SPECIAL COUNCIL MEETING
April 21, 1986
A special meeting of the Lino Lakes City Council was called to
order by Mayor Benson at 7:00 P.M., Monday, April 21, 1986.
Members present: Marier, Bisel, Bohjanen. Mr. Reinert arrived
a few minutes later. City Assessor, Margie Roisum; County Assessor,
Gordon Starkey; and Clerk - Treasurer, Marilyn Anderson were also
present.
Mayor Benson explained the purpose of the meeting was the annual
Board of Review /Board of Equalization.
Mr. & Mrs. Richard Partridge - 540 -77th Street - PIN 08- 31- 22 -34-
0001 Mr. & Mrs. Partridge explained they have compared the value
of their home and the taxes to other homes in their area and feel
they are paying too much in accordance with similar values.
It was determined that the property is already homesteaded. The
City Assessor has valued the property at $102,000 for 1986, payable
1987 and $98,700 1985 payable 1986. Mrs. Roisum explained the
reason the value is higher than other homes in the area is because
the square footage of 1,632 is larger, and in some cases consider-
ably larger.
Mr. Partridge asked if fireplaces or brick exterior raises the
taxes. It was explained the taxes are based on the estimated
market value and this value is determined by square footage and
amenities such as fireplaces.
Mr. Partridge asked if he would add another bedroom would that
increase his taxes. Mrs. Roisum explained that it would increase
his estimated market value and therefore his taxes would increase
in proportion.
Mrs. Roisum explained the estimated market value is also based
on the style of the house (rambler, split entry, etc.) Also
other homes in the anea have the benefit of a five -year reduction
but since Mr. Partridge's home is new, this reduction was not
applied. However, the estimated market value of the Partridge
home should be in the realm of what it could be sold for today.
Mr. Starkey explained that the entire homestead credit was used
in determining the taxes on this property. Therefore, if addi-
tions or improvements are made to the house, the taxes will go
up faster since there is no more homestead credit available to
apply.
Mayor Benson explained that Mr. 8 Mrs. Partridge can now appeal
to the Anoka County Board of Review or have the County Assessor
come and reappraise their property.
Mrs. Roisum will find a similar home in Lino Lakes and compare
the estimated market value.

Al Santo, 1573 LaMotte Road - PIN 22- 31 -22 -41 -0006 Mr. Santo
told the Council the estimated market value of his home went from
$60,000 in 1984, $68,900 in 1985 to $70,300 in 1986. He was
concerned about the large increase in value for 1985. He felt
the value of $70,300 was too high for a house that is 16 years
old and is in need of repair.
Mrs. Roisum explained she has refigured the estimated market
value of this property and when Mr. Santo was still not satisfied
the County Assessor appraised the property in 1985 and that value
was determined by him. The 1986 increase was an overall County-
wide increase. Mrs. Roisum also said the property was given a
thirteen year depreciation for 1986.
Mr. Santo was most concerned about the large increase in value
in 1985. He tried to get a reason from the County appraiser
who appraised his property, however, that person no longer works
for the County. He felt it was unfair that he could not get an
explanation.
Mr. Starkey said he would pull Mr. Santo's file and go over the
appraisal. If it looks out of line he will go over the property
again.
Mr. Reinert felt that this may be an unusually large increase for
one year. Mr. Starkey explained when the property was reappraised
the appraiser may have found something that was originally over-
looked such a completely finished basement.
Mr. Santo explained that he felt the increase in property values
were unjust and wanted to protest especially when the house
needed upkeep.
Mrs. Roisum explained she had looked at the values of similar
homes in this area apd Mr. Santo's home was within this range.
Mayor Benson asked if you assume -the house has not been cared
for, could appearances cause the value to decrease. Mr. Starkey
said the appraiser looks for structural defects. Lack of main-
tenance will not lower the value.
Mr. Starkey explained that allproperty is reevaluated every four
years. In the past seven to eight years, the entire County has
been running 92.9% of actual market value. Lino Lakes has been
running 92.3% of actual market value.
Mr. Starkey will review the appraiser's file for Mr. Santo's
property and then he will get together with "Mrs. Roisum and then
Mr. Santo.
Mr. Bisel moved to adjourn at 7:47 P.M. Mr. Bohjanen seconded
the motion. Aye.
Mr. Marier asked why ag land values were raise'. Mr. Starkey
said only green acre values were raised. "rs. Roisum said she did
increase any ag land values for 1986, payable 1987.
