SPECIAL JOINT MEETING
Council, Comp. Plan Task Force
August 27, 1986
City Administrator, Randy Schumacher called to order the special
meeting between the Lino Lakes City Council and the Comprehensive
Plan Task Force at 7:10 P.M, Wednesday, August 27, 1986. He ex-
plained that the purpose of the meeting is to discuss the present
status of the comprehensive plan review, the building standards
recently proposed by the Planning and Zoning Board, and the issue
of Rice Lake Estates R -7 zone and manufactured homes.
Attendees: Council: Mayor Benson, Councilmen Reinert, Marier,
Bisel.
Task Force (includes P & Z Boardmembers): Klaus,
Prokop, Nelson, Averbeck, McLean, Doocy,
Joyer.
Others: Kluegel, Building Official; Schumacher, City
Administrator; Wuornos, City Planner; Foster,
Secretary; Several citizens in audience.
COMPREHENSIVE PLAN
Mr. Wuornos explained that the comp plan task force has been directir
he and Mr. Johnson, the City Planners, as to what research is needed
to update the comp plan for the City. To date extensive research
has gone into this project with regard to comparing the existing
zoning of the city versus the zoning in the comp plan; soil and
water constraints; growth pressure; appropriate collector street
systems, etc.
The Comp Plan Task Force budget has been exceeded to date for this
project. The Task Force is requesting that the City Council author-
ize necessary money for planner fees in order to complete their
efforts. Currently the status of the project is that it is to the
point of decision making on policies regarding densities, sewer
extension and facilities and phasing of residental development.
The consultants' efforts for the remainder of the comp plan update
involve the preparation oftext revisions, graphics, and draft
document. The estimated cost for completion of this project is
12,DUO - $3,000 per R. L. Wuornos & Associates (see 8/19/86 memo).
Mr. Schumacher asked whether this figure would include the final
documents and -text necessary to actual amend the comp plan. Mr.
Wuornos answered yes. Mr. Schumacher stated that City Charter re-
quires that any department that exceeds their budget must have
Council approval and the Council authorization to amend that budget
Mr. Reinert stated that he appreciates the efforts of the task forc
members, and feels that the responsibility for the cost overrun on
this project lies with the planning consultants. If the Council
were to authorize the money necessary to complete the project, the
planner fees involved would be nearly double the original estimate.
Mr. ; Wuornos said that part of the reason for this overrun is that
certain research needed to be completed for Met Council regardir,7

McLean asked Mr. Wuornos if Wuornos & Associates would be

the report -from Net Council regarding services. Mr. McLean and Mr.
Joyer stated that they do feel that the task force understands the
tand taken by .the Net Council. Mr. McLean said that he feels that
et Council is open to extensions of sewer in Lino Lakes.
Attendees debated their opinions as to traditional planning versus
non- traditional planning for development, one -acre lots versus
larger acre lots, services and road maintenance, - °rowth pressure,

Mayor Benson asked whether or not the task force will look a:

plan budget at their next meeting.
;TILDING STANDARDS PROPOSAL
ivir. Schumacher explained that the purpose of this portion of the
meeting is to discuss the proposed building standards for com-
arcial and industrial zones in Lino Lakes. Reference was made
o R. L. Wuornos Associates' memo dated 7/9/86 on this subject.
_r. S:.:umacher stated that one cf the ccntroveraial issues which
has come to his attention is within (G)_.(3)(i), Page 3 of the
referenced memo, wherein the proposal stat -mss "No building shall
constructed with a wood frame or have an exterior wall surface
s eet metal ."
Me. ,ers of the P & Z Eoard stated that although the 'Inc wood
=.came" aspect was not a specific requirement when the planner
asked to draft a proposal, the Board did realize that the
c wood frame" aspect had been included in the planner's draft.

Glenn Rehbein: "Too restrictive considering no services are avail-
able."
Gene Mobley: "Insurance rates are high because of no services and
owners of concrete buildings as proposed would not be able to benefit
from lower insurance rates because of the lack of services."
Carpenter: "Too restrictive for the present definitely and even
ten years into the future too restrictive."
Others felt that not so restrictive specifications are needed.
councilman Bisel said he was concerned for the tax base in Lino
Lakes (26.7) as compared to the surrounding communities (18.9 -
10.8). He felt that commercial development was necessary to better
Lino Lake& figure.
Councilman Reinert stated that the City is in a quandry because
the restrictions set on extending utilities are set by the City
Charter.
Mrs. Avebeck suggested that a possible way to create an aesthetical
pleasing atmostphere around lesser expensive buildings (possibly
even the pole buildings which would be eliminated by the reference
proposal) would be to require extensive landscaping of the grounds.
Mayor Benson suggested that actual standards and specifications be
proposed, summarizing from this evening's meeting and the P & Z
Board put together a proposal to send to Council in the near future.
RICE LAKE ESTATES
Mr. Schumacher explained that the developer for Rice Lakes Estates
has requested that the City Council approve a "manufactured home"
for Rice Lake Estates which meets the state building standards.
The state building standards exceed the HUD standards. The current
City ordinance requires in an R -7 zone a manufactured home which
has a permanent chassis and meets HUD standards.
Rice Lake Estates was zoned R -7 a number of years ago and the City
allowed small lots and streets to accommodate the "manufactured
home ". The Rice Lake Estates developer wants to start construction
in 30 days.
In looking over the material available, it was the consensus of
those in attendance that the "manufactured home" proposed is much
nicer looking and appears to be a higher quality home than the
minimum which the ordinance will allow. Mr. Schumacher also

made note that should the City allow Rice Lake Estates the require-
ments spelled out in the current ordinance, this would have a
major affect on the tax increment financing project which the City
is currently trying to put together.
Mr. Prokop voiced his concern that the original intent in naming
Rice Lake Estates a R -7 zone was to provide affordable homes on
smaller lots and streets, and to vary from the original intent
would not only set a precedent, but also the homes would not be
the affordable home intended and the lots and streets would be
sub - standard.
This issue was not resolved at this meeting. The recommendation
by the majority of those in attendance was that if there is any way
to allow the nicer quality, nicer looking homes proposed, that is
the favorable option. Staff and Council will look into this further.
These minutes were considered and approved at a regular Council
meeting on September 8, 1986.
