HomeMy WebLinkAbout09/22/1986 Council Minutes1 1 1 BUDGET MEETING September 22, 1986 The budget meeting was called to order at 6:05 P.M. by Mayor Benson. Members present: Marier, Bohjanen, Reinert. Mr. Bisel arrived at 6:08 P.M. Public Works Director, Don Volk; Police Chief, Dean Camp- bell; Administrator, Randy Schumacher and Clerk- Treasurer, Marilyn AndeKpon were also present. Mr. Schumacher destributed additional information to the Council including a listing of items not funded by the proposed 1987 budget, comparison of budget receipts, major expenditure issues and what each department gets in dollars from the current mill levy. He noted that Lino Lakes is one of the higher taxing communities in Anoka County. He also explained the purpose of the hand outs was to give the Council an idea of dollars each home pays for specific services. Mr. Reinert noted some of the inequities in property valuations and asked if this could be rectified. He asked if the assessor could bring all property valuations up to current market value. Mr. Schumacher reviewed the 1986 -1987 Revenue Comparison handout. He noted that there are only $68,000 new dollars in the 1987 budget. Mr. Schumacher reviewed the Expenditures Budget and explained some of the increases: Administration - Dan Tesch's salary has been transferred from CDBG funding Government Buildings - Fire Hall purchase Parks Department - 1986 was underbudgeted and there will be addit- ional park land therefore additional salaries for the maintenance of this land The 1987 budget does not reflect any changes in programs other than those noted above nor does it reflect any increase in personnel. There was discussion of the 1986 -1987 overlay program. Mr. Volk explained that 1987 will be year five (5) of the five year plan. He noted that there is only $40,000 in the 1987 overlay program and felt at least $100,000 more was needed to complete the five year plan. This amount is on the list of priority items for fund- ing. Mayor Benson suggested that the Council set a mill rate and then have the staff prepare a budget that will fit into that levy with Council guidance. Mr. Reinert asked how much the City will earn from investments. Mr. Schumacher explained that since General Fund has not operated in the black until recently the interest earned is allocated to the fund that has funds to invest. BUDGET MEETING September 22, 1986 Page -2- Mr. Marier asked who cut the overlay program? Mr. Schumacher said he had. Mr. Marier asked if each department was cut by the same percentage as the Public Works Department? Mr. Schumacher explained he cut each department taking into consideration the needs of that department. Mr. Reinert requested to see a line item budget with a zero mill rate increase. He commented that he did not think the citizens salaries have increased proportionally in the community. Mr. Shcumacher said he could fine tune the budget but wanted the Council to know that the community is growing and the demand for services is also growing. Chief Campbell pointed out his need for additional vehicles and one additional patrolman. Mr. Schumacher explained the priority items not funded and noted the particular need for a warning system in Lino Lakes. He noted another area in which the City must become involved is the water surface management plan. Mayor Benson asked that a 27.5 mill rate be defined to determine what- it would give this City in actual dollars. He did realize that the City is loosing $40,000 in Federal Revenue Sharing. Mr. Bohjanen said he did not get his budget package until 2:00 P.M. today and did not have enough time to go over it. Mr. Reinert said he would like to see what the total tax impact will be on Lino Lakes including schools, watershed district and county. Mayor Benson noted that the Council cannot control what other tax- ing authorities do, however it is the City that gets the flack. Mr. Schumacher said the Council has its own responsibilities. Mayor Benson said he would like to educate the citizens as to where there tax money is going. Mr. Schumacher noted that 1987 would be the 4th year with a zero mill increase. Mr. Reinert moved to adjourn at 7:00 P.M. Mr. Bohjanen seconded the motion. Aye. These minutes were considered and approv meeting on October 13, 1986 MARILYN G.
