HomeMy WebLinkAbout04/06/1981 Council Minutes1 27 CITY OF LINO LAKES RESOLUTION 81 -5 RESOLUTION REVIEWING AND ACCEPTING THE EINVOIRNEMTAL RESOURCES SUPPLEMENT TO THE DRAFT COMPREHENSIVE PLAN FOR THE ICTY OF LINO LAKES. WHEREAS, WHEREAS, WHEREAS, The City of Lino Lakes was in receipt of a letter from the Metropolitan Council requesting additional information for its Comprehensive Plan , and The City Planner has prepared an additional supplement dealing with Enviornmental Resources Inventory and Policies, and The Lino Lakes City Council has reviewed this suppplement and have made additional amendments, NOW THEREFORE BE IT RESOLVED: 1. That the Lino Lakes City Council has reviewed and accepted the Enviornmental Supplement to the Comprehensive Plan, 2. That the Lino Lakes Planning Commission has reviewed and approved the Enviornmental Supplement, 3. That the Lino Lakes City Council requests the Metropolitan Council to terminate suspension on the review of the Comprehensive Plan, 4. That the Enviornmental Resources Supplement fulfills the requirements of the Land Use Planning Act. Passed by the Council of the City of Lino Lakes this 23rd day of March, 1981. F. Kenneth Gourley, Mayor Edna L. Sarner, Clerk- Treasurer April 6, 1981 City Council The Special Meeting of the Lino Lakes /was called to order at 8:00 P.M., April 6, 1981 by Acting Mayor Elsenpeter. Council members present; Kulaszewicz, Jaworski, Absent; McLean. Mayor Gourley will be late but had requested that the meeting begin. INPUT FOR SENATOR DAHL CONCERNING INCREASE OF FUEL TAXES Mr. Schumacher had made a copy of a letter from Senator Dahl concerning the proposed increase in gas tax. This tax has never been increased two legislative sessions in a row. He is requesting input from this Council on their concerns - either with support or objections. Mr. J °O Special Council Meeting April 6, 1981 Schumacher said this will only have an impact on this City when the 5000 population figure is reached. The general consensus of the Council was that this tax will be pass- ed by this Legislature. Mr. Kulaszewicz moved to support Senator Dahl in the increase of the gas tax. Seconded by Mr. Jaworski. Motion carried unanimously REAPPORTION OF COUNTY COMMISSIONER DISTRICTS. There have been several pieces of communication on this which all members have a copy. Mr. Dick Lang, County Commisioner, was present. Actin Mayor Elsenpeter introduced Ms. Margaret Langfield, Council woman from Baline. Mayor Gourley arrived. Mr. Kulaszewicz noted that the House had passed this Resolution. It would appear that there is no action necessary by this Council. Mr. Lang said the State had passed this legislation in 1979 and had requested affirmation this year that the County would go to 7 districts. Mr. Land said the County had passed this this year. Mr. Lang felt that it did not matter whether there are five or seven commissioners, the County will have to be reapportioned. Mr. Lang said he could support seven commissioners if there is a short ballot with some of the elected official being appointed rather than be elected. There was discussion of several possibilites in relationship to the population centers, and how this would affect the reapportionment. Mr. Kulaszewicz moved to support the move to seven County Commissioner concept. Mrs. Elsenpeter is to write this Resolution. This is to be on the April 13, 1981 agenda. PUBLIC HEARING - LAKE DRIVE IMPROVEMENTS Mayor Gourley moved to set May 26, 1981 at 7:45 P.M. as the Public Hearing for the County Improvements on County Road #23. Seconded by Mr. Jaworski. Motion carried unanimously. LONG RANGE FIRE FIGHTING STUDY. Mr. Schumacher reported the reasons for this report and noted this had been done under the supervision of Mr. Norm Fritchie with the assistance of Mr. Short. The various aspects of this report was discussed and problem areas pointed; response time was noted; the various alternatives for fire coverage; the need for some camparison for fire ratings; There was two concerns that should be addressed; 1) Lino Lkaes establishing a west central station with Centerville as a primary backupl and 2) Lino Lakes establishing a Northwest station with con- tract service of some kind in the Southwestern area with Centerville to be the backup department. Also, to consider the 2,000 gallon tanker Lino Lakes has for use. Special Council Meeting April 6, 1981 232 Mrs. Elsenpeter suggested that a third consideration be added - the discussion of a joint fire department with Centerville. The general consensus of the Council was to work on the first two at the present time. Mayor Gourley felt that when the study on the first two items is com- pleted, then the third consideration should be given some thought. Mr. Macdonald, Fire Marshall, felt that the City's ordinances are very inadequate and there should be some updating on those ordinances. Mr. Schumacher said there is money in the bidget for codification of the City's ordinances and he felt that during this process, there would be some recommendations in this area. BINGO PERMIT - ST. JOSEPH CATHOLIC CHURCH Mr. Jaworski moved ti issue Bimgo permits to St. Joseph Catholic Church for the dates of April 12, 1981, August 9, 1981 and November 22, 1981, the fee to be $15.00 and to waive the bond requirement. Seconded by Mr. Kulaszewicz. Motion carried unanimously. FIRE CONTRACT - CENTERVILLE There was some discussion of the wording of the Fire Contract with the City of Centerville and Mr. Schumacher noted some changes and additions that had been made. Mayor Gourley said this will be retyped and will be on the April 13, 1981 agenda for consideration. Mr. Jaworski moved to adjourn. Seconded by Mr. Kulaszewicz. Aye. These minutes were considered and approved at a regular meeting held on April 13, 1981. April 13, 1981 Edna L. Sarner, Clerk- Treasurer The regular meeting of the Lino Lakes City Council was called to order at 7:41 P.M., April 13,1981, by Mayor Gourley. Council members pre- sent; Jaworski, Elsenpeter, Absent; Kulaszewicz, McLean. Mr. Jaworski moved to approve the minutes of March 23, 1981 as pre- sented. Seconded by Mrs. Elsenpeter, Motion carried unanimously. Mrs. Elsenpeter moved to approve the minutes of the Special Meeting held on April 6, 1981 as presented. Seconded by Mr. Jaworski. Motion carried unanimously. On considering the disbursements, there were some questions which were answered for the Council. Mrs. Elsenpeter moved to approve the dis- bursements. Seconded by Mr. Jaworski. Motion carried unanimously.
