A fair market value of that building in its present condition. It was suggested
that someone from a local real estate firm be used. Mr. Schumacher said
these people have no credibility in court.
Mayor Gourley felt this appraisal would be for the purpose of laying the
ground work to make a determination on whether to go to court. There is
also the problem of the resident on the Menkveld property. Mr: Jaworski
moved to hire a local real estate person for appraising these two properties.
Seconded by Mr. McLean. Motion carried unanimously.
Mr. Jaworski noted that the work now being done on Birch Street by Anoka
County is very sloppy work. He felt there is problems with the sub - surface.
The black top is cracked and has been patched in several spots. Mr. Jaworski
requested that a letter be sent to the County stating that this work is a
waste of the taspayers money. Mayor Gourley and Mr. Schumacher will take
care of this letter.
Mr. Jaworski moved to adjourn at 9:50 P.M. Seconded by Mr. McLean. Aye.
These minutes were considered, corrected and approved at a regular Council
Meeting held on June 23, 1980.

Council Meeting
June 17, 1980
The special meeting of the Lino Lakes. City Council was called to order by
Mayor Gourley at 8:30 P.M. on July 17, 1980 with all members present. except
Mr. McLean. Mr. Meister, Engineer and Mr. Volk, Public Works was also present.
This meeting had been called for the wxpress purpose of discussion:_,specificat-
ions for the repair of man -holes on East Shadow Lake Drive.
Mayor Gourley presented the Council members with a copy of the State Law which
allows the Council to proceed with this action in this manner.
Mr. Meister presented plans and specifications for the repair of these man-
holes. He also explained the process that will be used to seal the joints
thus eliminating the infiltration of water and to control the separation during
the winter.
The estimated costs of repairing five of the manholes is $1435.00 per manhole
for a total cost of $7475.00; the 6th manhole to cost $1335.00 for an overall
total of $8510.00
Brown & Cris, the contractors on the site will be doing this work since their
bid was the lowest. Mr. Volk pointed out that last year's bid was $1000.00
less but one additional manhole had been added since that time.
Mr. Kulaszewicz moved to approve Brown & Cris for the total of $8510.00.
Seconded by Mrs. Elsenpeter. Motion carried unanimously.

June 23, 1980
The regular meeting of the Lino Lakes City Council was called to order at
7:30 P.M. by Mayor Gourley. Council members present; Elsenpeter, Jaworski,
Kulaszewicz, Absent: Mr. McLean. Mr. Locher and Mr. Schumacher were also
present.
The minutes of June 9, 1980 was considered. Mayor Gourley presented several
corrections. Mr. Jaworski moved to approve as corrected. Seconded by Mr.
Kulasewicz. Motion carried unanimously.
The minutes of June 16, 1980 was considered. Mrs. Elsenpeter, Mayor Gourley
made several corrections. Mrs. Elsenpeter moved to approve as corrected.
Seconded by Mr. Jaworski. Motion carried unanimously.
The matter of the disbursements was considered. Mayor Gourley, saying there
were no comments, approved the disbursements as presented.
Under the Open Mike portion of the agenda, Ms. Terry Smith presented her
arguments against. Ordinance #73.
Ms. Cindy Bernier also presented her objections to the same Ordinance. Mary
Alice Anderson presented her objection to Ordinance #73.
Mr. George Taylor appeared before the Council to discuss property he is con-
sidering purchasing. This land is located just North of Wollan's,Estates. He
wants to construct his home beyond the 300 feet but he also wants to con-
struct a pole building for a shop and atorage. He asked where he should start
on this.
Mayor Gourley suggested that perhaps he should start with the Building depart-
ment and the Planning and Zoning. Mr. Taylor was instructed to contact Mr.
Schumacher for an appointment to work out this matter.
The next item was consideration of applying for State Funds for the purchase
of a chipper. Mr. Schumacher presented the reasons why this is needed. This
would be used in the developing of the City Parks. Mr. Schumacher said if a
chipper is leased for this work, the cost would exceed the cost of the
chipper. This is in view of the fact that at the present time, there is a
State program that provides 50% funding for the purchase of a chipper.
