HomeMy WebLinkAbout08/24/1987 Council MinutesCOUNCIL WORK SESSION AUGUST 24, 1987 ■ IIIA work session of the Lino Lakes City Council was called to order by Mayor Benson at 6:20 P.M., August 24, 1987. Council Members present: Bisel, Marier, Bohjanen, Reinert. City Administrator, Randy Schumacher and Clerk- Treasurer, Marilyn Anderson were also present. City Engineer, Ron Stahlberg arrived at 6:30 P.M. Rice Lake Estates - Mr. Schumacher explained that Mr. Arvid Gearman owner of Rice Lake Estates called him several times to explain that homes in this plat are not selling. He is requesting that the Council issue him a variance to build stick built homes on the undersized lots or if this is not feasible, replat to make the remaining lots R -1 sized rather than R -7 size. He suggested to Mr. Schumacher if neither request were granted by the Council, then he would move in some "nice looking" double wide homes. Mr. Schumacher told Mr. Gearman he would let the Council know of this situation. Mr. Reinert told the Council that the homes being marketed for this area were overpriced. Homes in the range of $70,000 to $110,000 would sell very well. Mayor Benson suggested this could affect the present home owners since their homes are much higher priced. Mr. Schumacher said Mr. Gearman may come in with a replat. The IIICouncil said they would then have questions for the City Attorney to consider. 4th Avenue Assessment Policy - Ron Stahlberg - Mr. Stahlberg handed out a letter and a map regarding 4th Avenue. The letter contained such information as: Total Cost of the Project: Construction Engineering Right -of -Way Costs Total Costs $548,575 85,336 79,045 $713,232 Costs Not Covered by MSA Funding Less Anoka' County Participation Less RCWD Participation Total Cost to be Assessed $71,288 10,000 9,600 $51,688 Mr. Stahlberg reminded the Council that at the last public hearing the residents were told the assessment would be $500.00 per lot regardless PAGE 1 COUNCIL WORK SESSION AUGUST 24, 1987 of the size of the lot. He felt this would not be fair since Molin Concrete would pay the same assessment as a one acre residential lot. He suggested assessing by the front foot and limiting the depth footage to 100 or 150 feet. In this manner everyone would pay the same rate. Mr. Stahlberg called this an area assessment. Mr. Marier said commercial or industrial areas use the street in the operation of their businesses and suggested that they be assessed at a higher rate. Mr. Stahlberg said he would look at a storm water run -off factor in determining the assesssment rate for each area. Mr. Schumacher said that this is a state aid project and noted that what the Council sets as a procedure for assessment on this improvement may set precedence. He asked if the Council was considering assessing for a portion of the street improvement even though it was covered by MSA funding. Mr. Marier reminded the Council what these residents were told at the public hearing and felt this could not be assessed. After further discussion, Mr. Stahlberg asked if the Council would look at the following as an assessment policy: Storm Water Drainage: Assess on an area basis using front foot - footage by 150 feet from the street right -of -way. The rate of storm water run -off will be used to determine the factor for re- sidential (single family & duplex) and commercial and multifamily rates and possibly a third rate for agricultural property. 4th Avenue Street Improvement: There will be no assessment for 4th Avenue itself. However, in the future, state aid roadway improvements will be partially assessable. There was discussion on how other cities assess MSA improvement projects. Mayor Benson asked Mr. Schumacher and Mr. Stahlberg to check assessment policies in other cities and then draft a proposal for the Council to consider. The meeting adjourned at 7:12 P.M.
