HomeMy WebLinkAbout04/13/1987 Council Minutes1 1 1 063 COUNCIL WORK SESSION APRIL 13, 1987 A Work Session of the Lino Lakes City Council with Engineer Ron Stahlberg convened at 6:15 P.M. Mayor Benson and Council Members Bisel, Bohjanen, Reinert were present. Council Member Marier was absent. Public Works Director, Don Volk and Clerk - Treasurer, Marilyn Anderson were also present. Mr. Schumacher was ill and did not attend. Mr. Stahlberg reviewed the maps he had prepared with respect to the proposed sanitary sewer system. Mr. Stahlberg was asked if White Bear Township could extend their sewer main without giving Lino Lakes consideration. Mr. Stahlberg said that Metro Waste Control would be aware of the extension and they are aware of Lino Lakes need in this area. Mr. Stahlberg was asked if the Forest Lake Interceptor was large enough for others to use. Mr. Stahlberg thought it was, but will check on this. Mr. Stahlberg reviewed the map with respect to the proposed water main system. He outlined how this facility could be built in stages through the County Park as the need arises. Mr. Bisel asked if Lino Lakes built a water tower large enough, would Centerville be interested in using it as well. Mr. Stahlberg said the mains could be extended east on Birch Street and then north on Centerville Road. Centerville could use this system until Lino Lakes grows large enough to use the complete facility. Mr. Stahlbergs map showed the water main installation in three stages. The cost of the first stage going from the west to the east is estimated at $381,200, the next stage would be $366,400 and the third stage that would terminate new 12th Avenue is $95,000. These figures do not include the cost of a water tower. There was discussion of placing the water tower at 12th Avenue and Birch Street. Mr. Stahlberg explained the cost of maintenance would be high because it is at the end of the water main and would require winter care. He recommended that the mains be built in stages as outlined on his map and delay construction of the water tower for now. As the area develops the City could take another look at where a tower should be built. Mr. Stahlberg's initial recommendation is that in 1987 the City build the mains from Rice Lake Estates to tie into the Uhde development, Erickson development and Lakes Additions developments. This cost would be approximately $747,600. This would be basically building the entire water main system. The advantages would be; lower initial PAGE 1 064 COUNCIL WORK SESSION APRIL 13, 1987 cost, no cold weather protection costs and would allow faster development of the area. This would mean that both well no. 1 and well no. 2 would be hooked into these mains. The disadvantage would be a restricted fire flow from Circle Pines and limited capacity fro Circle Pines. This plan also allows the City to buy time before the investment in a water tower. Mr. Stahlberg outlined the costs of elevated water tanks. A 500,000 gallon tank would cost approximately $450,000, a 750,000 gallon tank would cost $650,000 and a 1,000,000 gallon tank would cost approximately $850,000. These figures do not include the cost of the well or the mains going to the tank. Mr. Stahlberg provided a population estimate for the period through the year 2000. He projected a population of 8,600 by that year. He also felt his figures were conservative. He also noted that most of this additional population would be situated where services are available. Mr. Stahlberg was asked to determine at what point Circle Pines will be forces to discontinue water service to Lino Lakes (how many connections would there be in Lino Lakes at that point). At that point Lino Lakes would be forced to build a water tank. He noted that there are some advantages for Circle Pines to continue the linkup between the two cities such as our well no. 2 can be used as a backup well for Circle Pines. Mr. Volk noted that Circle Pines currently has a problem with not enough wells. The Council felt this recommendation was worth looking into and aske the Mr. Schumacher contact Springsted, Inc. and determine the cost per year of a system with just the installation of water mains and the second cost estimate would be with the water mains and a one million gallon tank. Mr. Stahlberg was asked to pursue the recommendation with Circle Pines do determine if it is feasible to continue researching this idea. Mr. Stahlberg then restated the two options that he will consider: 1) installation of water mains from Rice Lake Estates to Black Duck Drive without a storage tank; 2) water mains from Rice lake Estates to 12th Avenue with a one million gallon water storage tank. Mayor Benson asked if it was feasible to put up a storage tank and then not use it? Mr. Stahlberg said it is feasible, however the problem would be, how are you going to finance it? Mr. Volk said that Shoreview currently shuts down the large tank on Lexington Avenue for the winter months only using in the summer when the demand is higher. Mr. Stahlberg said this would help build up a fund for future extension of water mains. At this point Lino Lakes has a problem with not enough customers. The Council took a break at 7:03 P.M. PAGE 3
