HomeMy WebLinkAbout10/16/1979 Council MinutesOctober 16, 1979 A special joint Council and Park Board meeting was called to order. at 8:00 P.M., Tuesday, October 16, 1979 by Mayor Karth. Council members present; Zelinka, McLean, Kulaszewicz, Schneider. Absent; None. Park Board members present; Liljedahl, Johnson, Crouse, Foster, Scherer, Shaughnessy. Park Board members absent; Cheeseborough. Mr. Volk was also present. The recording Clerk was not present and Mr. Schneider took minutes for the Council. Ordinance #57A establishing the Park Commission was discussed. The Council felt the Park Board is an appointed Board and is therefore, strictly advisory. Park Board duties were clarified. There was discussion on whether further action should be taken regarding LAWCON Grant criteria and the Grant denial. Mr. Locher was to check on this. There was no change in status. The proposed four season building was discussed. Mr. McLean moved to approve expenditures to Mr. Gotwald so that he could get together with Mr. Mobley to determine a cost figure for the lower level of the building only. Mr. Kulaszewicz seconded the motion. Motion declared passed. The Council asked that it be considered the upper level will be completed in the future and asked for const figures by November 1st if possible. Financing will be discussed with the new administrator. The next item to be considered was the ordinance for dedication of land or money in lieu of land for park purposes. After some discussion, Mr. Zelinka moved to change the vlaue of one acre of land from $1.100.00 to $1,500.00 for money in lieu of land dedication. Mr. Kulaszewicz seconded the motion. Motion declared passed. This will take effect immediately on all plats that have not had final approval. MR. McLean moved to re- view annually acreage values and the review will take place in the Fall prior to acceptance of the budget. This information is to be passed on to the City Administrator. Mr. Zelinka seconded the motion . Motion declared passed. The next item to be considered was Council actions on plats already de- ceided upon by the Park Boardk - shouldn't the Park Board be notified if the Council actions differs from the Park Board recommendations? The Council decided that plats already passed by the Park Board bu challenged by the developer would not necessarily require additional consultation with the Park Board. Immediate action may be required, however, the Park Board will be advosed on the changes. The Council noted the 5 Year Park Plan had been accepted and was also passed on to the Planning and Zoning Board. In regard to the use of dedicated funds, it was decided that Park Funds may be considered for building programs or purposes and in particular for financing the new four seasons building. Mr. McLean moved to adjourn at 10:15 P.M. Mr. Kulaszewicz seconded the motion. Aye. These minutes were considered and approved at a regular Council held on October 22, 1979. Edna L.
