HomeMy WebLinkAbout09/28/1987 Council MinutesCOUNCIL WORK SESSSION 1 1 SEPTEMBER 28, 1987 A Budget Work Session of the Lino Lakes City Council was called to order by Mayor Benson at 6:07 P.M. Council Members present: Bisel, Randy Bohjanen, Reinert. Mr. Marier was absent. CitliAdministrator, Schumacher; Public Works Director, Don Volk; Campbell; Accountant, Paula Romocky and Clerk- Treasurer Marilyn Anderson were also present. Mr. Schumacher reviewed the previous budget meeting. Since that meeting he has met with Fire Chief Gay and has obtained the submitted information requested by the Council. The budget proposal by the Fire Department listed areas that would be cut back or eliminated with a 3% and 6% increase and also what effect a 12% increase in the budget would mean. Major Issues of the Fire Department Fire Station *2 - The Fire Chief has indicated that a tanker and a pumper truck and men to operate the station have been included in the budget which reflects a 12% increase. The question the Council might consider is whether to enlarge the station if it will not be fully operational. Mr. Reinert asked who was the overseer of the Fire Department budget? City Department Heads must answer to the Administrator. He asked if there was justification for their budget requests? Mr. Schumacher explained that he does go through their budget. He explained there is a great difference since the new Fire Chief has assumed his position. Last year he went over the budget with Commissioner Benjamin and he could not be moved in his requests. Mr. Reinert asked if Mr. Schumacher meets with the other City Administrators to see where the Fire Department is going. He suggested that the three cities put together a system for the Fire Deportment to helo CeMDepartment oand suggested Catnleastequarterly reports from m the Pol i reports be obtained from the Fire Department. Mr. Schumacher noted that the original budget request from the Fire Department included expansion of Station *2 and the additional equipment and manpower required to operate the station. The Fire Chief would like to wait man the station e felt the $170 this firefighters recruited the amount needed for 1988. Mr. Bisel asked if the Fire Department r1ceives revenue from aother sources? Mr. Schumacher explained thi s PAGE 1 035 O36 COUNCIL WORK SESSION SEPTEMBER 28, 1987 Mr. Schumacher will ask representatives of the Fire Department to attend the next budget meeting. Mr. Schumacher briefly summarized the other departmental budget sheets. He said $179,000 in cuts will have to be made from these work sheets to balance the budget. Mr. Reinert said he was concerned about high taxes and felt Lino Lakes was nearly number one in the state again. Public Works Department - Don Volk Mr. Volk explained his number one request is for a new position, foreman. This person's salary would be distributed to the Public Works Department, Park Department, Utilities Department, etc. The Capital Outlay items include: 1/2 Ton Pickup for Foreman - Mayor Benson asked if this vehicle could come from the Police Depart- ment? Mr. Volk felt there wasn't a vehicle available to fit the position. Front End Loader - Present loader worn out and not dependable. Could purchase a new one if budget $20,000 a year for three years or a used loader if one is available. Street Repairs - Under rented equipment, Mr. Volk has included a rented conveyor to mix salt sand for sanding streets. He talked to three other cities regard - a joint purchase of a conveyor but was not successful. - Materials for Street Repairs in- cludes $27,000 to proceed on the crack filling project started this summer. He expects to cover the entire City every five years. - Overlay Program - Mr. Volk is look - in at just patch work and noted that Wood Duck Trail needs a complete overlay. He also noted that many catch basins are in need of repair. Speed Limit Signs - He has budgeted for signing 1/2 of PAGE 2 037 COUNCIL WORK SESSION SEPTEMBER 28, 1987 the City with speed limit signs. Street Lights - Eight additional street lights are budgeted. Mayor Benson noted that a city wide cleanup had been eliminated from the budget. He asked about a used oil distributor and Mr. Volk explained that this devise sprays used oil on roads. This has also been cut from the budget. Mayor Benson asked how Mr. Volk's department would run with the proposed cuts. Mr. Volk explained about the same as this year. Mayor Benson asked what would the line item of professional services include. Mr. Volk explained it would be physicals, lot surveys and any other professional help that could be required from time to time. Employee physicals were discussed. Park Department IMayor Benson asked about ice rinks in the Erickson's and Lake Reshanau developments. Mr. Volk explained that the Park Board did negotiate the contour excavation of these parks but none of the facilities. He further explained that he hoped the ice rink in Erickson's Addition would serve the Black Duck area as well. He also noted that the Park Board is considering restaging the ice rink slated for Lake Reshanau to Shenandoah Park. A $5,000 well would be required in Shenandoah. Police Department Chief Campbell explained that he is requesting replacement of two squad cars. Each car will have over 100,000 miles at the time it is replaced. The two radar units are scheduled for replacement this year. There was discussion regarding the miles being put on each squad. Mr. Bisel was concerned that if only two squads were replaced this year, the City could get behind on it car replacement schedule. Mayor Benson said he was apprehensive because of the growth in Lino Lakes and Centerville. He asked if the Police Department was working on contracts with other cities. Chief Campbell said that Columbus Township has contracted with the County but White Bear Township has expressed interest in contracting some service. He also noted that at Ione time the FBI has used the critera of 1.4 officers per 1,000 population. He felt it was now nearer to 1.4 officers to 800 population. PAGE 3 038 COUNCIL WORK SESSION SEPTEMBER 28, 1987 Mr. Bisel told Mr. Schumacher that the increase proposed for Council salaries was light. Mr. Bohjanen moved to adjourn at 7:00 P.M.
