CITY OF LINO LAKES
COUNTY OF ANOKA
RESOLUTION NO. 07 -139
FINDING A VIOLATION OF LIQUOR CODE AND IMPOSING PENALTY
J &K LIQUORS
WHEREAS, the Police Department of Lino Lakes conducted a compliance check on liquor
establishments on May 29, 2007;
WHEREAS, it was alleged that J &K Liquors violated the Lino Lakes Code of Ordinances,
Section 701 by selling alcohol to a person underage;
WHEREAS, the City Council of Lino Lakes conducted a violation hearing on September 10,
2007 p.m. and reached a finding that a violation did occur;
WHEREAS, the City Council has agreed to impose penalties consistent with the Best
Practices Grid;
WHEREAS, the recommended penalty under the Best Practices Grid is as follows:
1. $1,000 Financial Penalty
2. 5 -day suspension of license (recommended stayed)
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO
LAKES, MINNESOTA:
The City of Lino Lakes hereby adopts Resolution No. 07 -134, Finding a Violation of the
Liquor Code and Imposing Penalty, J &K Liquor.
Adopted by the Council of the City of Lino Lakes this 10th day of September, 2006.

The motion for the adoption of the foregoing resolution was duly seconded by Council
Member Stoltz and upon vote being taken thereon, the following voted in favor thereof:
Reinert, Stoltz, Carlson, O'Donnell, Bergeson
The following voted against same:
none
Whereupon said resolution was declared duly passed and adopted.

TOPIC: Liquor Compliance Violations

BACKGROUND
The City Council held a hearing on September 10, 2007 commencing at 6:00 p.m. to
review the police department's report and recommendations relative to compliance
checks that were conducted on Lino Lakes' licensed liquor establishments.
The following establishment was found to have violated the City Liquor Code and
penalties were considered based on the city's adopted Best Practices Grid:
J &K Liquor;
• Jason's Bobby & Steve's Auto World
RECOMMENDATION
Based on the results of the hearing, staff is recommending approval of Resolution No.
134 that provides for a finding of violation and imposes a penalty regarding J &K
Liquor.
