HomeMy WebLinkAbout05/11/1987 Council MinutesWAYS AND MEANS COUNCIL MEETING MAY 11, 1987 The Ways and Means Council meeting was called to order by Mayor Benso at 6:05 P.M. by Mayor Benson. Members present: Marier, Bisel, Bohjanen, Reinert. Members absent: none. City Administrator, Randy Schumacher and Clerk- Treasurer, Marilyn Anderson were also present. Mayor Benson stated the purpose of the meeting is the continuation of employee evaluations. He summarized the previous meeting of the Ways and Means Committee meeting. Mr. Schumacher noted he had sent a memorandum to the Council since the last meeting. The first portion of the memorandum deals with the percent of increase for Chief Campbell. Mr. Schumacher had calculated a 6% increase in salary, however the percent is actually 5 %. The second part of the memorandum requested that the Council call him or write him a note if they wanted additional information for specific employees. No calls or notes were received from the Council. Mr. Reinert questioned Mr. Volk's evaluation regarding his performance. He had thought Mr. Volk was one of the better employees. Mr. Schumacher noted that those comments were directed toward his performance in mid 1986. That was almost a year ago. He has some personal interests that did detract from his work but since this was brought to his attention, the situation has been rectified. Mr. Reinert asked in terms of total employee availability of an employee, particularily those who are department heads, there are several who do not live close to work and if something did come up it would not be easy to get here. He asked if this was a factor in employee evaluations. Mr. Schumacher said this was not a factor. It would be if the department head were involved in life and death situations. Mayor Benson asked if it were a good practice to keep department heads close to the job. Mr. Schumacher said he did not see a problem, the biggest concern is that when there is a night meeting, that particular department head cannot go home for dinner and return in time for the meeting. However, this does leave some quality time for that department head to get something accomplished between the regular work hour and the meeting. Mr. Schumacher noted that state law is very specific in that the City cannot require that an employee live within the corporate boundry. Comparable Worth was discussed. Mr. Marier said one problem he has with this requirement is that it requires that the City pay for a particular job. It does not provide an incentive to do a good job since you will get paid what the job is worth. Mr. Bisel said he was still having a problem with the concept. Mr. Bohjanen asked if the PAGE 1 1 1 099 WAYS AND MEANS COUNCIL MEETING MAY 11, 1987 Comparable Worth plan could be implemented in steps. Mr. Schumahcer said yes, the Council only has to show that there is a plan in place and the plan is being implemented. The inequities do not have to be made up in 1987. It was decided to complete the evaluations for all employees that fell within the correct sequence of the Comparable Worth program. Chief Dean Campbell - Mr. Marier moved to increase Mr. Campbell's salary 5% or $1,720 for 1987 to $36,120. Mr. Bisel seconded the motion. Motion carried unanimously. Mr. Bisel moved to approve Mr. Schumacher's recommendation for Public Works Director, Don Volk for a 4% increase or $1,366.00 to $35,525. Mr. Bohjanen seconded the motion. Motion carried unanimously. Mr. Bohjanen moved to approve Mr. Schumacher's recommendation plus $50.00 for Building Inspector, Pete Kluet{'el for an increase of 2.2% or $600 to $28,059. Mr. Marier seconded the motion. Motion carried unanimously. Mr. Bohjanen moved to approve the recommendation for Police Clerk, Josephine Goodwin for an increase of 5% or $764 to $16,044. Mr. Bisel seconded the motion. Motion carried unanimously. Mayor Benson noted that she is doing an excellent job especially since some aspects of the job may not always be pleasant. He noted he would like to see a larger increase. Dan Tesch, Administrative Assistant - There was discussion so that the Council understood that they could bring this position in line with the Comparable Worth by a step method. It was noted that this could be done on a two or three year basis so that at the end of that period the pay would be up to entry level. The Council only must show that a good faith effort is being made to bring the salaries into sequence. In regard to Mr. Tesch, Mayor Benson suggested that since $3,000 would be required to bring his salary into sequence the Council could give an increase of $1,000 each of the next three years and also give his percent increase based on the current salary now and then next year based on the salary plus $1,000. After further discussion Mr. Bisel suggested that the increase could be made $500 every six months. Mr. Marier noted that this would be automatic and create no incentive. Mr. Schumacher noted that Comparable Worth should be handled on a positive basis and should be separate from evaluation. Mr. Bisel said the plan he suggested could be amended at the next evaluation providing there is money in the budget. There was further discussion as to what percent should be added to the base salary for evaluation PAGE 2 100 WAYS AND MEANS COUNCIL MEETING MAY 11, 1987 and giving the Comparable Worth increase every six months. Mr. Schumacher noted that Mr. Teach was a quality employee with a degree. Mr. Bohjanen moved to approve a 5% raise or $850. and $500 every six months until the full $3,000 is attained. Mr. Bisel seconded the motion. Mr. Schumacher said this would bring him up to the commendable level. Voting on the motion, motion carried unanimously. Marilyn Anderson, Clerk- Treasurer - Mr. Marier felt this position should be handled in the same manner as the Administrative Assistant. Mr. Marier moved to approve a 5% increase or $968 and $500 starting January 1, 1987 and every six months until the full $2,632 is attained. Mr. Bisel seconded the motion. Mr. Reinert said that this employee has been working for the City a long time and felt that she should be brought into Comparable Worth faster because of tenure and the worth of the employee to the City. Mr. Marier noted that in the previous case the individual has a degree. Mayor Benson agreed with Mr. Reinert. Voting on the motion, motion failed. Mr. Reinert moved to approve a salary adjustment of 5% or $968 for performance and bring the Comparable Worth into adjustment in a two year period. Mr. Marier seconded the motion. Motion carried unanimously. Secretaries - Mr. Bohjanen moved to increase these salaries by fifty cents from $6.00 per hour to $6.50 per hour. Mr. Reinert seconded the motion. Motion carried unanimously. Randy Schumacher, Administrator - Mr. Bisel moved to approve a salary adjustment of 5.5% or $2,255. Mr. Bohjanen seconded the motion. Mr. Reinert noted that the Administror has not been specifically dealt with and suggested that the Council hold a meeting on this position. Mayor Benson asked that the goals and objectives be detailed. He would like to see a plan that shows where the Administrator thinks he should go and also the Council has not given him any specific direction. Mr. Marier agreed. Voting on the motion, motion carried unanimously. Mr. Schumacher updated the Council on the progress of the Police Union Contract. Negotiations are still ongoing. Mr. Schumacher told the Council he will send them a new updated booklet giving the final salary figures. Mayor Benson adjourned the meeting at 6:55 P.M.
