March 10, 1986
A work session of the Lino Lakes City Council was called to order by
Mayor Benson at 6:07 P.M., Monday, March 10, 1986. Councilmembers
present: Marier, Bisel, Bohjanen. Mr. Reinert arrived a few minutes
later. City Administrator, Randy Schumacher; Engineer, Bob Toddie;
Public Works Director, Don Volk and Clerk- Treasurer, Marilyn Anderson
were also present.
Mayor Benson explained this meeting is a follow -up to a Council work
session held February 24, 1986 regarding a funding policy for 4th
Avenue.
Mr. Toddie presented the Council some written material he had prepared
regarding costs of the project and also materials on examples of two
different types of funding for paving and two different methods of
funding for storm sewer. He' also indicated there are 9675 LF of
assessable frontage.
Mr. Toddie explained the street replacement portion of the project
is all eligible for MSA funding. However, the Council can determine
a policy in which the benefited landowners share in this cost. He
explained two methods by which the paving in the project could be
shared by the property owners. One method was a straight assessment
per front foot and the second method was by a partial assessment.

Mr. Toddie explained that approximately $49,245.00 of the storm sewer
portion of the project is not eligible for MSA funding. He has deter-
mined that Nelson Properties is liable for about $25,000.00 of these
costs because they will not be required to do some ponding and drain-
age within the plat Sherwood Green. He has also estimated $12,000
as the City costs for clearing County Ditch #22. He also explained
the costs for cleaning Ditch #22 are only an estimate at this time and
also Rice Creek Watershed District has not committed themselves to
funding a portion of the ditch repair. He will be getting further
information on this later in the week. This means the City must deter-
mine a funding policy for approximately $36,245.00 of storm sewer costs.
Mayor Benson asked if Mr. Toddie has determined if other areas would
be benefited, possibly even in other cities. Mr. Toddie said no.
Mr. Marier said his recollection is that this project started as a
project to determine how to get water moving along 4th Avenue and
through the LeBlond property to Ditch #22. He asked how this has
become a $475,000.00 project.
Mr. Toddie explained what would be required to move the water most
effectivly and the costs involved. He said Mr. LeBlond will grant
an easement for a storm pipe and not for a ditch. The pipe for this
area represents the major costs of the storm sewer portion of the
project.

I Mr. Marier asked if the County will share in some of the storm sewer
costs at 4th Avenue and Main Street and also said he does not under- .
stand how the project got so large.

Mr. Schumacher explained the background regarding the drainage problems
in that area and explained what was done to ease the problem tempor-
arily. He also explained because this street is part of Lino Lakes
MSA program, this City is looking at a complete MSA project for 4th
Avenue. Mr. Marier said he did not think that because the City would
like a complete program, the people should not be assessed.
Mr. Reinert asked if a cost benefit ratio has been established. Mr.
Toddie said this would be difficult because storm sewer benefits are
hard to determine. A survey of the value of the land versus the cost
of protecting the property Could have to be completed.
Mr. Marier said that the problems with Ditch #22 should be cleared
first and then get the Sherwood Green developer to complete his por-
tion of drainage and then see what other problems exist. He did not
see any reason to assess any of the people at this time.
There was discussion regarding Nelson Properties share of completing
the storm sewer portion of the project. Mr. Toddie will check on this.
I Mayor Benson told Mr. Marier that about nine months ago the Council
did add the 4th Avenue road project to the storm drainage project.
This is why the cost is significantly higher.
Mr. Bohjanen asked Mr. Toddie if County Ditch #22 should be the number
one project with the three entities participating in the costs and
then develop this project with the storm sewer program. Mr. Toddie
said the two projects should be done simultaneously.
Mr. Marier again said he felt County Ditch #22 should be cleaned
first and then see what else has to be done. There was further dis-
cussion on what else should be done. Mr. Toddie said cleaning the
ditch would help but not resolve all the problems.
Mr. Schumacher told the Council that if they decide to not go with
the 4th Avenue project, an alternate project will have to be deter-
mined or Lino Lakes will lose some of its MSA funds at the end of
the year.
Mr. Bisel asked what affect would development in Columbus or Blaine
have on this project. Mr. Toddie said it could increase run -off.
However, the system as it is currently designed will handle normal
development.
I Mayor Benson asked Mr. Toddie to check to see if the County will parti-
cipate in the costs of the storm sewer near the 4th Avenue - -Main Street
intersection.

Mayor Benson asked Mr. Marier if he was suggesting that the City
not use MSA funds on 4th Avenue. Mr. Marier said he is just asking
that the Council take first steps first as was discussed about six
months ago. Mayor Benson asked Mr. Toddie if just Ditch #22 is cleaned
will this solve the problem. Mr. Toddie said it would improve the
problem, but not solve it. Mayor Benson asked, assuming the ditch is
cleaned, what else would be necessary to move the water from the prob-
lemareas in Sherwood Green to Ditch #22. Mr. Toddie explained the
plans for the storm sewer project and explained the single most
expensive item is the pipe across the LeBlond property of approxi-
mately $63,000.00. Mayor Benson asked Mr. Marier how the cost of this
pipe should be funded. Mr. Marier said he felt the ditch should be
cleaned first to see if the pipe is needed. Mr. Bisel asked if
there is alternate method of getting water to Ditch #22. Mr. Toddie
said yes by a drainage ditch, but Mr. LeBlond will not give an ease-
ment for a ditch. This is the most logical place for the drainage
to go and the pipe he is suggesting is the most cost effective.
An informational meeting has been scheduled for March 24, 1986 at
7:35 P.M. Mayor Benson asked Mr. Toddie to talk to the Anoka County
Engineer and discuss with him the County's participation in the cost
of the 4th Avenue drainage project. This information will be needed
for the March 24, 1986 meeting.
Mr. Marier said he felt that Mr. Nelson's drainage should be completed
within his project, the County should correct their problems along
Main Street and County Ditch #22 be cleaned and not be treated as
an improvement project.
Mr. Bohjanen moved to adjourn the work session at 6:58 P.M. Mr. Bisel
s econded the motion. Aye.
These minutes were considered and approved at a regular Council
meeting on March 24, 1986.
