HomeMy WebLinkAbout06/09/1986 Council Minutes107 SPECIAL COUNCIL MEETING June 9, 1986 IIIMembers of the Lino Lakes City Council met with members of the Forest Lake School District School Board at 6:30 P.M., June 9, 1986 as requested by the Lino Lakes City Council for communications purposes. Councilmembers present: Bisel, Bohjanen. (Mayor Benson arrived later). School Boardmembers present: Ms. Olson, Ms. Novak, Mr. Boettcher (Chairman), Mr. Paul, Ms. Newenfeldt, Mr. O'Nell, Mr. Brynildson (Superintendent). Also present were Lino Lakes City Administrator, Mr. Schumacher and Secretary, Mrs. Foster. There was no particular' agenda for this meeting, the purpose being communications between the two groups. Mr. Brynildson gave some specific information about this school district: There are only a couple larger districts in the state; area -wise the district spreads approximately 25 miles from the north end to the south end. - The Boardmembers are essentially state elected officials. - The district includes 7 elementary schools, 2 junior and 1 senior high. - The annual budget of the district is $25,000,000 per year, with $2,000,000 spent per month on payroll for approximately 750 employees. - 80 buses run each day. - Approximately $250,000 per year is spent on recreation budget. - Within Forest Lake proper approximately 300 -400 children are involved in the soccer program and about the same number in the baseball program. The pool, ice hockey and little league programs are community services. Mr. Schumacher asked if the school district has been approached as to the affects on the school district in the event one of the municipalities within the school district would become involved in a tax increment financing project. Mr. Brynildson said no one has approached the school district. Mr. Schumacher informed the Board that Lino Lakes is presently looking into such a project. When asked how the City would manage funding cuts from the state, Mr. Schumacher explained that the City is keeping a reserve in case of any state aid cutbacks. Mr. Bisel asked what affect there would be on the school district should the northward building and population growth continue. Mr. Schumacher also explained that the City is working with the Metropolitan Council to possibly amend the corn plan of the City which could have an affect on the building trends within the City. The feeling from the school boardmembers was that it is very difficult to forecast what will happen from the school standpoint, particularly because the district encompasses several municipalities, however they encouraged communications between the two groups to assure that each group is kept abreast of the other groups acti- vities and plans. A suggestion was made that the two groups share the agendas and minutes from their meetings to foster better communications. The school board was asked, on behalf of concerned citizens, why there has recently IIIbeen an increase in the taxes for Lino Lakes residents in the Forest Lake School District. Mr. Brynildson said that the tax system is complex, it would be very hard to answer this question and probably only a couple people involved understand the system. Mayor Benson thanked the School Board for coming this evening. The meeting adjourned at 7:00 P.M.
