Special Council meeting
The Special Council Meeting of the Lino Lakes City Council was called to
order at 7.30 P.M. by Mayor Gourley. Members present; Elsenpeter, Jaworski,
McLean. Absent; Kulaszewicz. Mr. Locher and Mr. Schumacher were alos
present.
The first item on the agenda was the appointment for Acting Mayor. Mayor
Gourley nominated Mr. Jaworski. Seconded by Mr, McLean. Motion declared
passed.
The designation for the official Newspaper was next on the agenda. Mr.
Jaworski moved to designate the Circulating Pines. Seconded by Mr. McLean.
Motion declared passed.
The official depository was next on the agenda. Mr. Schumacher said this
is a flexiable designation and other depositories may be requested in the
future. Mr. McLean moved to disignate Centennial Bank as depository for
an indefinite period. Seconded by Mr, Jaworski, Motion declared passed.
Consideration of the Civil DefenseDirector was next on the agenda. Mr.
McLean moved to reappoint Mr. Charles Cape. Seconded by Mr. Jaworski.
Motion declared passed.
The appointment of the Weed Inspector was considered. The Mayor is the
official week inspector, Mayor Gourley moved to appoint Allan Robinson as
Assistant Weed Inspector. Seconded by Mr, MCLean. Motion declared passed,
Mayor Gourley moved to reappoint Richard Hauer as Assistant Fire Marshall.
Seconded by Mr. McLean. Motion declared passed.
The vacancies on the Park Board were considered, Mrs. Liljedahl and Mr.
Scherer, whose terms expire, have agreed to remain on the Board for an
additional three year term. Mr. Jaworski moved to reappoint these persons
to the Park Board. Seconded by Mrs. Elsenpeter. Motion declared passed.
There are three vacancies on the P &Z - Mayor Gourley and Mrs. Schwanl; have
served their terms and Mr. Jum Shearen, who has one year remaining, has
resigned. Mr. McLean moved to reappoint Mrs, Schwankl for a three year
term and Mr. Ben Benson for a three year ter, Mayor Gourley asked for a
second three times. Mr. Jaworski seconded the motion. The motion failed.
Mr. Jaworski moved to appont Mrs. Schwankl to the P &Z for a three year term.
Seconded by Mrs. Elsenpeter. Motion declared passed.
Mr. Jaworski moved to appoint Mr. Gary Barthke to a three year term on the
P &Z. Seconded by Mrs. Elsenpeter. Motion declared passed with Mr. McLean
voting, No.
Mr. McLean moved to appoint Mr. Ben Benson to fill Mr, Shearen's one year
term. Seconded by Mr. Jaworski. After some discussion it was suggested
that as there are two members of the P &Z from that area, perhaps this
appointment should be delayed and Mr. Charles Prokop be contacted. The
Council voted on Mr. Benson's appointemnt and the vote was Mr. Jaworski,.
and Mr. McLean, Aye; Mayor Gourley and Mrs. Elsenpeter, No. resulting in
a tie.
Mrs. Elsenpeter moved to hold this position open for further applicants.
Seconded by Mr. Jaworski. Motion carreid with Mr. MCLean voting, No.

