SPECIAL COUNCIL MEETING
April 14, 1986
A special meeting of the Lino Lakes City Council was called to order
by Acting Mayor Reinert at 6:00 P.M., Monday, April 14, 1986. Members
present: Bisel, Bohjanen, Marier. Mayor Benson was absent. City
Administrator, Randy Schumacher; Chief Campbell and Clerk- Treasurer,
Marilyn Anderson were also present.
Mr. Reinert explained the purpose of the special meeting was to in-
terview the three candidates for the position of Lino Lakes police
officer.
Steven James Palma - Mr. Palma is currently working for the Dodge
Center Police Department as a patrolman and with the ambulance ser-
vice. This is a five member department and they handle all aspects
of police work including investigations.
Mr. Palma is married and has graduated from Lakewood Community College
and enjoys hunting, fishing and coaching hockey and soccor in his
Leasure time.
Mr. Reinert asked where Mr. Palma planned to live if he were hired
at Lino Lakes. Mr. Palma said he would live near Lino Lakes because
then he would be near his relatives. He would like to get back into
the twin city area.
Mr. Bisel asked him to discribe his worst experience. He described a
domestic incident and his method of handling the situation.

Mr. Marier asked if he had other reasons for changing jobs at this
time. Mr. Palma explained Dodge Centers population is about 2600
and has not changed much over the past ten years. He would like to work
in a larger more diverse community. He also explained he is familar
with Lino Lakes and felt he would not have a problem with its geograph-
ical area.
Kevin William Wagman Mr. Wagman is presently employed by the Clark -
field Police Department as a patrol officer. He grew up in the metro
area and graduated from Alexandria Area Technical Institute. He is
single but is getting married this summer. He likes to fish and
likes the terrain in the eastern part of Minnesota rather than the
flat western portion of Minnesota. He said he would relocate to
within thirty minutes of Lino Lakes, probably Columbia Heights.
Mr. Bisel asked Mr. Wagma to explain a rewarding experience. He
explained.
Mr. Reinert asked if Mr. Wagma considered himself flexible. Mr.

Wagman said yes he works flexible hours at his present situation.
Mr. Bisel asked if Mr. Wagman ever had an accident. He did not.
Mr. Marier asked him to describe a tough situation. Mr. Wagman told
about a party where he assisted the sheriff's department.
Mr. Bisel asked about Mr. Wahman's drug control training. Mr. Wagman
explained the program at Alexandria. The drug problems in Clarkfield
is mostly alchol related.
MICHAEL ALLEN LEWIS - Mr. Lewis is presently employed by the Kand-
iyohi County Sheriff's Department and has been employed in police
work for six and one half years. He is married and has a daughter.
He was raised in Dassel and graduated from North Hennepin Junior
College. His hobbies are fishing, hunting and carpentry. He told
the Council he would locate in or near Lino Lakes. He has relatives
in the north suburbs.
Mr. Bisel asked Mr. Lewis to describe his worst experience. He des-
cribed a bar fight.
Mr. Bohjanen asked him to describe his most pleasant experience.
He said being able to do something for some one is real satisfying
and he like the area of public relations. He said he has always
like police work and interacting with people.
Mr. Bisel asked Mr. Lewis is it would be difficult going from a county
level to a city level. Mr. Lewis did not feel that would be a pro-
blem, however, the experience at the county level is more versatile.
Mr. Schumacher told the Council he had ranked the candidates
Palma, Lewis, Wagman '6 ut felt Mr. Palma was pretty laid back.
It was felt that since Mr. Lewis has family in the area he may stay
with the department for a longer period of time.
Considering Mr. Lewis was hospitable, had several years of experience
and seemed more rounded in background and experience the Council cons-
ensus was to hire Michael. Allen Lewis.
This will be acted on at the regular Council meeting tonight.
These minutes were considered and approved at a regular Council meeting
on April 28, 1986.
