HomeMy WebLinkAbout06/04/1986 Council MinutesJoint Meeting June 4, 1986 A joint meeting of the Lino Lakes City Council, the Planning and Zoning Board and .Comp Plan Update Task Force was convened by Coun- cilman Reinert at 6 :08 P.M. Members present: Marier, Bohjanen, Bisel, Reinert, Doocy, McLean, Nelson, Averbeck, Cody, Mayor Ben- son, Karth, Joyer and Klaus arrived later. City Administrator, Randy Schumacher; Building Inspector, Pete Kluegel; Planners, Zack Johnson and Bob Wuornos and Clerk - Treasurer, Marilyn Anderson were also present. Mr. Schumacher explained that Metropolitan Council is currently up- dating Metro Development Guide and is also holding public hearings asking input from the private and public sectors of the metro area. Mr. Wuornos has drafted a letter to Metro Council outlining the de- velopment concerns of Lino Lakes. He did attend the public hearing held on May 28th to gain some insight on what other cities were pro- posing and noted everyone had similar concerns regarding expanding sewer facilities. Mr. Wuornos also noted some communities in the Twin City area are forming coalitions, hoping this will aid their efforts in securing additional sewer service. Another concern of Metro area communities is the issue of forecasting population. Be- cause of incorrect population forecasts services are not available. Mr. Wuornos presented a map and explained the area of Lino Lakes the Task Force would like included in the MUSA line, There was general discussion regarding the fact that sewer is extended on three sides of Lino Lakes at the present time and there is capacity for Lino Lakes. Mr. Ray of the Metropolitan Waste Control has said it is not out of the realm of reason for Lino Lakes to tap into these existing lines. The letter Mr. Wuornos has drafted is requesting access to these lines. There was further discussion regarding hooking into other lines in other cities. Mr. Marier said he would like in writing what Lino Lakes can and cannot do regarding hooking into other communities sewer lines. Mr. Reinert asked if cities are continuing to develop comprehensive plans, why hasn't Metro Council paid any attention. Why pay for a plan to be developed if the plan cannot be implemented. Mr. Wuornos ex- plained Metro Council decisions are made on relatively small amounts of information. Cities need to update their plans. Mr. Wuornos ex- plained that he has scheduled a visit from Mr. Shetler of Metro Council. He suggested that Lino Lakes lobby for their interests of Metro Council. This can be done through our Metro Council representatives. Mr. Schumacher was concerned that Metro Council will deny Lino Lakes Irequest for additional sewer capacity when the amount already allocated to Lino Lakes -is not developed. Mr. McLean said the Task Force was not looking at today but when the transition is made to smaller building sites. 105 106 Joint Meeting June 4, 1986 Page Two Mr. Marier suggested that Lino Lakes inform Metro Council that all our boundary lines are filled and the growth is spilling into Lino Lakes. There was discussion of areas of Lino Lakes that are experiencing in- terest in development. In reference to the letter submitted by Mr, Wuornos directed to Metro Council, it was decided to amend several areas: Item II. Item IV. Express that good land in the south was given to metro parks and the balance is more expensive to develop as well as the fact Lino Lakes has restric- ted its tax base by giving up all lakeshore property. Add language regarding the percent of communities surrounding Lino Lakes who have already developed are putting pressure on Lino Lakes, Item VII. Define boundaries of the proposed MUSA area. It was suggested that the Task Force and the Council contact Mary Hansen, State Representative and the County Commissioner and have them attend the meeting where Mr. Shelter will appear, Mr. Schumacher asked Mr. Wuronos to revise his letter to Metro Council to include the above mentioned items. This letter will be ready for Council approval on June 9, 1986. Dennis Erickson Plat. A request has been received to include the Erickson plat in the MUSA lines. It was decided not to support Comp Plan amendment for the plat at this time but to include it with all the other revisions in the Comp Plan. Mr. Johnson said that the City is making a good faith effort to update the Comp Plan so why throw a curve at Metro Council at this point. It could lessen our credibility. Task Force Update. Mr. Johnson presented maps that have been `prepared for the Comp Plan update and explained the progress of the Task Force. The Task Force still needs to refine its information. He expects to complete the work soon. Mr. Schumacher explained to the Task Force that $9,000.00 was budgeted for updating the Comp Plan. To date the Comp Plan Update has cost $8,400.00. Mayor Benson requested that Mr. Johnson get an estimate to Mr. Schumacher of what he expects the final costs to be. Mr. Joyer told the Council he felt the Task Force had received high quality of information from the City Planner. He expressed his apprec- iation for this work. The meeting adjourned at 7:30 ; . `•1 .