Special Council Meeting
Mayor Gourley asked Mr. Shumacher to explain the purpose of the Ways
and Mean Committee. Mr. Schumacher sain this committee is used in labor
negotiations and financial matters. Rather than taking time to poll all
Council members by phone, several members would meeti with Mr. Schumacher
and information would be presented to them. They in turn would advise
Mr. Schumacher on his course of action with the final decisions to be
made by the full Council. After much discussion on this matter, Mr. McLean
suggested forming this committee for a maximum of one year and then re-
evaluate.
Mayor Gourley moved a Ways and Means Committee be r established and be com-
prised of three Council members Mr. Kulaszewicz, Mrs. Elsenpeter and
Mayor Gourley. Seconded by Mr. Kulaszewicz, The meeting will be open
meetings, This point was discussed with Mr, McLean requesting Mr. Locher
to research this matter. The vote was taken on the motion. Motion de-
clared passed with Mr. MCLean voting, No
The next item on the agenda was consideration of Ordinance No. 20A. This
establishes the conduct of the Council. Mr. Locher said that Ordinance
No. 20 was passed in 1957. One change will be the time of the meetings
from 8:00 P.M. to 7:30 P.M.; 2) Item 4, open discussion from the audience;
add 'Tresurer' after 'Clerkk'; rule 9, corrected; rule 10, all Resolutions
in writing. deleted. Added, Section 2 - rules to be amended by Council'
Section 3 - rules apply to all Boards, Mr. Kulaszewicz mooved to change
the work 'reading' in Iten three to 'Approval'. Seconded by Mr. Jaworski.
Motion declared passed.
Mr. McLean moved to approve the Ordinance with the proposed changes.
Seconded by MR, Jaworski, Motion declared passed,
Moyor Gourley directed Mr. Schumacher to have the Clerk publish this
Ordinance.
Mr. McLean moved to authorize Mr; Schumacher to contact the Department of
Revenue with the information that the City Assessor will be a Cityj
Employee. Seconded by Mr, Kulaszewicz, The City Assessor will be Margie
Roisum. Motion declared passed..
Consideration of the Centerville Fire Contract was postponed due to the
lack of a contract. Mr. MCLean moved to table this matter until the
contract is available. Mr. Jaworski seconded the motion. Motion declar-
ed passed,
The Police Contract was next on the agenda. The rate of increase was dis-
cussed - Chief Myhre said the contract increased 8 %. Mr. McLean asked if
this was enough and had this been analyzed and Mr. Schumacher said, Yes.
Mr. McLean moved to authorize Mr. Schumacher to offer this contract to
Centerville. Seconded by MR. Kulaszewicz. Motion declared passed.
Mr, Al Ross felt that the two Cities should look at the Fire Department
and Police Contracts for stabalizing the costs,
The Anoka County Park Contract was consdiered. This needs to be ratified.
Mr, McLean moved the Agreement of March 26, 1974 betweem the County of
Anoka and the City of Lino Lakes relating to responsibilites of both
governmental units relating to the Chain of Lakes Park be reaffirmend by
by this Council. Seconded by Mr. Jaworski. Moyor Gourley questioned the
Ad Hoc Committee and Mr. McLean explained this hasn't met for a long

time but he will look into the status of that Committee, The motion
carried unanimously,
Mr. McLean moved to instruct the Clerk to forward this action to the
Anoka County Board of Commissioners. Seconded by Mr, Jaworski. Motion
declared passed.
Mrs. Elsenpeter moved that the Council Chambers bedesignated as a "Non-
Smoking" area and the hall ways as ' Somking Areas', with Mr. Schumacher
be authorized to purchase the necessary signs. Seconded by MR. Jaworsk.
Motion declared passed with Mayor Gourley, Mrs, Elsenpeter, and Mr.
Jaworski voting, Yes, Mr, McLean and Mr. Kulaszewicz voting, No
Mr. Duane Rasmussen, of the Forest Lake Tiernsj questioned the designation
of the official newspaper. The Council informed him of their decision
and explained the reasons,
Mr. McLean moved to adjourn. Seconded by Mr. Jaworsk, Aye.
These minutes were considered and approved as corrected at the regular
scheduled Council meeting held on January 14,

January 14, 1980
The regular meeting of the Lino Lakes City Council was called to order at
7:30 P.M., January 14. 1980, by Mayor Gourley. Council members present;
Elsenpeter, Jaworski, Kulaszewicz, McLean, Absent; None, Mr. Locher and
Mr. Schumacher were also present,
The minutes of December 26, 1979 were considered. Mayor Gourley had some
corrrections; page one, questions on the figures of the Federal Revenue
Sharing Funds - interes had bot been included in these figures. Mr. McLean
felt these figures were correct at that time and should remain as written,
Mr. Kulaszewicz moved to approve the minutes as corrected. Seconded by MR,
MdLean. Motion declared passed, with Mr, Jawroski abstaining,
The minutes of the January 3, 1980 Special meeting were considered. Mayor
Gourley questioned the absence of the'no' votes being noted. Also on page
two, second paragraph, reconstruct the sentence. Mr. Kulaszewicz moved to
approve the minues as corrected. Seconded byMr,, Kulaszawicz, Motion declared
passed,
On considering the disbursements, Mr. Jaworski had a question on the insurance
and was told that the employees pay a portion of this premimum. Mr. MCLean
moved to approve the disbursements for December 31, 1979 and January 14,
1980. Seconded by Mr. Kulaszewicz. Motion carreid uananimously.
Mr. Al Ross, from the audience, commended the newly elected members on the
conduct of their campaings; he said he liked the 7:30 P.M, starting time
for the meetings; reminded this Council that he is a member of the Transpor.
tation Board and offered his assistance.
Mr. Ross also suggested this Council consider an increas in their expenses.
