COUNCIL WORK SESSION NOVEMBER 9, 1987
A work session of the Lino Lakes City Council was called to
order at 6:07 P.M. by Mayor Benson. Council Members
present: Marier, Bisel, Bohjanen. Mr. Reinert was absent.
Mr. Schumacher, Administrator, John Miller, Planner and
Clerk - Treasurer Marilyn Anderson were also present.
The purpose of this meeting is to discuss alternatives for
the future of equality of housing development for Lino
Lakes.
Mr. Miller had presented an overview of current housing in
Lino Lakes by means of a letter to the Council. He noted
the subdivisions currently under construction and also
outlined the contacts he has had from several home builders
interested in coming into Lino Lakes. He also noted that
most new homes are of the entry level value and most of the
higher value homes are located in the southeast corner of
Lino Lakes. Mr. Miller explained that the surrounding
communities are exhausting their residential land supply and
Lino Lakes will see more pressure for home building.
Mr. Miller noted that Lino Lakes has a limited amount of
land available for home building and the market for starter
(low cost) homes is decreasing. He asked if the Council was
interested in looking at the question: "Does Lino Lakes want
to be more active in determing the housing it wants - if the
City wants anything other than mostly low cost housing ?"
Mr. Bohjanen said he did not want to create a low class and
a high class district. Mr. Miller explained the reason why
the classes cannot be intermingled. Mr. Bisel suggested a
ring affect for development. Mayor Benson asked if the City
would be discriminating against certain developers by
designating some properties for excutive type homes. Mr.
Miller said no. Mayor Benson suggested amending the City
Code to increase the building standards for new home
construction. Mr. Marier referred to the City of Wyoming
code which even designates a dollar value of the new home.
There was discussion of where higher value or executive
homes could be built. Mr. Miller said topography would be
important in selecting sites. Amenities would be needed as
well as assurances that no one would be allowed to build a
lower value home in that particular area. There was
discussion of lot sizes and whether municipal utilities

would be required as well as suggestions for location of an
executive home area.
Mr. Miller recommended that if the Council is interested in
pursuing his suggestions, the Planning and Zoning Board be
advised /requested to look at revising the ordinance to
increase regulations for housing. Mr. Marier suggested that
the staff and Mr. Miller draft the procedure for the
Planning and Zoning Board to follow. Mayor Benson suggested
they look at current housing standards and the possibility
of establishing an executive district. Mr. Bisel suggested
that potential areas of development be looked at as well.
He also suggested that economic development areas be looked
at. He asked how much land should be set aside for housing,
economic development and parks? He suggested that possibily
not enough land has been set aside for certain types of
commercial development. He also noted that Vadnais Heights
have become so professional that when a developer presents a
proposal it passes through the Planning and Zoning Board and
Council so that the construction can begin within 35 days.
Mayor Benson asked Mr. Miller to present his ideas to the
Council at the next meeting. This does not have to be in
draft form.
Hanson Block Company
Mr. Miller updated the Council regarding the possibility of
locating Hanson Block Company on the east side of 35E on
property owned by Acton Construction Company. A meeting had
been held here at City Hall with Hanson Block on Friday
November 6th with Mr. McLean in attendance. Hanson Block
outlined their development plans and asked for an indication
if the City would be interested in this plan.
Mr. Bisel was concerned about two concrete businesses on
opposite sides of the City. Also Hanson Block would have to
haul past City Hall to get to 35W. Mr. Marier also
suggested that this business should be located near Moline
Concrete. Mr. Schumachaer explained that the major
objection to a site near Moline Concrete could be
neighborhood opposition. Mayor Benson noted the City did
want to attract more business and maybe should identify what
businesses should be located in what areas.
Mr. Schumacher explained that this proposed location for
Hanson Block is in the flood plain. This area could not be
heavily developed. Mr. Bisel questioned if another business

could locate in this area that would generate a higher tax
base. Mr. Miller said the City would have to wait for this
type of development.
Mayor Benson asked Mr. Miller to get a few more facts. He
asked Mr. Miller to contact Moline Concrete again and also
check the property owned by Cheesebrough. This can be
discussed further at the next Council meeting.
Mr. Miller was asked to keep Hanson Block update.
