SPECIAL COUNCIL MEETING
May 20, 1987
City Administrator, Randy Schumacher Called to order this special
meeting of the Lino Lakes City Council at 7:07 P.M., Wednesday,
May 20, 1987. Those present:
- Mayor Benson and Councilmen Marier and Bisel
- Planning & Zoning Boardmembers: McLean, Prokop, Cody, Nelson

- Paul Baltzersen, Planning Representative from Metro Council.
Mr. Schumacher explained that the purpose of this meeting is to
communicate between the City and Metro Council as to the status of
the comprehensive plan amendment which the City has submitted to
Metro Council for review and approval. He further explained that
the Metro Council representative (Jim Schoettler) who had been
working with Lino Lakes on this project has recently left the Metro
Council employ and Mr. Baltzersen has been assigned to the review
of the comp plan amendment. Because of this staff change at
Metro Council and the fact that Wuornos & Associates, the planning
consultant for the City during the comp plan task force,is no
longer employed with the City, Mr. Schumacher felt that this
meeting was necessary to familiarize each side with the current
status of the submitted comp plan amendment.
Mr. Baltzersen, with the use of colored maps, began to briefly
explain the details of the submitted comp plan amendment.
His major focus was on the areas without utilities where less than
ten -acre lots are proposed. He stated that although Metro Council
is not concerned with the lot sizes specifically, the intent of
the Metro Council policy is to "maintain a rural character and not
create the need for urban services" in areas outside the MUSA bound-
aries, and in order to accomplish their goal, they recommend no
more than one unit per ten acres.
Mr. Prokop and Mr. McLean asked Mr. Baltzersen if he was familiar
with the arguments presented to Metro Council backing up the need
for lot -sizes less than the ten -acre recommendation of Metro Council.
Mr. Baltzersen did not appear to be familiar with the arguments.
Mr. McLean told Mr. Baltzersen that due to the lay of the land and
the large amount of low,unbuildable land in Lino Lakes, the -task
force felt they could maintain an overall City density of one unit
per ten acres while still allowing lots as small as one acre in
specific areas. Mr. Baltzersen was also told that Lino Lakes is
the "next frontier" while Shoreview, Blaine, and other surrounding
communities are "filling up ", therefore the task force felt that

a lower density than one unit per ten acres would be appropriate
for Lino Lakes.
Mr. Baltzersen explained that Metro Council would rather see
sewer extended to new developments rather than allow higher
density outside sewered areas. He felt that if the one acre
lots were allowed as proposed, the City would not develop the
areas where utilities are available.
Mr. Cody said that he understood that the comp plan amendment
has been stamped "red flag!'. He asked whether "red flag" indi-
cated that the proposal is not being approved or that further
study was necessary. Mr. Baltzersen said that "red flag" is
simply a process step when further study is necessary to deter-
mine the feasibility of a proposed change.
Mr. Karth asked why Blaine has been allowed lot sized in unsewered
areas of 22 acres, 5 acres, and 10 acres. Mr. Baltzersen said he
did not know Blaine's plan.
Mr. Marier and Mr. Benson felt that the City and Metro Council
would need to get together very soon to repeat some of the steps
taken earlier, since the Lino Lakes City Planner has changed and
the Metro Council representative has changed. Mr. Schumacher
added that Lino Lakes expected approval based on Mr. Schoettler's
opinion stated at the time of the submittal of the comp plan
amendment, and several projects are on hold at this time.
A meeting was schedule for 10:30 a.m., Friday, May 22 at Mr.
Baltzersen's office for Metro Council staff and Lino Lakes staff
(Administrator, Engineer, and former City Planner). In the case
that the former City Planner (Wuornos f. Associates) would be un-
able to attend, Mr. Cody recommended Mr. McLean attend since he
would be most familiar with the comp plan amendment proposed.
Mr. Schumacher, Mr. Stahlberg and Mr. Baltzersen agreed upon
this time and Mr. Schumacher agreed to contact Wuornos f Associates.
