at 6:00 P.M., Monday, February 24, 1986. Council members present: Bisel, Reinert, Bohjanen. Council member absent: Marier. City Administrator, Randy Schumacher; Engineers, Bob Tod - die and John Davidson; and Clerk - Treasurer, Marilyn Anderson were also present. Mayor Benson explained the purpose of the meeting was to review the 4th Avenue Funding. Mr. Schumacher explained that Lino Lakes does not have a policy es- tablished for funding state aid road systems and felt it would be best to discuss this with the entire Council since there is a vari- ety of ways of funding the local share of state aid systems. Mr. Toddie explained his preliminary cost estimate for the 4th Ave- nue MSA Project. He noted the total cost of the project as esti- mated to be $472,833.00 and the local share could be $55,995.00. The question would be how does the Council wish to fund the $55,995.00, assess property owners, pay from general fund or a combination of both options. Mr. Toddie did note that Mr. Nelson, developer of Sherwood Green would be required to fund a portion of the $55,995.00 possibly up to $25,000.00. Mayor Benson noted that the City portion could be shared by Rice Creek Watershed District (RCWD) and the Anoka County Highway De- partment as agreed at an earlier meeting with those entities. There was discussion regarding how other Cities assess for state aid projects: a entire cost paid from MSA state aid and 2 from assessing benefited property owners; establishing a set percent per front foot or as in Lake Elmo, assess for acquisition of right- of-way. Mr. Schumacher asked what policy is most frequently used and Mr. Davidson said the policy is usually related to street benefit. Mr. Reinert said the method determined for the 4th Avenue project will set a precedence for future projects and asked that something be laid out for the Council. Mr. Toddie indicated another question to be answered is what is an assessable front foot. What about property that cannot be developed or is cultivated? Mr. Davidson said Lake Elmo also has a policy on unapproved farm land. He also suggested that deferred assessments could be considered. Mr. Reinert also noted that an improvement such as the 4th Avenue Project will improve property values of ad- joining properties. Mayor Benson asked that the information expected from RCWD regarding Ditch #22 and information from the City Engineer regarding an assess- ment policy be put together for the next Council Meeting so that the 1 1 1 COUNCIL WORK SESSION February 24, 1986 Page Two property owners can attend for further information. Mr. Davidson noted there has been state legislation enacted that enables Cities to establish a fee for storm sewer use and bill land owners monthly or quarterly. These fees are placed in a fund for future storm sewer installations. A Public Informational Meeting was set for March 24, 1986 and all •the affected land owners are to be notified. On the March 10, 1986 Agenda under Engineer's Report, place items relating to the differ- ent ways different Cities handle the costs of MSA Projects. Mayor Benson asked the Engineer for an explanation of the flat rate as- sessment fee for this meeting. Mayor Benson asked that the infor- mation regarding RCWD's and Anoka County's participation in the maintenance of Ditch #22 be placed on this agenda as well. This March 10, 1986 work session will be at 6:00 P.M. Mr. Bohjanen moved to adjourn at 6:45 P.M. Mr. Reinert seconded the motion. Aye.
