COUNCIL WORK SESSION MARCH 23, 1987
4 Work Session of the Lino Lakes City Council was called to order by
Mayor Benson at 5:50 P.M. Council Members present: Marier, Bisel
Bohjanen, Reinert' City Engineer, Ron Stahlberg; Public Works `
Director, Don Volk; City Administrator, Randy Schumacher and Clerk -
Treasurer, Marilyn Anderson were also present'
City Assessor - Mr' Schumacher told the Council he has invited Mrs
Roisum, former City Assessor to appear tonight to answer questions the
Council may have regarding this position. He also noted that he had
received a letter from the County Assessors office stating that this
office would preform the 1987 assessment for this City for $13,093.00.
Mrs' Roisum noted that this is just for the assessment and would not

include other services that the Council may need such as certain
investigations, public information and assistance for tax increment
financing.
Mr' Mnrier asked Mrs' Roisum why the value of farm land in Lino Lakes
increased this year when it is commonly known that the value of farm
land throughout the state has declined' Mrs' Roisum explained that in
the metro seven county area, farm land also is valued by the potential
use for development.
There was discussion about the service provided by the County and the
lack of cooperation or rapport` as well as the problem the County
seems to be having between its own departments.
Mayor Benson asked Mrs' Roisum what her recommendation would be for
assessor services for Lino Lakes. She explained because of the many
things that are happening in Lino Lakes a city assessor would be the
most effective way to go' She also noted that there are people in the
field that would do a good job for Lino Lakes.
Mayor Benson thanked Mrs. Roisum for attending this evening'
Ron Stahlberg - Comprehensive Water Study - Mr' Stahlberg explained
that three locations for a water tower had been considered during the
March 9th Work Session' The Country Lakes Park site and the 12th
Avenue site appear to be the best sites and explained that possibly
the 12th Avenue Site could service the entire urban service area
Later a second tower would be needed to service the area north n' ' 35W
and Lake Drive'
Sizes and costs of water towers were discussed. Mr' Stahlberg
explained that if the 12th Avenue site were chosen, he would recommend
a one million gallon tank and the oust would be approximately $900,000
plus the costs of the water mains and well' This tower could service

approximately 10,000 residents' It is his recommendation that both of
the current city wells tie into this tower. Since he predicts that
there will have to be services for approximately 23,000 residents,
there will have to be another tower located near 35W'
There was discussion regarding funding this installation. Mr'
Stahlberg suggested that a plan be formulated to include connection
charges, user charges and an explanation that this service will save
the home owner approximately $100 per year on their homeowners
insurance Mayor Benson asked what would happen if there is no major
development in the next few years' How will the funding be handled?
Mr' Stnhlberg explained it may be hard for the first few years but
eventually a reserve account will be established. He also noted as
more connections are made the fund will quickly grow.
Mr' Marier asked if Mr' Stahlberg had considered the facility at the
prison as possibly becoming part of the Lino Lakes system' Mr'
Stmhlberg said he had not investigated the facility but felt that it
was too small to be of value and to upgrade it would be costly.
Mayor Benson asked Mr' 5t8hlberg to provide the Council with figures
on one tank with connections to both City wells'
Mr ' Stohlberg provided the Council with h an d ou t s showing projections fnr future connections to the sewer and water systems.
There was
discussion regarding assessing new users for the cost of the system
and charging present users a user charge to help pay for their added
services. Mr' Mnrier said he 'wanted it clear that if a home owner has
already paid for a facility they were not going to be asked to pay for
it again' Mr' Stahlberg explained that the plan would be for the
present users to pay for only the additional. services.
Public Improvement Financing Policy - Mr' Stahlberg noted that he has
made revisions to this policy and has addressed control on developers
who do install their own facilities as opposed to the City bonding and
obtaining bids.
Mr' Stmhlberg will obtain estimates as the Council has requested
tonight for the next Council meeting'
